Abstract [sv]
Den här studien är skriven på svenska och undersöker hur revisorer i Sverige upplever sitt ansvar i upptäckten av ekonomisk brottslighet, med ett särskilt fokus på penningtvätt (AML). Den snabba utvecklingen inom ekonomisk brottslighet och det expanderande AML-regelverket har skärpt kraven på revisionsbranschen och skapat gränsdragningar mellan revisorns formella uppdrag och de förväntningar som omgivningen har på professionen. Studien använder en kvalitativ forskningsansats och bygger på 10 semistrukturerade intervjuer med revisorer från svenska revisionsbyråer av olika storlek. Det teoretiska ramverket bygger på institutionell teori (DiMaggio & Powell 1983; Scott 2008) och expectation gap-teori (Liggio 1974; Porter 1993) som tillsammans används för att tolka det empiriska materialet. Resultaten visar att revisorerna i grunden upplever ansvarsfördelningen mellan sig själva och tillsynsmyndigheterna (bl.a. Revisorsinspektionen och Ekobrottsmyndigheten) som tydlig och logisk. Revisorn granskar och rapporterar vid misstanke, medan myndigheterna utreder och lagför. I praktiken uppstår dock gråzoner - framför allt i bedömningssituationer där det är svårt att avgöra när misstanken är tillräcklig för rapportering. Kommunikationen med tillsynsmyndigheter sker i hög grad indirekt via branschorganisationen FAR. Återkoppling efter genomförd rapportering är i stort sett obefintlig, vilket påverkar revisorns handlingsutrymme vidare i AML-arbetet i praktiken. Ett tydligt förväntningsgap identifieras i studien och är tydligast gentemot allmänheten, som förväntar sig att revisorn ska fungera som brottsutredare. Sådana förväntningar som saknar täckning i det faktiska revisionsuppdraget kan beskrivas som ett reasonableness gap. Gentemot tillsynsmyndigheterna är gapet mer nyanserat och präglat av otydliga standarder snarare än direkt oförnuftiga förväntningar, ett så kallat deficient standards gap. Revisorerna hanterar dessa spänningar genom tidig riskbaserad kundbedömning, kollegialt stöd, interna rapporteringsstrukturer och mimetiska strategier där branschgemensamma normer fungerar som vägledning. Studien bidrar med kunskap om revisorns institutionella handlingsutrymme i AML-arbetet och förståelsen av förväntningsgapet inom den svenska revisionsbranschen. Resultaten visar att gapet inte enbart beror på kommunikationsproblem utan visar på spänningar mellan lagstiftning, professionella normer och revisorns egen uppfattning om sin yrkesroll.
Abstract [en]
This study is written in Swedish and examines how auditors in Sweden perceive their responsibility in the detection of financial crime, with a particular focus on money laundering (AML). The rapid development of financial crime and the expanding AML regulatory framework have heightened demands on the auditing profession and created boundary disputes between the auditor's formal mandate and the expectations placed upon the profession by its surrounding environment. The study employs a qualitative research approach and is based on 10 semi-structured interviews with auditors from Swedish audit firms of varying sizes. The theoretical framework draws on institutional theory (DiMaggio & Powell 1983; Scott 2008) and expectation gap theory (Liggio 1974; Porter 1993), which are used jointly to interpret the empirical material. The findings indicate that auditors fundamentally perceive the division of responsibility between themselves and supervisory authorities (e.g. Revisorsinspektionen and Ekobrottsmyndigheten) as clear and logical. The auditor reviews and reports upon suspicion, while the authorities investigate and prosecute. In practice, however, grey areas emerge - particularly in situations where it is difficult to determine when a suspicion is sufficient to warrant reporting. Communication with supervisory authorities occurs largely indirectly through the professional body FAR. Feedback following completed reports is virtually nonexistent, which further constrains the auditor's scope for action in AML work in practice. A clear expectation gap is identified in the study. The gap is most pronounced in relation to the general public, who expect the auditor to function as a criminal investigator - expectations that exceed the actual audit mandate and may be described as a reasonableness gap. In relation to supervisory authorities, the gap is more nuanced and characterised by unclear standards rather than unreasonable expectations, constituting a deficient standards gap. Auditors manage these tensions through early risk-based client assessment, collegial support, internal reporting structures, and mimetic strategies in which shared professional norms serve as guidance. The study contributes knowledge about the auditor's institutional scope of action in AML work and advances the understanding of the expectation gap within the Swedish auditing profession. The findings suggest that the gap is not solely attributable to communication problems, but reflects deeper tensions between legislation, professional norms, and the auditor's own perception of their professional role
