What Explains Municipalities’ Perceived Shortage of Special Housing for Older Adults? : A Panel Data Study of Demographic, Economic, and Housing Market-Related Factors in Swedish Municipalities, 2015–2024 (English)

Abstract

An ageing population and increasing pressure on elderly care have created major challenges for Swedish municipalities in meeting the demand for special housing for older adults. 

This study aims to analyze which factors influence the probability that Swedish municipalities perceive a shortage of special housing for older adults, and subsequently compare these factors with those affecting the municipalities actual supply. The study is based on municipalities own assessments of the situation, collected from the Swedish National Board of Housing, Building and Planning´s annual housing market survey, specifically the question: “How do you currently perceive the availability of special housing for older adults?”. The responses to this question were transformed into the binary dependent variable used in the empirical analytics. 

To examine which factors affect the perceived shortage, panel data for Sweden's 290 municipalities during the period 2015-2024 are used. The study's independent variables include factors related to demographics, municipal financial conditions, the labour market and the housing market. The analysis is conducted using a Linear Probability Model (LPM), in which several econometric specifications are estimated, both with and without municipality and time fixed effects. This is done in order to control for structural differences between municipalities as well as common changes over time. 

The results show that several demographic and economic factors are associated with the probability that municipalities perceive a shortage of special housing for older people. However, these associations vary across different model specifications. For example,  population size and the share of older residents are negatively and statistically significantly related to perceived shortage in models without municipality fixed effects, but these associations disappear when municipality fixed effects are included. 

The conclusion is that perceived shortages of special housing for older people cannot be explained solely by demographic pressure. Instead, municipal assessments appear to be influenced by a combination of need, previous capacity adjustments, and local conditions. In relation to previous research on actual supply, the study therefore shows that perceived shortage should be understood as a complementary measure rather than as a direct measure of actual shortage.

Sammanfattning

En åldrande befolkning och ett ökat tryck på äldreomsorgen har skapat stora utmaningar för svenska kommuner när det gäller att möta behovet av särskilt boende för äldre. 

Denna studie syftar till att analysera vilka faktorer som påverkar sannolikheten att svenska kommuner upplever underskott på särskilt boende för äldre, och därefter jämföra dessa faktorer mot vilka faktorer som påverkar kommunernas faktiska utbud. Undersökningen är baserad på kommunernas egna bedömningar av situationen, hämtat från Boverkets årliga bostadsmarknadsenkät och specifikt frågan “Hur bedömer ni för närvarande utbudet av särskilt boende för äldre?”. Svaret på frågan och utformats till den empiriska undersökningen binära beroende variabel. 

För att undersöka vilka faktorer som påverkar det upplevda underskottet hämtas paneldata för Sveriges 290 kommuner under perioden 2015-2024. Studiens oberoende variabler inkluderar  variabler relaterade till demografi, kommunala finansiella förutsättningar, arbetsmarknad och bostadsmarknaden. Analysen genomförs därefter med hjälp av en linjär sannolikhetsmodell (LPM), där flera ekonometriska ansatser formuleras, både med och utan kommun- och tidsfasta effekter. Detta för att kontrollera för strukturella skillnader mellan kommuner samt gemensamma förändringar över tid.  

Resultaten visar att flera demografiska och ekonomiska faktorer samvarierar med sannolikheten att kommuner upplever underskott på särskilt boende för äldre. Sambanden varierar dock mellan olika modellspecifikationer. Till exempel, folkmängd och andel äldre är negativt och statistisk signifikant relaterade till upplevt underskott i modeller utan kommunfasta effekter, men sambanden försvinner när kommunfasta effekter inkluderas. 

Slutsatsen är att upplevt underskott på särskilt boende inte enbart kan förklaras av demografiskt tryck. Kommunernas bedömningar tycks i stället påverkas av en kombination av behov, tidigare kapacitetanpassningar och lokala förutsättningar. I relation till tidigare forskning om faktiskt utbud visar studien därmed att upplevt underskott bör förstås som ett kompletterande mått, snarare än som ett direkt mått på faktisk brist.
