A secure digital urban development process. : A study on the need for clear conditions in the digitalization of analogue detailed development plans and property boundaries (English)
Abstract [sv]

Abstract [en]

According to the Swedish National Board of Housing, Building and Planning (Boverket), the digitalisation of analogue detailed development plans is a key measure for achieving more efficient and sustainable urban development. This study is based on interviews with Boverket and KTH, as well as an analysis of official reports. It investigates how analogue detailed plans can be transferred into digital originals through simplified processes such as conversion or amendment, and how coordinate-based property boundaries influence this transition.

The study highlights several challenges: inconsistent quality in base data and a lack of tools to update boundary data using modern coordinates; requirements under the Archives Act for an “original” document, which undermines the legal status of digital plan maps; and vague guidance for municipalities, which creates uncertainty around how plans should be redrawn digitally. Metadata is crucial, but there is no national structure for how adjustments should be documented and assessed. The boundary between what requires a formal amendment and what can be converted remains unclear in Boverket’s proposal. Moreover, the technical demands of the standardised regulation catalogue present further difficulties in the digitalisation process.

The conclusion is that clear national governance, a coordinated quality standard, and legislation are required to transition analogue detailed development plans into digital originals in a legally secure, sustainable, and efficient manner; otherwise, digitalisation risks creating more confusion than benefit in the coordination sought within the urban development process.
