[{"_id":"project:1722","_type":"project","abstract":{"en":"The conflict between Ukraine and Russia has once again reminded the world that wars are not only fought with guns and physical violence, but also with information technologies. In Western mass media, attention has foremost concentrated on Russian propaganda, directed both towards Russian-speaking populations and international publics. With the rise and establishment of social networking media in conjunction with the spread of personal and mobile media technologies such as laptops, mobile phones and tablet computers, propaganda and information management take on new forms, and thus also involve a new set of agents. This project focusses on Ukraine as an arena for propaganda. This project aims at analysing the new types of actors engaged in information war, and how these impact on the practice and expressive character of information warfare. It covers three domains of communication activities: 1. Pro-Ukrainian propaganda directed towards international audiences outside of Ukraine. 2. Domestic propaganda in support of the government. 3. Communication efforts to counter Russian propaganda. The focus is on actors and institutions, and on the ways in which the type of actors involved have an impact on the forms and contents of the communicated messages. The research questions focus on actors, audiences and messages in and around information management and propaganda. The basic point of departure is the assumption that new actors trained in commercial campaigning and PR will have an impact on the ways in information management is orchestrated, and hence will affect the messages disseminated (and, presumably, its reception). Methodologically, it will interview key informants engaged in information management in Ukraine, as well as textual analysis of information material of various kinds. It can be expected that the project adds to the existing literature on (a) War and the media; (b) Opinion formation, persuasion and propaganda; and (c) Public diplomacy, soft power and nation branding. The team consists of two senior researchers with extensive experience in researching media campaigns, nation branding and information management and two junior researchers with cultural and linguistic expertise in the area (Russia and Ukraine). Historical Front.” This cohort gave rise to a new professional species—activist historians—who are different from so called memorians or propagandists, who work in service of authorities. Likbez historians tried to use their power to influence and promote their activist agenda not only in the realm of memory and history but also in reformation of state institutions. I argue that for Likbez historians, securitization of the past is the main strategy employed for producing historical knowledge. Historians’ work is a part of postcolonizing process observed in Ukrainian society since the Maidan protests. As the analysis shows, popular history narratives written with an open activist agenda are a result of many compromises made by scholars in the intersection of several factors: professional ambitions, political and civic aims, social and political context, popular expectations, and market environment. This article addresses the specific experiences of immigrant and internally displaced journalists, their imagined audiences and the overarching construction of post-revolutionary Ukraine as an imagined community. The argument draws empirically from the dislocatory experiences and relocatory trajectories of two groups: immigrant journalists, who moved to Ukraine from Russia, and journalists who migrated internally – to Kyiv and other government-controlled Ukrainian regions from Crimea and non-government-controlled areas of Donbas. For immigrant and internally displaced journalists, the search for new identities and positions is strongly related to their imagination of the audiences. The journalists notice a simultaneous fragmentation and unification of the audiences driven by both top-down and down-up intentions of post-revolutionary nation building. Especially young nation states have a felt need to build new images of themselves in the eyes of the surrounding world, but since these nation states also have a short history of sovereignty, they simultaneously need to build the social solidarity and community inwards, to form the basis needed for the building of a nation. This article takes its departure in this tension and addresses three themes – agency, audience and identity – that we consider needs further theorizing due to the fact that the practice is yet trying to find its form. These themes are discussed in relation to the branding efforts in the new Eastern European state of Ukraine over the past decade. It is concluded that the nation branding campaigns are today orchestrated also by domestic PR agencies (to the contrary of the previous dominance of British agencies), that the domestic audience is taken into consideration in other ways than in previous branding campaigns, and that the questions of identity construction is more complex than what is previously accounted for. Divide in the Ukrainian media community in the times of crisis","language":"eng","author":[{"family":"Voronova","given":"Liudmila","ORCID":"0000-0001-7943-3076","localId":"shlava10","affiliation":[{"id":"11825","name":"Södertörns högskola, Journalistik"}]}],"abstract":"Ukrainian media community since 2013 is undergoing a painful process of continuously adjusting to and counteracting the circumstances of conflict, with external and internal propaganda, economic pressure being a consequence of the more general crisis, and guidelines coming from the state institutions, such as the Ministry of Information Policy (MIP) (e.g. Bolin, Jordan &amp; Ståhlberg 2016, Pantti 2016, Nygren &amp; Hök 2016). Nygren et al. (2016), based on content analysis and interviews with journalists, conclude that one of the main challenges for the Ukrainian journalists today is a conflict between the ideal of neutrality in coverage and favoring of “patriotic journalism” in practice. According to Ukrainian scholars, there are today three groups of journalists: patriotism-charged, who give up standards for the sake of fighting propaganda; supporters of universal standards; and a mixed group (Dutsyk 2017). In order to highlight the role of professional journalism organizations in this divide, this paper focuses on a specific case: project “Two countries – one profession” initiated and supported by the OSCE Representative on Freedom of the Media. Being based on the dialogue between Ukrainian and Russian professional journalism organizations around professional standards and safety of journalists, the project is perceived as contradictory and provocative by a part of the Ukrainian media community who suggest that it is “non-patriotic” and “anti-Ukrainian”. The paper is based on analysis of observations of meetings between the National Union of Journalists of Ukraine and the Russian Union of Journalists, interviews with representatives of these and other media organizations and experts in Ukraine, focus groups with the journalists involved in the project, and negative and positive reactions to this project by the Ukrainian media community. We have been interviewing various actors involved in production of information flows in the post-2014 Ukraine: journalists, media and security experts, historians, PR-managers etc. What most of the informants pointed to was the recent shift in their perception of their role in the changes that the country is going through: they highlight their roles as activists and change agents in the society. Coming from different research fields (history and media and communication studies), we have been reflecting upon the tension between our striving at academic neutrality and the different disciplinary approaches, as well as unavoidable emotional involvement in the subject we scrutinize. The paper is based on auto-ethnography wherein we reflect on the challenges the researchers face when conducting ethnographic research on activists and dealing with such sensitive issues as information warfare and armed conflict. This becomes especially problematic when scholars come from the countries involved in the conflict, Ukraine and Russia. How do our feelings of guilt, shame, anger, affection, attachment, love, interact with our professional goals and with our dealing with the material? How do they influence our interaction with the informants and each other? And how can we empower our informants, while remaining in the framework of academic research?This analysis contributes to the ethnographic studies on crisis and post-crisis societies. It continues the discussion about the role of emotions in ethnographic research, where we compare our experiences of ethical dilemmas, inspired by, e.g., Hoffmann (2007). Media infrastructures have acquired huge complexity as a result of rapid technological change and the uneven spread of access. This is a good time to think critically about 'connection' and its potential contribution to social progress. We first explore key developments in media infrastructures and communication flows across the world, bringing out salient differences in the local evolution of, and inequalities in media access. Second, we examine how media – as infrastructures of connection – contribute to public knowledge and enable new types of encounter between people on various scales, while also enabling counter-movements for social progress. Third, we examine the changing governance of media infrastructures, the issues of social justice that such infrastructures raise and the counter-movements to which they give rise. Fourth, we consider media as a specific site of struggle for social progress, arguing that measures of social progress themselves need to be expanded to take account of the human needs (such as voice) that media serve. The ideas and practices of nation branding are frequently presented by branding advocates as necessary and even inevitable in the light of changing dynamics of political power and influence in a globalised and media-saturated world. In this context, some have argued that nation branding is a way to reduce international conflict and supplant ethno-nationalism with a new form of market-based, national image management. However, a growing body of critical studies has documented that branding campaigns tend to produce ahistorical and exclusionary representations of the nation and advance a form of ‘commercial nationalism’ that is problematic. Importantly, the critical scholarship on nation branding has relied primarily on sociological and anthropological theories of nationhood, identities and markets. By contrast, the role of the media – as institutions, systems and societal storytellers – has been undertheorised in relation to nation branding. The study shows that the news on the state-controlled TV channels interpret the state politics in only one possible way – ascribing the most traditional and essentialist characteristics to the country, prioritizing male actors and military activities and suggesting no alternatives to ‘(re)masculinization’ of the image of Russia in the situation of the conflict on the territory of another state, despite the alleged disengagement of the country in it. While it was observed that after both these revolutions the people’s attitudes oscillated between two polarities of great expectations and great disillusionments, the authors analyze the narratives of betrayal through the concept of disenchantment. The analysis shows that disenchantment can be an empowering device, which serves as a push for the search for internal powers and capabilities. The reminder of the Soviet past (or in the American context, of the Confederacy) is an abject that is difficult to assimilate. On the one hand, the abject is our unwillingness to see the past and accept it; on the other hand, for those who associate themselves with this past, this is the threat of castration because through the negation of a given past a certain group is cast out from the space of representation. That is why it is questionable whether a monument can be inclusive at all. Which memory does the monument recall? Which past is castrated when a new monument is built? Which groups are fighting for recognition and representation? Which groups lose this right? Под информационной войной понимают конфликт, в котором информация становится одним из основных видов оружия (напр., Pantti 2016, Hoskins and O’Loughlin 2010), а т.н. информационный менеджмент – техники распространения дезинформации и попытки влияния на медиа – является одним из основных измерений конфликта (Tumber &amp; Webster 2006). Украинский кризис – события, происходящие в стране с 2013 года: протесты в Киеве («Евромайдан»), смена правительства, присоединение Крыма к Российской Федерации, продолжающееся военное противостояние на востоке страны, - сегодня все чаще становится объектом международных исследований, рассматривающих происходящее как один из ярких примеров «войны нарративов» (Khaldarova and Pantti 2016). Трудности с верификацией информации, пристрастность информационных источников, вовлеченность в конфликт сторонних интересов поставили журналистов, освещающих события на Украине (как украинских, так и представителей других стран), перед вызовом (Pantti 2016).Проблема, которую отмечают при этом некоторые исследователи, - фиксация международного академического сообщества на российских медиа как источнике информационного менеджмента или даже пропаганды (см. Pantti 2016). Лишь немногие исследования предлагают анализ информационного менеджмента внутри Украины (Bolin, Jordan &amp; Ståhlberg 2016). Между тем, даже предварительный взгляд на это медиа-пространство выявляет его неоднородность. Украинское медиа-сообщество оказалось расколото: приверженцы глобальных и «вечных» журналистских идеалов не находят понимания у сторонников «патриотической журналистики». Первые обвиняют вторых в само-цензуре и следовании интересам институтов власти, а вторые первых – в сотрудничестве с «вражескими агентами».Данный исследовательский проект на различных примерах (запрет на определенные российские медиа-продукты; радикальная инициатива по поиску «пособников террористов» среди журналистов – «Миротворец» и др.) рассматривает проблему, с которой столкнулось украинское медиа-сообщество, как частный случай общей тенденции. Эта тенденция может быть обозначена как идеологизация СМИ, что с одной стороны, является результатом, а с другой стороны, благодатной почвой для информационной войны. In this chapter is proposed that the conflict between Ukraine and Russia has engaged an entirely new set of actors engaged in the management of information, most notably from PR and nation branding activities, as well as journalists, oligarchs and various individuals with an interest in Ukraine’s international image. These new actors bring with them competences, ideologies and practices from their field of origin which impact on the practice and expressive character of information warfare. In this chapter we analyse three domains of communication used by Ukraine to address external audiences; the Ukraine Crisis Media Centre (UCMC), the English language news channel <i>Ukraine Today</i> and the fact checking website StopFake. На примере одного конкретного случая построения памятника одному из командиров УПА – Климу Савуру – прослеживается, как героическая память об ОУН и УПА устанавливалась в Ровенской области. Эта область входит в один исторический регион – Волынь. Именно здесь сформиро- вались первые группы УПА в 1942 году, а также именно на Волыни произошли самые трагические события в истории УПА – убийства польского населения в 1943 году, которые потом перенеслись на Галичину. Я не рассматриваю историю самого украинско-польского конфликта (заинтересованный читатель может обра- титься к цитированной ниже литературе), а то, как история ОУН и УПА входила в культуру памяти региона, начиная с 1991 года. Памятник Климу Савуру – пример того, как место и форма памяти могут быть основаны больше на амнезии, чем на воспоминании. Как мы увидим, через про- цесс мифологизации его биографии почти все исторические факты о личности командира УПА исчезли. Единственная характеристика, на которой основывает- ся коммеморация – это архетип, который выражает ценности и интересы деяте- лей, которые занимались строительством памятника и продвижением героиче- ской формы памяти об ОУН и УПА.
