Abstract [sv]

Expansiva lärandeprocesser om förändring och bevarande blir särskilt aktuellt vid förändringsarbeten och försök till verksamhetsutveckling. Verk­samhets­utveckling driven av administrativ ledning utifrån polit­iska direktiv upplevs ofta som abstrakta och långt från vardags­arbetet. Vad jämställd och jämlik verksamhet kan innebära är dessutom okänt och behöver förstås i varje verk­samhet och funktion. Differentierade verksam­het­er, exempelvis inom vården, skapar en komplexitet vid verk­samhets­utveckling sär­skilt vid för­änd­rings­arbete driven av admini­stra­tiv ledning. Syftet var att belysa omvand­ling av politiska direktiv i en verksamhet med flera yrkes­kate­gorier som verksamhetsutveckling i form av ett lärande riktat till en kulturell för­ändring. För att uppnå syftet genomfördes en teori­informerad etno­grafi där observa­tioner av ut­form­ande och genom­förande av ett föränd­rings­­arbete följdes under en tre­årsperiod vid pol­i­tiska utskottsmöten respek­tive vid per­sonal­möten på en vård­enhet till­hör­ande en region. Centrala personer, som en strateg och personal på den obser­­verade enhet­en inter­vjuades. Analys­en informerades av expan­siv lärandeteori inklusive kulturhistorisk verksamhetsteori med särskild be­ton­ing på arbets­delning. I resultatet fram­kom att expansiva lärande­pro­cesser kom till uttryck i för­ståelsen av direktiven samt organisering inne­fatt­ande ut­formande av verktyg och in­­vol­vering av personer. För­ståelse av direktiven färgades av en histor­isk hierarkisk arbetsdelning och per­sonal­ens vardag, varpå intern jämställd­het och jäm­likhet be­tonades fram­för att för­ändra vård­fördelningen för patienterna. För­ändrings­arbetets orga­ni­sering för­änd­rade förhållandet mellan led­ning och med­arbetare från styrning till styr­ning av ut­veck­ling. Styrning bevarades men befint­liga styrverktyg expan­derades till att ha ut­veck­ling som mål och även verk­tyg för utveckling lades till, vilket delvis utmanade yrkes­gruppernas auto­nomi och makt över sin kunskap. Verk­sam­hets­utveckling diskuter­ades som sprungen ur var­dags­problem samt som yrkesgrupps­- eller admi­­ni­strations­driven. Slutsatsen var att verk­sam­hets­utveck­ling riktat till en kulturell för­ändring innefattade parallella processer av lärande re­spek­tive förhandlingar om maktför­håll­­anden där befintliga verksam­hets­mönster kunde bestå eller ta sig nya former.

Abstract [en]

Expansive learning processes concerning change and stabilisation become particularly relevant in the context of change initiatives and efforts for organisational development. Organisational development driven by senior management on the basis of political directives is often perceived as abstract and far removed from day-to-day work. Furthermore, what gender-equal and equitable activities might entail is unclear and needs to be understood within each organisation and function. Diverse activities, for example within the healthcare sector, introduce complexity into organisational development, particularly in the case of change processes driven by senior management. The aim of this thesis was to examine the translation of policy directives within an organisation comprising multiple professional categories as organisational development in the form of learning aimed at cultural change. To achieve this aim, a theory-informed ethnography was conducted, in which observations of the design and implementation of a change process were carried out over a three-year period at political committee meetings and staff meetings at a healthcare unit belonging to a region. Key individuals, including a strategist and staff members at the observed unit, were interviewed. The analysis was informed by expansive learning theory, including cultural-historical activity theory, with particular emphasis on the division of labour. The results revealed that expansive learning processes were expressed in the understanding of the directives and in the organisation, including the design of tools and the involvement of individuals. The understanding of the directives was shaped by a historical hierarchical division of labour and the staff’s day-to-day work, with the result that internal gender equality and equity were emphasised over changing the distribution of care for patients. The organisation of the change initiative transformed the relationship between management and staff from control to steering development. Control was retained, but existing control tools were expanded to have development as their objective, and tools for development were also added, which partly challenged the different professional groups’ autonomy and control over their own knowledge. Organisational development was discussed as arising from day-to-day problems and as being driven by professional groups or by administration. The conclusion was that organisational development aimed at cultural change involved parallel processes of learning and negotiations over power relations, in which existing patterns of practice could either persist or take on new forms.
