The housing crisis in the European Union and Sweden isn´t only characterised by a lack of housing availability, but also by inequalities in access to safe, accessible and sustainable living environments. Despite efforts to promote gender equality, equity and inclusion, and sustainability in housing policies, there is still a systematic reproduction of institutional disparities in who gets access to housing and under what conditions. This study examines how the three key terms are expressed and prioritised in EU level to Swedish national and local level though the method of document analysis. Grounded in feminist institutionalism, the study reveals how institutional norms and power structures shape housing policies and reinforce, or challenge inequalities. The key findings shows that while sustainability dominates on all levels, gender is visible on the EU level but gets lost on the local level due to gender-neutral language, risking reproduction of current inequalities.
