    Abstract [en]

    The purpose of this thesis is to test two hypotheses about how work affects political participation. The first concerns unemployment, and states that unemployment has strong and negative effects on political activity. The second hypothesis is found in theories of participatory democracy, and claims that more democratic workplaces lead to more political participation. Existing empirical evidence on both of the hypotheses is not conclusive. Furthermore, studies have mainly been carried out using data collected in the United States. Here empirical tests of the hypotheses are undertaken using a Swedish survey.

    The results confirm the first hypothesis; unemployment has negative effects on political participation. The reasons for these negative effects are that the unemployed become less active in organisational life, fall outside of the recruitment networks where people are being asked to participate in politics, and experience a decrease in income. The second hypothesis is not supported. Workplace participation does not affect political participation, according to the analyses. The results are surprising for both hypotheses, and contradict previous empirical findings. The differences in results are likely due to differences in research design and differences in approaches to analysing political participation. Previous studies are inadequate in these perspectives, it is maintained.

    The thesis ends with a discussion of the results from the perspective of normative democratic theory. It is argued that the lack of political equality is particularly acute when the low participation among the unemployed is considered.

    Abstract [en]

    Poor health is generally believed to cause political passivity. Prior studies that satisfactorily acknowledge the causality problems involved are mainly limited to considering turnout and the U.S.A., so we lack knowledge of how non-electoral participation is affected in other countries. This article considers Sweden, characterized by a generous welfare state and an extensive public health system. Using unique panel data, which allow more thorough analyses of causality, poor health was found to have a negative effect on voting but not on non-electoral participation. By primarily focusing on other countries than Sweden and the U.S.A., it is a task for future longitudinal research to show whether the belief that poor health lead to political passivity is incorrect—or whether Sweden is an exceptional case, due to the barriers to participation being particularly low there.

    Several schools of thought claim that citizens can develop their democratic skills at the workplace. Here I focus on the hypothesis put forward by Carole Pateman and by Sidney Verba and colleagues that state that by practicing civic skills and democratic decision-making at the workplace, citizens become more active in politics. I test the hypothesis with a nationally representative panel survey of the Swedish population. My findings contradict previous empirical research as no impact on political participation was discovered. I argue that the effects may have been overestimated in prior studies because the tests were based on cross-sectional data: insufficient care was taken with a number of significant methodological problems. The study points to the importance of using panel models when investigating the causes of political participation.

    Abstract [en]

    For some time been it has been hypothesized that involvement in civic associations creates generalized social trust. Yet, prior panel data studies, based mainly on data collected in Australia, the Netherlands, Switzerland, the United Kingdom, and the United States, have found little support for the existence of such an effect. This article adds further empirical knowledge, focusing on Sweden. The evidence presented here is the first to provide support for the hypothesis using a survey that allows panel data models. In the conclusions, it is discussed whether the differing findings may depend on Sweden being a particularly favourable environment, considering its comparatively democratic and prosperous associational life; or if the reason is that the data at hand do not allow using exactly the same panel models as in some of the prior studies.

    Abstract [en]

    Political trust among immigrants in Western Europe seems to be surprisingly high, especially among immigrants from non-democratic countries with institutions plagued by corruption. Over time, however, trust tends to diminish among these individuals. In this paper we argue that this may neither be explained by acculturation nor by experiences of discrimination. Analysing Swedish survey data we instead conclude, although tentatively, that falling expectations regarding the performance of host country institutions is a fruitful explanation. Such expectations presumably become more modest the longer one has been living in Sweden, causing a time-related drop in the overall confidence in Swedish political institutions.

    This paper empirically evaluates the idea that individual level political tolerance is influenced by the overall tolerance in a given society. The expectation is that more tolerant attitudes would be developed as a consequence of exposure to a social environment in which people in general are more inclined to accept freedom of speech, also when a specific message challenges one’s own values and beliefs. A theoretical learning model is formulated, according to which more broad-minded and permissive attitudes, from a democratic point of view, are adopted as a result of (1) an adjustment stimulated by mere observation of an overall high-level of political tolerance in society (‘passive learning’), and (2) an adjustment due to cognition and interaction within important spheres in society (‘active learning’). Using survey data, we explore empirically how length of residence among immigrants in the high-tolerance country of Sweden is related to measures of political tolerance. Further, we examine to what extent a time-related effect is mediated through participation in a set of ‘learning institutions’—focusing on activities related to education, working-life, civil society and political involvement. In concert with expectations, the empirical findings suggest that a positive effect of time in Sweden on political tolerance may be explained by a gradual adoption of the principle that political rights should be recognized. Importantly, however, such an adoption seems to require participation in activities of learning institutions, as we find that passive learning in itself is not sufficient.

    In order to have some say and to scrutinise the government all member states of the EU today has established an institution within their national parliaments, the Committee of European Affairs. This institution, however, has very different rights and regulations depending on the country it is established in. This study uses two rather similar countries, Sweden and Denmark, and investigates what differences and similarities the two committees show.

    By constructing a comparative case study of four units of analysis, the governments and committees of European Affairs in Sweden and Denmark, the formal and informal power relationship between government and committee in each country were studied in order to determine similarities and differences and whether the committee had an impact on the governments’ EU policies. Further they were compared, assessing whether the Danish Committee of European Affairs was more powerful than its Swedish counterpart because of its legal basis in an EU document.

    The theoretical framework was built on empirical institutionalism and Lukes’ first and second dimension of power. The similarities and differences were accounted for and compared. In conclusion, the Danish Committee of European Affairs has more formal power than its Swedish counterpart but regarding informal power the Swedish Committee of European Affairs has a slight advantage. Both committees have an impact on the way their government handle negotiations with the EU.

    Previous research on egotropic voting behavior has examined specific elections and short-term periods, providing limited insights. In this study, I aim to complement and expand the understanding by investigating the phenomenon over a longer time span and specifically focusing on party sympathies of voters, which also captures behavior between elections in Sweden. Using survey data from the SOM Institute, the associations between different levels of household income and their co-variation with party sympathies within various political blocs on a left-right scale are examined through regression analysis. The study demonstrates support for the notion that voters exhibit varying party affiliations in relation to household income. However, the statistically significant results are somewhat weakened when controlling for factors such as education, gender, age, employment, and residential location. To some extent, these findings confirm previous research conclusions that higher incomes are strongly associated with sympathy for and voting for right- wing parties, whereas lower incomes exhibit a stronger relationship with sympathies for left-wing parties. A considerably weaker but similar pattern emerges for household incomes in relation to radical right-wing parties, where low-income households show a greater propensity to vote for these parties compared to high-income households.

    This paper develops an analytical framework from which to understand the mobilisation of post-political urban environments across spatial and institutional contexts. Our analysis of two closely related cases from a Swedish context reveals the potential benefits of combining studies on urban political ecology and policy mobility. By utilising Actor-Network Theory (ANT) we illustrate how post-political environments that are shaped by mobile and mutating policies of sustainable urban development are stabilised through distinct discursive strategies, capital investments and the desire for increased influence within global frames of action and contribute to the creation of, what we call, selective geographies.

    The background to this study lies in a problem that was discovered during the research internship on which this compilation thesis is based on. Namely, a knowledge gap between the politicians and the civil servants in a municipality, this study has chosen to call it a knowledge discrepancy. Research and theory on the relationship between politicians and civil servants has shown that various problems and dilemmas arise between politicians and civil servants in both municipalities and other politically steered organisations. Therefore, it is important to point out that this knowledge discrepancy should not be seen as unique to a specific municipality, but rather to politically steered organisations in general.The purpose of this study is to investigate knowledge perspectives on municipal developmentin relation to an evidence-based policy perspective. To concretize the formulation of the problem, the study examines how civil servants view the municipality's political vision for sustainable local development. By interviewing civil servants who work with sustainable local development, the study analyses what the civil servants consider relevant and possible, in relation to the municipality's political vision. As a theoretical framework and perspective, the study uses an evidence-based policy perspective as a starting point to highlight different perspectives in relation to the political goals. Based on an evidence-based policy perspective, the results of the study can be divided into a discussion around three different categories, namely those of whether a goal is based on facts, knowledge and research, that there is a relevant need, and whether the goal is feasible. These three categories may also represent conflicts or dilemmas that may arise between politics and civil servants. This conflict can also be described as a discrepancy between politics and civil servants. What this study has concluded is that, in general, the goals have in most cases according to the civil servants been well supported by facts, knowledge and research. And there has been a relevant need for most of the goals, and they should be given high priority by the municipality. However, where discussion or a discrepancy often arose is about the feasibility of the goals. In this, there is a discrepancy between the political goal and the civil servant’s knowledge of feasibility, this could be considered a knowledge discrepancy regarding feasibility between civil servants and the political goals.

    The purpose with this study is to investigate, scrutinize and to understand the current political situation in Ukraine and why it has not been progressed. The disastrous democratic process and the country´s existing and indefatigable problems are studied through dynamics that deals with the country’s ethnic divisions and the conflict with Russia regarding several regions in Ukraine. In this paper, a case study is used as the method, and by applying Anna Jarstads dilemmas of democracy process and Arend Lijpharts Consociational democracy is as well, the investigation shows that this system of democracy model can be successful Ukraine if they take regards to Anna Jarstads four dilemmas. The conclusion of this study means that it is important to take regards into the dilemmas of democracy and therefore must be regarded to when a country is trying to build a state based on democracy and that no improvement can be done without it. And the process of democracy should take impression of the Consociational democracy model, otherwise it´s more likely that the political volatility will remain and further increase.

    Finns det någon mening med att kalla sig "demokrat" i en samtid där praktiskt taget alla kallar sig demokrater? Kan ett begrepp som tycks kunna betyda både allt och inget fortfarande ha ett meningsfullt politiskt innehåll? I föreliggande bok åtar sig några av vår tids mest namnkunniga politiska teoretiker att besvara denna provokativa fråga. Svaren de presenterar formuleras utifrån skilda utgångspunkter och leder i flera fall till helt olika slutsatser. Samtidigt förenas de alla av ett gemensamt grundantagande: "demokrati" kan inte vara namnet på en redan förverkligad samhällsmodell eller en metod för att med jämna mellanrum utse politiska ledare. Tvärtom fortsätter demokratibegreppet att vara föremål för kamp och fungera som kärna åt politikens mest centrala frågor.

    We examine how one's adult political participation is affected by having social ties to a politician during adolescence. Specifically, we estimate the long-term effect of having had a classmate during upper secondary school whose parent was running for office on future voter turnout and the likelihood of running for and winning political office. We use unique Swedish population-wide administrative data and find that students in school classes with a larger number of politically active parents are more politically active as adults, both in terms of voting and political candidacy. Our results suggest that the effect of vertical social ties is predominantly mediated by indirect links between the politician and the student via the children of politicians. Moreover, we show that the strength of these mobilizing effects depends on the individual's basic predisposition to engage in different types of political activities.

At the dawn of the 21st century, Central Asia has undergone major changes as the European Union and the China-led Shanghai Co-operation Organization have emerged as two normative powers, both seeking to influence the patterns of security governance in the region. This study aims to delve deep into ‘the black boxes’ of the EU’s and China’s foreign policies toward five CA republics. It starts from the premise that the bulk of research on Eurasian politics tend to concentrate mostly on realist and traditional geopolitical doctrine, which seem to have failed to properly explain the normative and ideational transformations that have taken place in the region as a result of the presence of these two emerging normative agents. By interweaving both realist and constructivist theories of International Relations (IR) into a new all-encompassing analytical framework, termed “meta-geopolitics”, the thesis seeks to trace and examine how geopolitical as well as normative components of the EU and Chinese regional strategies have affected the contemporary power dynamics in the post-Soviet space. I argue that, in contrast to the geopolitical struggle during the 19th and 20th centuries, a clash of normative powers is brewing in the region between China, under the aegis of the SCO, and the EU. The research also concludes that China has relatively been in a better position in comparison to the EU to render its policies as feasible, effective and legitimate to the Central Asian states.

    The thesis aims to explore the media framing of Nigeria’s 2023 election in relation to votebuying: How did the Nigerian print media portray the legitimacy of the 2023 election in relation to vote-buying? In addressing the research question, Entman’s (1993) framing theory is used. For identifying the themes and patterns around the framing of the election Entman’s four questions, defining the problems, diagnosing causes, making moral judgments, and treatment recommendations, in connection with the existing literature on vote buying are employed. The thesis is a single-case study adopting a qualitative content analysis for analyzing 26 articles from Daily Post, Nigerian Tribune, Premium Times, PUNCH, The Cable, The Guardian, This Day, and Vanguard. The results indicated that the media, with the exception of two media outlets, overwhelmingly framed vote-buying as an illegitimate fraudulent electoral practicecaused by poverty and hunger. It is framed as detrimental to democratic governance and the media suggested predominantly enforcement measures such as election monitoring and criminal prosecution as possible remedies

    In democratic theory, it goes without saying that people should establish their own political orders. However, the making of states or constitutions sometimes involves people with no intention of actually joining the new political order, as in the U.S.-led regime change of Afghanistan and Iraq or the UN administration of postconflict Kosovo and Timor-Leste. Could such policies be reconciled with the conviction that people should establish their own political orders? In this paper I will develop an affirmative answer to this question. The founding of a state is democratic-that is, constituted by the people subject to this foundational decision-when agreed to by as many persons as possible within and beyond the boundaries of the state to be founded. Hence, the very sense in which a state may have been democratically founded in the past presupposes an involvement of people beyond its current boundaries. Moreover, the moral values inherent in the practice of people constituting their own states do not imply restriction of power to the group of future citizens but protection of their autonomy, and, properly understood, the realization of this autonomy is contingent on people who will remain outside the state once founded.

    Much time is spent asking questions during parliamentary debates. To what extent are they answered? This paper investigates this question by examining budget debates in post-1945 France, Sweden, and the UK as well as in the European Parliament from 1996 to 2001. The purpose is to introduce an empirical approach to a theoretical discussion of whether globalisation weakens deliberative democracy within nations while strengthening it between them. It is found that deliberative reciprocity was unexpectedly stable within nations in the course of post-1945 Western globalisation, and that questions are more often answered in national parliaments than in the European Parliament. The paper concludes by considering the implications of these findings for competing visions of political debate as a means for reaching consensus or as an expression of irresolvable conflict.

    The age of cities is an unexplored factor in democratic research. What may it reveal about democracy that we did not know before? What new approaches to explain or manage crises of democracy may it suggest? This chapter argues that explanations of democracy in an age of cities should take into consideration how democracy extends beyond individual states. Democracy beyond the state refers to a democracy constituted by the people of more than one state, e.g. all human beings, or by people whose politics is significantly independent of their individual state for other reasons, e.g. because they inhabit a powerful city. Originally constructed to explain outcomes of international politics, the concept of democracy beyond the state holds a unique capacity to register how democracy is transformed in the age of cities. Both concepts describe structures at a global level of analysis, including all humans in single descriptions of their political rule (varying levels of democracy) and their life place (spread variously across cities and the country). This chapter thus offers a conceptualization of democracy that supports a full engagement with the age of cities in democratic research. As a preliminary proof of concept, the chapter also provides an original and parsimonious explanation of today’s crisis of democracy, as observable in democratic backsliding within many countries across the world.

    The purpose of this thesis is to investigate whether some positions in democratic theory should be adjusted or abandoned in view of internationalisation; and if adjusted, how. More specifically it pursues three different aims: to evaluate various attempts to explain levels of democracy as consequences of internationalisation; to investigate whether the taking into account of internationalisation reveals any reason to reconsider what democracy is or means; and to suggest normative interpretations that cohere with the adjustments of conceptual and explanatory democratic theory made in the course of meeting the other two aims.

    When empirical methods are used, the scope of the study is restricted to West European parliamentary democracies and their international affairs. More particularly, the focus is on the making of budget policy in Britain, France, and Sweden after the Second World War, and recent budget policy in the European Union. The aspects of democracy empirically analysed are political autonomy, participation, and deliberation. The material considered includes parliamentary debates, official statistics, economic forecasts, elections manifestos, shadow budgets, general election turnouts, regulations of budget decision-making, and staff numbers in government and parliament budgetary divisions.

    The study reaches the following conclusions among others. (i) The fact that internationalisation increases the divergence between those who make and those who are affected by decisions is not by itself a democratic problem that calls for political reform. (ii) That international organisations may have authorities delegated to them from democratic states is not sufficient to justify them democratically. Democratisation still needs to be undertaken. (iii) The fear that internationalisation dissolves a social trust necessary for political deliberation within nations seems to be unwarranted. If anything, views argued by others in domestic budgetary debate are taken increasingly serious during internationalisation. (iv) The major difficulty with deliberation seems to be its inability to transcend national boundaries. International deliberation at state level has not evolved in response to internationalisation and it is undeveloped in international institutions. (v) Democratic political autonomy diminishes during internationalisation with regard to income redistribution and policy areas taken over by international organisations, but it seems to increase in public spending. (vi) In the area of budget policy-making there are no signs that governments gain power at the expense of parliaments during internationalisation. (vii) To identify crucial democratic issues in a time of internationalisation and to make room for theoretical virtues like general applicability and normative fruitfulness, democracy may be defined as a kind of politics where as many as possible decide as much as possible.

    Would an extension of democracy to global politics have a restraining effect on famine and war just as democracy within states is commonly thought to have? This chapter will develop theoretical arguments that suggest an affirmative answer to this question and encourage the building of a research agenda which submits those arguments to empirical testing. For this purpose I will conceive of global democracy as fostered in part by transnational participation in international institutions. This premise is common in the literature to which this volume seeks to contribute, but it also serves to facilitate an empirical grounding of the theory that I seek to develop: observed variation in transnational participation in international institutions can on the basis of this premise be treated as variation also in a necessary but insufficient condition of a particular model of global democracy.

    Abstract [en]

    Research on the enlargement conditionality of the European Union sustains opposite positions on the question of whether it represents a means of coercion or an invitation to voluntary adaptation. However, it reveals no dialogue between advocates of these opposed views. In an attempt to replace this gap in communication with a research agenda, this article undertakes a theoretical investigation of the main arguments for regarding compliance with conditionality either as an effect of coercion or as a voluntary choice. It is found that both of these views are worth taking seriously but also that they are premature and in need of further theoretical and in particular empirical clarification. It is suggested, moreover, that coercion and voluntary adaptation are best viewed as complementary rather than competing descriptions of complying with conditionality.

    Since the end of the Cold War the European Union has made use of conditionality in an increasing number of policy areas. Lending programs, trade agreements, foreign aid, and the Eastern enlargements have been promulgated through processes in which countries are required to meet certain conditions. Conditionality is also part of an established practice in global governance, featuring most notoriously in the development programs of the World Bank and the International Monetary Fund. And although trends like China’s economic engagement in Africa and the repayments of foreign debts in South America might limit the impact of Western conditionality, its scope and political significance remain incontestable. Indeed, in Angola, Belarus, Cuba, Indonesia, Macedonia, Serbia, Turkey, Zimbabwe, and many other places, people continue to be subject to conditions set for them by international powers.

    The important role played by national governments in the creation of European institutions and policies is often invoked to reinforce the democratic legitimacy of the European Union. As long as leaders of all states constitutive of the EU are democratically elected, the EU has a reasonable claim to democratic legitimacy for itself, regardless of how it creates policies and institutions on an everyday basis. The powers of the EU are delegated by, and not alienated from, national democracies. Notwithstanding the importance in political practice of this attempt at defending the democratic legitimacy of the EU, this chapter suggests that it fails on theoretical grounds alone and that the normative problem indicated by this failure is aggravated as a consequence of the euro crisis. The chapter identifies more promising avenues toward a legitimate EU by examining democracy defined as a particular form of constituent power.
