Abstract [sv]

Denna studie undersökte hur risker i samband med verksamhetsförändringar för befintlig byggnation (stationshus) nära järnväg identifierades, värderades och hanterades. Syftet med studien var att undersöka hur säkerheten inom järnvägssystemet upprätthölls under verksamhetsförändringarna. Genom en systemteoretisk ansats undersöktes interaktionen mellan inblandade aktörer och vilka beslut om risk och säkerhet som fattades under processerna. Som metod användes dokumentanalys av allmänna handlingar i bygglovs- och detaljplaneärenden från perioden 2010-2023 för ett urval av 14 stationshus i Sverige. Resultatet visade på variationer i hur risker identifieras, värderas och hanteras under verksamhetsförändringarna. Särskilt sågs skillnader mellan geografiska områden i utförandet av särskilda riskanalyser förverksamhetsförändringar i tidigare inaktiva stationshus, men även i identifierade risker genom remissyttranden och i vilka riskreducerande åtgärder som genomfördes i samband med verksamhetsförändringarna. Dessa resultat bekräftade tidigare forskning inom järnvägssystemet som pekade på variationer i identifiering och värdering av riskinom systemet. Diskussionen fokuserade på att undersöka grundorsakerna bakom variationen ur ett systemperspektiv, samt vilken inverkan denna kunde ge på säkerheten inom systemet som helhet. En mer kvalitativ approach rekommenderas som vidare forskning, för att undersöka varför variationerna uppstår och vad som påverkar besluten.

Abstract [en]

This study investigated how risks associated with operational changes for existing constructions (station buildings) near railways were identified, assessed and managed. The aim was to examine how safety within the railway system was maintained during the operational changes. Using a systems theoretical approach, the interaction between involved actors and the decisions regarding risk and safety made during the processes were examined. The method involved document analysis of public records in building and zoning permit cases from the period 2010-2023 for a selection of 14 station buildings in Sweden. The result showed variations in how risks were identified, assessed, and managed during the operational changes. Particularly, differences were observed in the execution of specific risk analyses between geographic areas for operational changes in previously inactive station buildings, but also in identified risks through referral statements and in the risk-reducing measures implemented during the operational changes. These results confirmed precious research within the railway system that pointed our variations in both identification and assessment of risk within the system. The discussion focused on investigating the root causes behind the variation from a systems perspective, as well as the potential impact this could have on the overall safety within the system. A more qualitative approach is recommended for further research to explore why the variations occur and what influences the decisions.
