    Abstract [en]

    In this article we use two immigrant projects to identify similarities and consequences in order to discuss and analyse outwarding collaborative projects in human service organizations as a tool for change. The heavy use of projects in a slimmed public sector originates from projects’ contradictory promises of flexibility and effectiveness in the New Public Management context. Usually projects are used as a way to get more resources to long-term needs but are seldom implemented as planned in the regular organisation. Seemingly politicians, management and civil servants preferred are focusing on the positive side of projects as means to legitimate the organizations and to bring change by targeting and steering activities. However, they tend to overlook the negative consequences from projects. Citizens and participants experience frustration and distrust. The long-term development in organizations is scarce. Projects are seldom implemented meanwhile as the problems the projects were expected to target still are remaining or even are increasing.

    I avsaknad av ett existentiellt hot påbörjades efter kalla krigets slut en transformation av de europeiska försvarsmakterna. Den europeiska integrationen skulle öka staternas säkerhet varpå försvarbudgetarna sakta krympte samtidigt som EU:s fria rörligheter även förenklade rörligheten av skadliga och oönskade element. Kombinationen av bristande ekonomi och en utökad hotbild krävde flexibla och kostnadseffektiva förband. Försvarmakten deklarerade under perioden "strategisk timeout" där den strategiska försvarsplanering reducerades till ett minimum i syfte att istället identifiera Försvarsmaktens framtida förmågor samt vilka förband som skulle bistå med förmågorna. Den ursprungliga ambitionen reducerades kraf-tigt av krympande försvarsanslag och stor påverkan av regional- och industripolitik. För-svarsmakten befann sig i en kaotisk period där förbanden agerade främst för sitt eget bästa snarare än Försvarsmaktens.

    Under dessa förutsättningar var förbandens närvaro på den internationella insatsarenan en försäkring för förbandets överlevnad.

    Röjdykardivisionen utvecklade under perioden det nya förbandet marinens EOD med för-måga att röja minor både på land och under ytan.

    Uppsatsen har syftat till att förklara varför, i konkurrens med andra minröjande förband, Röjdyk tilläts utveckla en förmåga som sedan utnyttjades på den internationella landarenan.

    Denna uppsats gör en ansats att förklara fenomenet med hjälp av Graham Allisons tre förkla-ringsmodeller som betraktar händelser ur ett rationellt perspektiv, ett organisatoriskt per-spektiv och ett maktkampsperspektiv.

    Resultatet beskriver bl.a. att Röjdyk kunde utvecklas på grund av att förbandet var kostnads-effektivt och insatsfokuserat, producerade välavvägda och realistiska handlingsalternativ, hade den gemensamma viljan inom hela förbandet att sträva mot ett tydligt mål.

    ”African Solutions to African Problems” är en av Afrikanska Unionens nya ledord. Denna vilja om att ta mer ansvar för den afrikanska kontinenten och kunna agera som en säkerhetsaktör har resulterat i en ny säkerhetsdoktrin. För att kunna agera som aktör på den internationella arenan krävs att vissa förutsättningar existerar enligt en modell framtagen av Gunnar Sjöstedt. Dessa strukturella och institutionella förutsättningar kommer i denna studie att undersökas för att analysera huruvida AU kan agera som säkerhetsaktör. För att se hur AU de facto har agerat som säkerhetsaktör kommer organisationens agerande i Somalia år 2007-2010 samt i Libyen år 2011 att undersökas.  Den teoretiska anknytning som antas i studien är regimteori vilken fokuserar på att studera och förklara uppkomst och fortlevnad av samarbete inom internationella institutioner.

    Den empiriska analysen visar att AU saknar vissa strukturella och institutionella förutsättningar som anses nödvändiga för aktörskapaciteten. Den visar även att de målsättningar som har legat till grund för skapandet av dessa institutioner inte har förverkligats samt att regler och principer inte efterlevs.Vidare demonstrerar AU:s agerande i Somalia och Libyen att begreppet ”African Solutions to African Problems” är långt ifrån operationaliserat då AU inte kunnat enas om en respons samt agera samstämmigt i de kriser som undersöks.

    Abstract [en]

     This two part thesis investigates the lack of definition of the wording “all necessary means” and how it ultimately impacts a decision making gap between the Security Council and the troop contributing countries regarding the use of force in UN peace operations. The assumptions are based on Reus-Smit’s constructivist theory, emphasizing that both politics and international law needs to be studied with a holistic approach in order to understand how the two realms shape each other. The assumption of this thesis is that “all necessary means” is not providing enough guidance to constrain the TCCs to behave as sovereign, equal actors in an anarchical structure. The second part of the thesis is a within-case-study of MONUC/MONUSCO, and the Security Council resolution 2098 that established the Force Intervention Brigade.

    Abstract [en]

    The end of the Cold War crucially changed the way in which the world is organised and brought an end to what is referred to as the “old” regionalism. A trend towards some form of “new” regionalism has thus been observed during the 1990s. The objective of this thesis is therefore, firstly, to outline the characteristics of the new regionalism in order to examine to what extent the phenomenon is reflected in the reality of regional organisations, and, secondly, to establish which model of co-operation the same organisations can be said to follow. Following this idea, a comparative case study is performed with the selected cases of NAFTA and MERCOSUR, on which a theoretical model for analysis is applied in order to establish whether theories of International Relations, in this case Liberalism and Realism, can explain the emergence and existence of both organisations.

    Results show that NAFTA is less inclined to show signs of the trend towards the new regionalism than MERCOSUR does, and that NAFTA to a larger extent follows a realist model of co-operation, while MERCOSUR follows a more liberal model of co-operation.

    Abstract [en]

    The transitional period of the Kyrgyz economy from planned to free market economy modified the structure of the textile sector. The state owned big textile producers were fragmented into small sized private apparel manufacturers. The main success factor of transformation was the international trade regulation and international textile market conjuncture. Latest regionalization processes of Kyrgyz apparel exporting countries modify the existing competitive advantage of Kyrgyz apparel cluster and obligate to redesign the supply chain in order to withstand the disruption. The main purpose of the paper is to analyze the success factors of resilient supply chain during transitional period and the possibility of transferring from the global to a regional supply chain as the main resilience factor of Kyrgyz apparel companies.

    Trots att ett flertal åtgärder riktats för att förbättra situationen för de som faller offer för hedersvåld finns det en koherens om att mycket lite faktiskt hänt inom området. Syftet med uppsatsen var främst att undersöka hur Socialtjänsten, polisen och frivilliga jourer behandlar hederskonflikter och varför det uppstått ett misslyckande i att hjälpa de utsatta. Undersökningen tillämpades utefter den kvalitativa innehållsanalysen. En viktig slutsats från projektet är att det främst krävs en kunskapsutveckling inom området om det skall vara möjligt att nå framsteg. En annan förutsättning är att införliva en fungerande integrationspolitik i Sverige.

    Abstract [en]

    The inquiry is focusing on why island autonomy occurs. Our point of departure considers four possible conditions such as geographical distance, ethnicity, GDP/capita and size according to population leading towards island autonomy. We use two sample groups in our study: one encompassing autonomous islands deriving from different parts of the world, with three main islands illustrating what we mean by island autonomy. These consist of the Azores, the Faroe Islands and Isle of Man. The second group consists of so called non-autonomous islands scattered around the world. The analysis is carried out with a specific technique within the Qualitative Comparative Analysis (QCA) family and that is Multi-Value QCA (MVQCA). MVQCA is an extension of the Crisp-Set QCA (CSQCA) and withholds a dichotomous dependent variable, while the possible explanatory variables (independent variables) can have multi-values. As a second technique Fuzzy-Set QCA (FSQCA) is employed as a control technique only. While assessing these techniques we receive combinations of conditions leading to the outcome in question. Results show that with MVQCA we receive four different paths towards island autonomy. Ethnicity as the only explanation is one route towards the outcome. A second path is small or large size. Long geographical distance combined with no ethnic diversity is a third way towards island autonomy. The fourth path is long geographical distance combined with the lower or upper middle income group. All the paths are equally valid.

    Denna uppsats syftar till att undersöka strömningarna i diskursen kring hur den svenska staten bör organisera sitt anti-diskrimineringsarbete. Teoretiska utgångspunkter och använda teorier är makt, diskriminering, grupp, diskursteori, intersektionalitet och författarnas eget begrepp för att benämna motståndarna till intersektionalitet; särsektionalitet. Metoden bygger på den anglosaxiska diskursteorin genom en identifikation av tre teman byggda på teorierna. Uppsatsen tar avstamp i SOU 2006:22 En sammanhållen diskrimineringslagstiftning Slutbetänkande av Diskrimineringskommittén och låter sju huvudaktörer komma till tals. Genom dessa aktörer identifieras två huvuddiskurser; en delvis intersektionell diskurs som är för en sammanslagning och en särsektionell diskurs som är mot en sammanslagning. Uppsatsen slutsats är att förståelsen för intersektionalitet bland berörda aktörer är väldigt låg och att en sammanslagning av ombudsmännen i dagsläget därmed inte skulle uppfylla det intersektionella syftet flera aktörer verkar förespråka.

    Humanitarian intervention is a concept that generates several problems in our time. The idea of humanitarian intervention concerns the modern norms of sovereignty and noninterventional principals. It also concerns the conventional norm, which declares that states are not allowed to interfere in other states’ internal affairs. The use of military force to implement humanitarian intervention is restricted according to international law. This is what this thesis intends to investigate. The purpose was to find out the causes behind the intervention in Libya, which was carried out by NATO. The main questions were (1) to find out if the intervention in Libya was a humanitarian intervention (2) or if there were other motives that were behind the intervention. Two classical international relations theories have been utilized for the analysis. The analysis focused on the five UN Security Council members’ statements and arguments, which have been expressed in the UN Security Council. This issue created a gap between the members of the Security Council, especially between the Western states and the Russian and Chinese authorities

    The Swedish government should involve the African diaspora in Sweden to secure the support of African countries in the UN. It also needs to clarify in what ways Sweden's feminist foreign policy is compatible with African values of respect and dignity for womanhood. These are a couple of recommendations provided in this policy note on how Sweden should act to improve relations with African countries and succeed in its ambitions to achieve the sustainable development goals of Agenda 2030.

    An underlying assumption of fiscal federalism is that it should create incentives for both the central and constituent governments to efficiently and effectively deliver services to their citizens. Recent discontents with Nigeria’s federal practice, especially since 1999 when the country returned to civil rule, are mostly associated with issues of fiscal federalism. Disputes and conflicts now occur more frequently between the federal and state governments that have to do with resource allocations and intergovernmental finance especially the intergovernmental fiscal transfers. The perceived vertical and horizontal inequalities engendered by the extant revenue sharing formula and the strident demands in several quarters for “true federalism” have become one of the critical sources of threat to Nigerian nationhood.  These trends point to contradictions in the conceptualization and implementation of the Nigerian federalism including its fiscal components. This chapter discusses the challenges of fiscal federalism in Nigeria within the context of the principle of decentralisation, which is understood generally as the devolution by a central government of political, administrative and fiscal powers to local-level government. It also assesses the effects of decentralisation on government performance and the implications for good governance especially since 1999 when the country returned to civil rule. In order to understand decentralisation it is essential for one to study how government is working at the sub-national levels. Fiscal federalism is treated in this chapter from a broad perspective, which is not limited by either the discipline of Economics especially its classical notion of “fiscal federalism” or the discourse in Political Science on “federalism and democracy”. The approach adopted here is the historical perspective; one that presents a holistic analysis of the challenges of Nigeria’s fiscal federalism in relation to their origins as well as current phases. Therefore, the task here is undertaken  guided by the wisdom in  Adiele Afigbo’s counsel  that “the best way to know anything is to know how it began, what factors dictated its origins and what factors dictate its development, as well as where it is heading.” Thus, while it is necessary to pay attention to contemporary trends and developments in the practice of federal system in Nigeria, and factor these into explanatory frameworks for understanding fiscal federalism in the country, it is important that the historical context be incorporated into the discourse. In this regard, historical realities and social conditions such as the colonial origins of the Nigerian federalism, and the overwhelming influence and domination of the federal polity by the military for a period of over three decades need to be recognized as important background or contextualizing variables. Structural and institutional problems in the Nigeria political economy such as over dependence on income from oil and its associated problems, the nature and character of the Nigerian state, and the orientation of the power elites that exhibit greed and lack of patriotism constitute essential part of the intervening variables. Also of importance is the emerging democratic environment in the country that is providing an enabling milieu for the expression of dissatisfaction with the status and role of the centre in the federation’s fiscal system.

    Abstract [en]

    This article discusses the political economy of the Arab Spring. It draws attention to the economic and social factors underlying the recent uprisings in the Arab world. Essentially the article relates the internal dynamics in the Arab countries with their status and role in the global economy. It also notes especially the rising awareness in the Arab world on the role of the civil society in domestic politics, especially its capacity to demand political and economic change. The article is divided into five sections. The first section introduces the main issues, while the second section conceptually interprets the Arab Spring within the intellectual discourse on social revolution mainly but with a brief overview on regime change and democratic transition. The third section examines the relationship between oil, politics, and economy in the MENA region. The fourth section contains an analysis of the economic crisis and the various adjustment measures adopted by some governments on the eve of the uprisings. The fifth section examines the external dimensions of the Arab Spring including the international responses. The discussion of the lessons learned and policy recommendations concludes the article.

    Abstract [en]

    The concept of ‘supranationalism’ covers procedures and processes of decision-making in multi-national political communities that encourages the transfer of power to an authority broader than governments of member states. This paper acknowledges that the world is experiencing a re-awakening of supranationality, and that contemporary globalisation processes is contributing to this development that has not only checkmated the state and dissolves the absolutes of the Westphalian system, but has brought in other non-state actors including the civil society to be closely associated with the operations of international organizations. Globalisation processes have come with new challenges for governance and the management of global public goods (such as health, education, human security, etc.). The established of the African Economic Community (AEC) motivated other African regional organisations to introduce elements of supranationality in their operations. From various provisions in the Abuja Treaty, the understanding of supranationality as a situation where an international organization is endowed with powers to take decisions that are binding on it and all the member states is quite clear. The influence of this development is significant for regional integration in Africa. Using historical data and information on the performance of ECOWAS, this paper contextualizes the experience of ECOWAS in its practice of supranationalism. It highlights the opportunities, pressures and constraints for the effective and efficient operation of the supranational organization for ECOWAS These developments are important given that inter-governmentalism for long dominated the process of regional integration in Africa with each member states of regional organization retaining and exercising their full sovereign power in their separate decisions on the application and implementation of regional agreements. The paper concludes by arguing that ECOWAS, with the support of an efficiently run supranational body in the form of the ECOWAS Commission, can facilitate the process of regional integration in West Africa. This, of course, has several political ramifications demanding complex institutions and structures, and extensive political will, as well as unity of objectives and commitments at national and sub-regional.  It suffices to say here that the success of West African integration will depend first on the commitment of states in the ECOWAS region to redefine regional integration in a way that moves the process beyond state-centered approaches to include, among other things, the increased participation of civil society - the people and their representatives in associations, professional societies, farmers’ group, women’s groups and so on, as well as political parties - in regional integration processes.

But the legal tussles that followed the last general election in 2012, and the disqualification of some candidates on trifling grounds in the lead-up to this year’s presidential elections, has spurred public mistrust. This policy note issues a warning about hate speech, violent demonstrations and macho-men militias.

    Abstract [en]

    A number of recent studies have expressed optimism about the constant decrease in armed conflicts around the world. The prognosis for Africa does not reflect the same optimism. Poverty reduction, transparent and accountable governance and citizen satisfaction with the delivery of public goods and service have shown no sign of significant improvement. In this lecture, Victor Adetula examines the performance of Africa’s regional organisations in ensuring peace and security on the continent. In doing this, he draws attention to the need for national and regional actors to pay attention to good governance and development as part of their efforts to operate effective collective security systems and conflict resolution mechanisms without ignoring the essence of the global context.

    Regional economic communities and peacebuilding in Africa: the experiences of ECOWAS and IGAD2016Report (Other academic)
    Abstract [en]

    African states have responded to the challenges of the post-Cold War international system mostly by collectively promoting subregional and continental-wide initiatives in conflict resolution and peacebuilding. Admittedly, the existence of many violent conflicts in Africa, as well as their ‘domino’ effects at thesub-regional level, contributed significantly to the growing desire for collective security systems and conflict management mechanisms. The broadening of the role and functions of African regional organisations to include responsibility for peacebuilding and conflict management generally adds credence to the efficacy of regional integration. Many issues, however, present themselves in the engagement of RECs with the peacebuilding process in Africa. Although primarily set up to promote economic integration, Africa’s RECs have increasingly taken up a prominent role in conflict resolution and peace support operations, as evident in the recent peace processes in Burundi, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Mali, Cote d’Ivoire, Zimbabwe, Mali, Congo DRC, Sudan, and South Sudan, among others. In spite of the challenges they face, RECs are capable of playing important roles with regard to peace mediation, peacekeeping and peacebuilding.

    A common thought is that political participation must be equally high among different social groups - such as women and men or various socioeconomic groups - in order for political equality to be fulfilled. This approach has, however, been criticized for being too crude. Several scholars argue that one must also study the reasons behind group differences in participation. If these differences are explained by differences in resources - and not political motivation - political equality is threatened, as this points to structural inequalities determining participatory differences. Using this perspective, I make an empirical investigation into the political participation of women and men in Sweden, a country known for unusually far-reaching political gender equality. In spite of this, men devote more of their political activities to areas of production, such as questions relating to working life, and I find that this difference may be explained by a male advantage in political resources (civic skills, primarily). The conclusion is that political equality has not yet been fully realized between women and men in Sweden. Hence, future studies should consider separating between different policy areas, when empirically evaluating the status of political equality. Quantitative methods are used in the empirical analyses.

    Several schools of thought claim that citizens can develop their democratic skills at the workplace. Here I focus on the hypothesis put forward by Carole Pateman and by Sidney Verba and colleagues that state that by practicing civic skills and democratic decision-making at the workplace, citizens become more active in politics. I test the hypothesis with a nationally representative panel survey of the Swedish population. My findings contradict previous empirical research as no impact on political participation was discovered. I argue that the effects may have been overestimated in prior studies because the tests were based on cross-sectional data: insufficient care was taken with a number of significant methodological problems. The study points to the importance of using panel models when investigating the causes of political participation.

    Abstract [en]

    The purpose of this thesis is to test two hypotheses about how work affects political participation. The first concerns unemployment, and states that unemployment has strong and negative effects on political activity. The second hypothesis is found in theories of participatory democracy, and claims that more democratic workplaces lead to more political participation. Existing empirical evidence on both of the hypotheses is not conclusive. Furthermore, studies have mainly been carried out using data collected in the United States. Here empirical tests of the hypotheses are undertaken using a Swedish survey.

    The results confirm the first hypothesis; unemployment has negative effects on political participation. The reasons for these negative effects are that the unemployed become less active in organisational life, fall outside of the recruitment networks where people are being asked to participate in politics, and experience a decrease in income. The second hypothesis is not supported. Workplace participation does not affect political participation, according to the analyses. The results are surprising for both hypotheses, and contradict previous empirical findings. The differences in results are likely due to differences in research design and differences in approaches to analysing political participation. Previous studies are inadequate in these perspectives, it is maintained.

    The thesis ends with a discussion of the results from the perspective of normative democratic theory. It is argued that the lack of political equality is particularly acute when the low participation among the unemployed is considered.

    Political trust among immigrants in Western Europe seems to be surprisingly high, especially among immigrants from non-democratic countries with institutions plagued by corruption. Over time, however, trust tends to diminish among these individuals. In this paper we argue that this may neither be explained by acculturation nor by experiences of discrimination. Analysing Swedish survey data we instead conclude, although tentatively, that falling expectations regarding the performance of host country institutions is a fruitful explanation. Such expectations presumably become more modest the longer one has been living in Sweden, causing a time-related drop in the overall confidence in Swedish political institutions.

    In order to have some say and to scrutinise the government all member states of the EU today has established an institution within their national parliaments, the Committee of European Affairs. This institution, however, has very different rights and regulations depending on the country it is established in. This study uses two rather similar countries, Sweden and Denmark, and investigates what differences and similarities the two committees show.

    By constructing a comparative case study of four units of analysis, the governments and committees of European Affairs in Sweden and Denmark, the formal and informal power relationship between government and committee in each country were studied in order to determine similarities and differences and whether the committee had an impact on the governments’ EU policies. Further they were compared, assessing whether the Danish Committee of European Affairs was more powerful than its Swedish counterpart because of its legal basis in an EU document.

    The theoretical framework was built on empirical institutionalism and Lukes’ first and second dimension of power. The similarities and differences were accounted for and compared. In conclusion, the Danish Committee of European Affairs has more formal power than its Swedish counterpart but regarding informal power the Swedish Committee of European Affairs has a slight advantage. Both committees have an impact on the way their government handle negotiations with the EU.

    Angola’s economic boom averaging about 17 per cent per annum, is centred on its extractive oil industry and has made Angola one of the fastest growing economies in sub-Saharan Africa and the world. With national peace providing stability and a strong military to negotiate regional threats, Angola is expected to consolidate its position as a regional power commensurate with its economic and military might. However, Angola faces challenges in the political, social, economic, governance, security and foreign policy arenas. It will also have to contend with election-related violence. While a bright medium-term future is in prospect for Angola, the country will have to negotiate and overcome these challenges to sustain its long-term peaceful development.

    In the time period 2012–2013, over 20 national elections and two constitutional referendums are scheduled in Africa. In several of these elections, violence is anticipated to play a prominent role. There is great urgency to support the establishment of effective and legitimate electoral institutions and electoral frameworks; institute reforms aimed at lowering the stakes of elections; encourage the devolution of powers; improve the socio-economic standing of the populace; and devise strategies to prevent and manage electoral violence.

    This study aims to examine the EU’s normative power through the Common Commercial Policy (CCP) before and after the Treaty of Lisbon entered into force. The study is a comparative study and was carried out through a document study of official documents and treaties. To pursue the aim the following questions were asked: What are the differences and similarities within the EU's common trade policy before and after the introduction of the Treaty of Lisbon and does the Treaty of Lisbon increased the normative ambition of the EU?

     

    In this study Ian Manners theory Normative Power Europe has been categorized into direct normative actions and indirect normative actions. The empirical material is based on literature, primary document, Official Journal of the European Union and EU: s webpage.

     

    The conclusions of this study show that the Treaty of Lisbon has changed the constitutional basis for the common commercial policy in several ways. The CCP has more room after the Treaty of Lisbon to develop and take on direct normative actions. The major difference is that the CCP now endorse all the Union’s objectives, principles and values which give the CCP more opportunities to set normative requirements and gain normative power.

    Information is power in the 21st century and strategic narratives through framing are nowadays regarded as part of the modern armoury of war. States constantly compete to create credible narratives in support of their actions on the international policy arena. After the Crimean crisis in 2014 the world was forced to open its eyes to medias new usage in modern warfare. State funded news agencies play an important role in this recent development and one of the most prominent actors is Russia. This thesis seeks to contribute to the discussion of strategic narratives and framing in the news media through a case study of the Russian news site Sputnik News. The thesis focuses on the news agency’s depiction of five empirical events in which the Swedish and Russian armed forces were involved during 2014 and 2015. A qualitative analysis of 25 news articles discussing the five events has detected proof of pro-Russian framing processes. The aim of Sputnik News seems to be a transformation of the general Swedish frame regarding Russia itself and perhaps more specifically Russia’s recent change in foreign policy.

    Dynamics of entrepreneurship have attracted growing attention from scholars of political science, policy studies, public administration and planning, as well as more recently, from the realms of international relations and foreign policy analysis. Under the banner of political entrepreneurship, this volume considers and maps out conceptual approaches to the study of entrepreneurship drawn from these fields, discusses synergies, envisages new analytical tools and offers contemporary empirical case studies, illustrating the diverse political contexts in which entrepreneurship takes place in the polis.     This Discussion Paper explores the challenges that ethnicity poses for democratisation and development in Africa. It provides an overview of the literature on ethnicity and democratisation and an analysis of the trends on the continent since the end of the Cold War. In this regard, it critically examines perspectives on the impact of ethnicity on democracy and analyses the ethnicity-citizenship nexus in the context of the national democratic question in Africa. This provides the basis for the analysis of emerging challenges facing Africa and the way forward. The paper provides additional insights into the ongoing debates about democracy and the nation-state question in Africa and is of interest to scholars, practitioners and the general reader.
