Abstract [sv]
Digitaliseringen av offentlig sektor har förändrat hur medborgare tar del av myndigheters tjänster. Arbetsförmedlingen erbjuder en digital inskrivningstjänst genom vilken cirka 90 procent av alla inskrivningar genomförs digitalt. Syftet med denna studie är att undersöka handläggarnas perspektiv på hur Arbetsförmedlingens digitala inskrivningstjänst fungerar som digital offentlig service. Det är därmed handläggarnas bedömning av tjänsten som undersöks, inte de arbetssökandes. Hur tjänsten fungerar bedöms utifrån det underlag som tjänsten producerar, med fokus på informationens kvalitet, tillgänglighet och användbarhet i den fortsatta handläggningen.
Studien använder en kvantitativ metod i form av en enkätundersökning riktad till anställda handläggare vid Arbetsförmedlingen i Malmö. Enkäten bestod av fjorton frågor och besvarades av 20 respondenter. Det teoretiska ramverket utgår från begreppen informationskvalitet, systemkvalitet och tjänstekvalitet samt tillgänglighet och användarcentrering.
Resultatet visar att tjänsten i huvudsak fungerar och möjliggör digital självbetjäning. Systemets tekniska funktion uppfattas som relativt tillfredsställande. Samtidigt visar studien att informationen från den digitala inskrivningen ofta behöver kompletteras eller förtydligas innan den kan användas i den fortsatta handläggningen. De huvudsakliga utmaningarna rör informationens kvalitet snarare än tekniska problem. Språkliga barriärer och ofullständiga uppgifter framstår som de mest framträdande svårigheterna, vilket tyder på att tjänstens funktion påverkas av användarens förutsättningar.
Studien visar att digitaliseringen av inskrivningsprocessen har inneburit en strukturell förändring där processen delats upp i två steg, vilket kan skapa nya administrativa arbetsmoment för handläggarna. Tjänsten fungerar bäst i standardiserade situationer där den arbetssökande har tillräckliga språkliga och digitala förutsättningar. I mer komplexa situationer blir tjänstens begränsningar synliga och handläggarna behöver kompensera genom ytterligare arbetsinsatser.
Abstract [en]
The digitalisation of the public sector has transformed how citizens access government services. The Swedish Public Employment Service offers a digital enrollment service through which approximately 90 per cent of all registrations are completed online. The purpose of this study is to examine caseworkers' perspectives on how the Swedish Public Employment Service's digital enrollment service functions as a digital public service. It is thus the caseworkers' assessment of the service that is examined, not that of the job seekers. How the service functions are assessed based on the material the service produces, focusing on the quality, accessibility and usability of the information in subsequent case handling.
The study employs a quantitative method in the form of a survey directed at employees at the Public Employment Service in Malmö. The survey consisted of fourteen questions and was completed by 20 respondents. The theoretical framework draws on the concepts of information quality, system quality and service quality, as well as accessibility and user-centricity.
The results show that the service generally functions and enables digital self-service. The technical function of the system is perceived as relatively satisfactory. However, the study reveals that information from the digital enrollment frequently needs to be supplemented or clarified before it can be used in subsequent case handling. The main challenges concern information quality rather than technical issues. Language barriers and incomplete data emerge as the most prominent difficulties, indicating that the service's function is affected by the user's prerequisites.
The study demonstrates that the digitalisation of the enrollment process has introduced a structural change, dividing the process into two steps, which can create additional administrative tasks for caseworkers. The service functions best in standardised situations where the job seeker has sufficient linguistic and digital capabilities. In more complex situations, the service's limitations become apparent and caseworkers need to compensate through additional work.
