    Abstract [sv]

    Medborgarnas politiska deltagande och samhällsengagemang ses ofta som en av demokratins livsnerver. Samtidigt sägs engagemanget vara på väg att urholkas – politiska partier tappar medlemmar, det blir allt svårare att finna kandidater till förtroendeposter. Den moderna medborgaren framstår som en solitär individualist. Detta är en vanlig situationsbeskrivning, men är det den enda?

    I Jourhavande medborgare introduceras forskningen om politiskt engagemang och griper sig samtidigt an ett antal centrala frågor, såsom: Vad föder, göder och föröder engagemanget? Vilka uttryck tar det sig, och hur organiseras det? I boken beskrivs samhällsengagemanget i dagens Sverige med bilden av den jourhavande medborgaren - ett mer mångfacetterat och föränderligt engagemang än tidigare, men inte nödvändigtvis mindre.

    En kurs i samhällsorientering för alla nyanlända i Sverige ger dem bättre chans till delaktighet och jämlikhet. Utan kunskap om samhällets grundläggande värderingar saknas en viktig förutsättning för att kunna leva och verka i Sverige. Statens skyldighet bör vara att tillhandahålla samhällsorientering som tar fasta på tre kunskapsområden – värden (de konstitutionella grundvalarna), välfärds­staten (de offentliga institutionerna) och vardagslivet (praktiskt tillämpad kännedom om hur välfärdsstaten fungerar). Kommunerna bör erbjuda varje nyanländ person minst 60 timmars utbildning, utan att dela in dem i traditionella kategorier efter etniska eller religiösa identiteter, skriver Erik Amnå i ett förslag som i dag överlämnas till integrationsminister Nyamko Sabuni.

    Abstract [en]

    In this chapter, I want to first address how our Swedish cultural frame can be understood as composed by a combined set of values consisting of Lutheran religious values and state-individualistic orientations. In the following section, the institutional mechanisms are in focus; some of them indeed contested, but claimed to be of strong importance for deepening democracy. Then a case is introduced on how to deal politically with cultural diversity in Sweden when it comes to public education, namely the governmental commission on a Swedish imam training. Finally, some preliminary policy implications in order to handle diversity in a universal welfare state are recommended.

    Stand-by citizens: a three level analysis of civic engagement2007Conference paper (Other academic)
    Abstract [en]

    International research into democracy has uncovered severe changes in patterns of political engagement and participation. Even political institutions such as political parties and voluntary organisations have undergone major alterations. Scandinavian democracies hitherto have been regarded as exceptionally stable and strong, due to their homogenous qualities of mass-based class politics, strong political parties, high degree of associationalism, peaceful labour market relations, and developed welfare policies. However, three official democratic audits recently revealed that Scandinavian democracies have also been severely affected by both exogenous and endogenous constraints. In addition, Scandinavian democracies appear to be diverging heterogeneously from the assumed ‘pan-Scandinavian’ model.

    This paper presents a three-level study of conditions of active citizen participation in Swedish policy making. At individual level, focus group discussions with alleged most passive citizens as well as local leaders of various action groups and political parties expose complex motivations behind political orientations. At organisational level, interviews with leaders for new and old associations manifest crucial similarities regarding working methods, concepts of membership as well as concerning trust in political institutions. Third, at societal level, an ingenious (and voluntary) embeddedness of civil society in Swedish public sector is examined through analyses of budgetary and legally instructions.

    Finally, two conclusions are discussed. The widespread blaming of citizens for being passive has to be reappraised in the light of a more dynamic and contextual understanding of the conditions for civic engagement in late modernity politics. Simultaneously, researchers ought to pay more attention to latent as well as contextual dimensions of political participation.

    Abstract [en]

    In contrast to often heard claiming about an overall weakened civic engagement in older Western democracies, this study goes beyond the surface of manifested behaviour traditionally used as measurements of political participation. Instead, it looks for latent individual civic orientations. Focus groups interviews with particularly Swedish citizens that usually are represented as “passive” in aggregated statistics results in analyses of a far more composite and dynamic civic engagement rooted in motivations regarding obligation, importance, ability, demand, effectiveness and meaningfulness. Additionally the study reveals a civic engagement that is deeply embedded not only in political and social movements and organisations but also in welfare state institutions such as their relationships towards civil society organisations.

The project breaks down into three distinct but interrelated parts. The first deals with changes over time in young Swedes' civic competences. The second subproject focuses on the way & consequences when controversial issues are taught in different schools & institutional settings.     A political science perspective on socialization research: young Nordic citizens in a comparative light2009Conference paper (Other academic)
    Abstract [en]

    Political scientists characterize Scandinavian adults as politically active citizens in voting and party membership, and also in associational involvement. Scandinavians are said to be more politically motivated, have more political resources and have stronger participatory norms than others. Some scholars explain this in relation to a substantial amount of social capital. Others focus on the quality of political institutions, and strong civic education. Still others point at cultural factors, such as strong emancipative values resulting from socio-economic modernization.

    Remarkably, political scientists have made few theoretical contributions to comparative political socialization research. This chapter aims at filling this gap. By drawing on theories that are able to account for adults, four hypotheses are elaborated that might account for cross-national differences in attitudes towards civic engagement among youth; the civic hypothesis, the social capital hypothesis, the public-institutional hypothesis, and the modernization hypothesis. The explanatory power of each hypothesis is tested by reviewing political socialization research as well as analyses of the IEA civic education data on 14-year-olds in 24 European and North American countries. Somewhat surprisingly, Southern European youth, not Scandinavians, are found to demonstrate the widest range of expected participatory modes. Self-predictions of active involvement seem to be explained mainly by political resources and motivation (the civic hypothesis), as well as by school experiences (the public-institutional hypothesis). However, research on the same cohort some years later indicates that experiences from a multitude of socialization arenas in late adolescence and early adulthood partly alter the cross-country pattern. Adult Scandinavians are in a world-leading position in political action.

    Finally, in the light of recent Scandinavian “Democratic Audits’” claiming that mixed social, political and cultural conditions challenge Nordic stereotypes, the concept of the “Stand-by Citizen” is suggested to be useful in research on contemporary youth’s civic engagement, mainly due to its sensitivity towards not only manifest, but also latent dimensions of attitudes and behavior.

    Youth is claimed to play a crucial role in changes of political behavior. In this analysis, 14-year-olds in 24 European and North American countries self-predict a fairly wide repertoire. Voting is challenged particularly by protest activities. Southern Europeans demonstrate the widest predicted repertoire, not explained by levels of social capital, post-materialistic values, or political trust, but by resources, motivation, and school experiences. However, reports from about the same cohort some years later reveals a more limited political engagement. The cross-country pattern is altered by various structural and cultural factors. Political socialization processes in late adolescence and early adulthood appear to be both influential and dissimilarly manifested across nations. Therefore, cautiousness in viewing very young people as heralds of major political behavioral changes is recommended.

    Abstract [en]

    This thesis has attempted to answer why a stronger response isn’t seen from the Association of Southeast Asian Nations (ASEAN) in the South China Sea when two of its member states are vocal claimants of islands in the sea. According to the theory of security communities created by Karl Deutsch, members of a security community should have the same perception of external threats and deal with threats against another member of the community as a threat to their own state and well-being. This is not the response we have seen from ASEAN, but instead a divided ASEAN has tried to organize various forums to create dialogue with China on implementing the 2002 Declaration of the code of conduct in the South China Sea (DOC) as well as creating a binding version of a Code of Conduct (COC). This weak and divided response to China's expansive claims in the South China Sea could be due to weak security integration within the organization.

    Through discourse analysis of statements by all ASEAN member states concerning the South China Sea I conclude that there has been an increased level of security integration within ASEAN, where member states now have started to define threats and values ​​equally. Still there exists a considerable wedge in the view of China as a threat, which stands in the way of full security integration and in turn this stands in the way for ASEAN to become a fully mature security community.

    Redirecting Radical Democracy: From Antagonism to Alienation2024Book (Refereed)
    Abstract [en]

    Today, alienation manifests itself primarily as precarisation and deprofessionalisation. When the subject’s work security or professional autonomy is undermined, relations – not only to others, but also to one's self – can become inhibited. This book shows that while alienation poses serious problems to modern democracies, it is a form of social suffering that is particularly difficult for democratic theory – preoccupied by the political – to address.

    The book highlights that not even radical democracy, which emphasises the importance of social resistance, can include the alienated. The author shows this is not merely due to the historical emergence of radical democracy and its turn away from traditional socialism, but also to a deeper problem in the theory itself. Helander argues that in order to address alienation, radical democracy – as both normative theory and political strategy, must be reformulated starting with its deep assumptions about the subject.

Den centrala frågan är vilken betydelse som olika valsystem har för tre centrala element i politiken: representationens proportionalitet, fragmentering av partisystemet samt regeringsstabilitet. Vid en första anblick verkar Sverige ha ett optimalt valsystem. Graden av representativitet är extremt hög. Partisystemet är tillräckligt fragmenterat för att garantera att de viktigaste åsiktsinriktningarna är representerade, men inte så fragmenterat att det frambringar täta regeringsskiften. Denna bild är emellertid en schimär. Undersökningen leder för Sveriges vidkommande till tre slutsatser: Sverige har en mycket låg grad av disproportionalitet beroende på utjämningsmandaten. Graden av fragmentering av partisystemet ligger nära medelvärdet för länder med proportionella valsystem. En ändring av rösttröskeln eller en radikal ändring av valkretsstorleken skulle troligtvis ändra partisystemets struktur. Graden av regeringsstabilitet är hög i Sverige.

    Abstract [en]

    Affect and friendship change the way we think about research (epistemology) and conduct research (methodology). This article accounts for affect and friendship as feminist methods in peace research. It argues that affective feminist conversations, practices and actions through friendship can drastically modify how we think about peace. Based on fieldwork conducted in Colombia (2019 and 2022) with female ex-guerrilleras from the Revolutionary Armed Forces of Colombia – People’s Army (Farc-ep), it (1) draws upon the concepts of camaradería and being insurgent proposed by the women of the Farc-ep to (2) trace how affect and friendship can change the way we do peace research. Ultimately, the article proposes four aspects for the adoption of friendship as a method in peace research by: 1) deconstructing the linearity in peace research methods; 2) multiplying data collection’s methods; 3) including affects throughout the whole research process and 4) advocating for an insurgent peace research that vindicates long-term ‘transversal politics’ and translocal coalition-building.

    Varför har Elfenbenskusten och inte Ghana skrivit på ett interimsavtal med EU mellan 2008 och 2013?

    Utifrån ovanställda frågeställning utreder föreliggande uppsats paradoxen om två förhållandevis lika länder som har agerat olika i förhandlingar med EU om ekonomiska partnerskapsavtal (EPA). Frågan besvaras med hjälp av förhandlingsteoretiska förklaringar som belyser varför avtal sluts eller ej. För uppsatsen ändmål sammanfattas dessa som inrikespolitiska, miljömässiga och strukturella aspekter. Resultatet visar att inrikespolitiska förändringar i Ghana föranledde landets beslut att avstå från att underteckna interimsavtal med EU. För Elfenbenskustens del förelåg miljömässiga aspekter som kunde förklara varför landet beslöt sig för att underteckna ett interimsavtal med EU.

    Abstract [en]

    What are the long-term effects of the financial sanctions against Russia? We provide a time-sensitive analysis of the sanctions impact on certain Russian financial markets and highlight how Russia has responded strategically. Our analysis also captures the effect of the threat of sanctions and informs the debate on sanctions effectiveness. Thus, our study indicates how financial sanctions can be incorporated into theories of deterrence and conflict resolution. We also provide some policy implications that can be generalized and reinforce previous research. Russia's banking system is highly dependent on dollar transactions, and in response to sanctions, Russia has systematically undertaken measures to promote its economic sovereignty under conditions of continued financial integration. We argue that sanctions put some pressure on the Russian budget, and that this effect has been exacerbated by the Covid-19 crisis, but also that Russia has used debt placements strategically in order to deter sanctions escalation.

    Abstract [en]

    This article proposes a transparent method for collecting, structuring, and analyzing Russian budget data on defense and security-related expenditures. A precise answer to the question of how big Russia’s defense expenditures are is impossible because of issues concerning secrecy and accounting principles. We circumvent this challenge by constructing lower and upper bounds for Russia’s military expenditure, showing that depending on the chosen measure these have increased from the range of 10.3–31.2% of federal expenditures in 2011 to 12.9–35.4% in 2018. The analysis also yields additional insights into the concept of secrecy in the Russian budget; we show that 39 out of 96 subchapters in the Russian budget contain secret expenditures, many of which are not nominally related to defense or security, and that secret expenditures increased as a share of total expenditures from 12% to 17% between 2011 and 2019.

    Abstract [en]

    The aim of this thesis is to examine and analyze what discourses about women can be found in three Swedish textbooks in social studies, and to identify the different social roles that are being attributed to the woman in these textbooks. The theoretical and methodological background used is Discourse Theory by Ernesto Laclau and Chantal Mouffe. Additional theory used is post strucutral feminism, intersectionality, and critical discourse theory as described by Norman Fairclough. Three questions are asked: Which subject positions are assigned to the women in the material examined? What discourse/s can be found in the textbooks? Do the results change over time? Five subject positions are identified: woman as mother and wife, the teenage girl, woman as a public actor, the vulnerable woman and the other woman. Hence – five different discourses are identified: the caring woman, the teenage girl, the active woman, the vulnerable woman and the other woman. The analysis shows that the discourse about the caring women is reproduced over time. Women are attributed characteristics such as caring whose primary focus is to attend to the needs of others. Particularly noticeable is the fact that the language does not rest solely on a heterosexual binary, but also on ethnocentric beliefs where the ‘other women’ is used to strengthen the community of the Western group – a group in which the other woman can never participate.

    Abstract [en]

    Due to contemporary challenges for the Swedish media landscape, the Swedish parliament decided to establish a new policy for governmental financial support for commercial media: support for local journalism. This study aims to examine how those supposed to receive and implement this policy – producers of local journalism – reflects and reacts upon its intentions as well as shape during the running implementation process in 2019 and identify a policy reaction. The empirical body is built upon descriptions of reality collected by interviews and official documents, and the empirical material has been examined through semi-structural interviews and document analysis.

             Although the policy reaction among the media actors is partly positive, it also consists of uncertainty. Policy receivers agree with the policy’s intentions and are committed to put through interventions to strengthen local media surveillance, but the policy’s shape results in short term solutions when it comes to practice. Overall the policy suffers from an absence of long-term stability, which is requested by the media actors. Moreover, the media actors require holistic media political efforts to truly fulfil the support’s purpose. The credibility of the political efforts for support the media market is therefore insufficient.

    Syftet med denna uppsats är att studera hur generalsekreterarens roll i FN har utvecklats i situationer som hotar fred och säkerhet. Uppsatsen jämför hur förutsättningarna har utvecklats från då Dag Hammarskjöld hade posten fram till idag, med Kofi Annan som generalsekreterare. Uppsatsen bygger på den hermeneutiska metoden där texttolkning ligger till grund för analysen.

    De stora prövningarna för de båda generalsekreterarna har varit konflikten i Kongo respektive konflikten i Irak. Generalsekreterarens intressen påverkar vilka delar av arbetet som denne kommer att prioritera. Både Dag Hammarskjöld och Kofi Annan har sett de fredsbevarande operationerna som ett viktigt ämnesområde och har arbetat för att utveckla dessa. Ett antal faktorer som påverkar generalsekreterarens förutsättningar till agerande tas upp i uppsatsen. Det internationella systemet är den faktor som mest har påverkat möjligheterna att agera. För Dag Hammarskjöld var det en balansgång att kunna agera under kalla kriget. Generalsekreteraren skulle arbeta på ett neutralt sätt utan att stöta sig med någon av stormakterna. För Kofi Annan har det varit viktigt att ha ett bra samarbete med den ensamma stormakten i dagens internationella system, USA. Det finns likheter mellan de båda generalsekreterarna men som nämnts ovan skiljer sig deras förutsättningar till agerande åt på flera punkter. Det är det internationella systemet som mest påverkat deras förutsättningar till agerande och det är även denna faktor som skiljer sig mest mellan de båda generalsekreterarna.

    Abstract [en]

    In a digitalized society our work environment is highly integrated with our home environment making work boundless both in terms of time and space. The digital work environment risks increased stress. Based on a case study in Swedish schools we investigate how teachers experience the use of social media for work-related purposes. We do so by using the Technology Affordance and Constraints Theory to capture the affordances as well as constraints of this use. Findings show that affordances of social media in schools were increased opportunities for learning, transparency and community building. Constraints were distractions from learning, increased isolation, stress and, above all, lack of guidance in how and when to use social media. We end the paper arguing that lack of policies and guidelines governing the use of social media at work is risking an increase in boundary blurring and potentially more stress.
