    Abstract [en]

    This thesis explores male sexual assault and sexual harassment perpetration. The theoretical orientations

    were constituted of a theoretical synthesis of primarily Max Weber's theory of action, motivation and

    subjective meaning, and theoretical aspects of sensemaking. Four research questions were divided into

    two qualitative studies. Study 1 conducted a systematic review of a diverse field of the research

    literature on sexual harassment and sexual assault perpetration. The two objectives of study 1 were to

    explore what kinds of factors are associated with sexual harassment and sexual assault perpetration and

    what kinds of meanings the research literature attributes to perpetrators actions. The first objective of

    study 2 was constituted of a qualitative investigation of what kinds of subjective meanings selfidentified

    perpetrators attribute to their actions. Analysis relied on a hermeneutical interpretation of

    meaning. Empirical materials were obtained via asynchronous online inquiries and collection of

    confessional online posts authored by self-identified perpetrators. The second objective of study 2 was

    to explore in what ways factors associated with male sexual harassment and/or sexual assault

    perpetration against women affect the subjective meanings perpetrators' attribute to their actions.

    Findings from study 1 (research review) suggest that sexual misconduct is associated with factors

    stemming from individual (e.g. psychological characteristics), social (e.g. norms, attitudes and beliefs

    of how to act as a man), situational (e.g. alcohol intoxication's distortion of meaning and detrimental

    effect on judgement), communicative (e.g. misperception and misinterpretation of cues from women)

    and power-related (e.g. sexually harassing or assaulting as a means to obtain or to exert power) factors.

    Findings further suggest that the research literature attributes obtainment of sexual/physical

    gratification, exertion of power, will to power and obtainment of a perceived sense of control as primary

    meanings of perpetrators sexually coercive or harassing actions. Primary findings of study 2 highlight

    the complex nature of power and its central relation to sexual misconduct, where perpetrators attribute

    will to power, obtainment of sexual gratification, obtaining enjoyment from exerting power, and

    ideological subordination as the subjective meaning of their actions. Suggested further is that selfidentified

    perpetrators attribution of subjective meanings to their actions is characterized by a

    sensemaking practice of moral disengagement, where distortion of the meaning of sexually oriented

    actions through euphemistic labeling and perceiving sexually coercive behaviors as a form of game or

    play are central aspects. Lastly, analysis of the empirical materials in this study suggests that the

    subjective meanings these men attribute to their actions are associated with individual, socioculturally

    embedded, situational, communicative and power-related factors.

    Abstract [en]

    Sweden meets today one of the largest refugee flows in modern times and there are strong doubts that the communities are able to integrate the large amount of refugees entering the country. This creates a risk of segregation increasing further as a problem for the society as a whole. Housing companies, owned by the municipalities, have been considered appropriate to handle the situation. This is based on the idea that the monitoring and controlling municipalities can exercise power over them and thus could be used to ensure that houses for every citizen are built.

    The purpose of this study is to highlight the role of the municipal housing company ÖBO and how it is provided in the communal segregation policy. The study will also include examining the approach to segregation which ÖBO's role and work expresses. Based on this, we intend to contribute to a better understanding of how the segregation is addressed and constructed as a social problem. To answer the purpose of the study we will study Örebro as a most likely case to solve the segregation problem. The study will use interviews with selected politicians and officials, alongside with document analysis of relevant policy documents and action plans to identify the work to lower the segregation in Örebro and how ÖBO participates in it.

    Results from the study tells us that ÖBO plays a key role in the efforts to fix and prevent the segregation problem. The main causes of the segregation problem seem to be unemployment and the lack of mix of different housing in the districts. ÖBO is an important contributor to soften the causes and effects of the segregation dilemma through its participation in designing and remodel new and old districts and in the work to lower the unemployment rate in districts where the unemployment is high.

    Abstract [en]

    Since 1990 there has been a great growth of individuals with temporary employment in Sweden, something we have noticed and been a part of. The purpose of this study is to examine the consequences on the everyday life of individuals with temporary employment in the municipal sector. The study is based on theories and previous research within the field of temporary employments and what different aspects of the employers life that is affected by the terms that comes from a temporary employment. Our main focus has been individuals with temporary employment and how different aspects of their everyday life is affected by their uncertain situation, and the aspects that has been studied is economic, social and health aspects. We interviewed four people within the municipal sector with temporary employment that has slightly different work, two worked with childcare and two worked with elderly care. Summing-up we have seen throughout the study that a temporary employment means a great deal of uncertainty for the individuals and this has for example resulted in a lot of stress for the individuals. The economic aspect is contributing to the uncertainty of the employment because the temporary employed individuals rarely know how much they will earn in advance and that i seen to negatively affect both personal life and well-being. We found that in order to enjoy the temporary employment, some certainty is needed and that can be in form of a schedule.

    Syftet med denna kvalitativa studie är att lyfta fram förskollärares uppfattningar och erfarenheter kring hur de stöttar barn som exkluderas i den fria leken. Åtta förskollärare har intervjuats för att ta del av deras uppfattningar och arbetssätt. Det insamlade materialet har i resultatet kategoriserats utifrån återkommande teman och mönster.

    Resultatet visar att förskollärares agerande har stor betydelse för barns lek och kamratrelationer samt för att förebygga att exkludering inte sker i barngruppen. Förskollärare behöver vara närvarande i den fria leken för att kunna hjälpa barn att lära sig de lekkoder som behövs för att kunna leka och samspela med andra. Barn som utesluts i den fria leken bör uppmärksammas och bekräftas av förskollärare för att höja barnets självkänsla. Förskollärare bör även reflektera över sitt förhållningssätt för att förebygga att exkludering inte sker samt främja barns kamratrelationer. Det anses även vara betydelsefullt för barns lek och relationer att förskollärare arbetar för att uppnå acceptans för känslor i barngruppen.

    Abstract [en]

    Insights into the development of civic values, attitudes, knowledge, skills and behaviours are greatly demanded by adults worried about a seemingly steady decline in the societal interest of their offspring. Hence, the collection of studies in this special issue on civic engagement in adolescence is not only timely and enlightening, but it also has the potentials to contribute to research in different disciplines on various dimensions, mechanisms and normative models of civic engagement. The studies reveal some promising attempts to bring civil themes into the field of adolescent development. However, to overcome some conceptual, methodological and empirical shortcomings, future developmental studies in the area need to be substantially improved by considering cultural and institutional conditions, by focussing on processes across various everyday life contexts, by merging theories from different disciplinary fields, by conceptualizing adolescents as changeable subjects, and by delineating untested and unwarranted normative assumptions.

    Under tiden februari 2012 – juni 2013 har granskningskommissionen intervjuat ett fyrtiotal ledare inom politik, förvaltningar och bolag, gjort en enkätundersökning bland 40 000 medarbetare och förtroendevalda, analyserat dokument och medier, tagit del av rätts- och samhällsvetenskaplig forskning samt besökt andra kommuner.

    Våra analyser tyder på att Göteborgs Stads förvaltningar och bolag uppvisade drag som alls inte direkt men väl indirekt bidrog till att man kom att underskatta riskerna för oegentligheter. Det handlade närmare bestämt om en kombination av ett antal samverkande organisatoriska, rättsliga och politiska svagheter där medierna regisserade avslöjandena inför en oförberedd, häpen och lamslagen politisk och administrativ ledning. Det fanns, och finns, en institutionaliserad, historiskt omhuldad göteborgsanda – och en bild av denna anda – där gränsöverskridande samarbete, pragmatisk handlingskraft och synbara resultat står i centrum. Den kom att dominera. Värden som professionell självständighet, formalia, insyn och opartiskhet hamnade delvis i skymundan. Även ett kraftfullt politiskt ledarskap vred uppmärksamheten åt annat håll. Koncentrationen av makt skapade en ängslig anpasslighet som höll tillbaka professionell mångfald, civilkurage och öppenhet, ibland även politisk opposition.

    Decentraliseringen ut till fackförvaltningar och 130 bolag skedde inom ramen för en relativt svag intern styrning, uppföljning och kontroll, viss slutenhet i rekryteringen av tjänstemän, politiker på dubbla stolar med oklara mandat, brister i synen på bisysslor samt en otydlig juristfunktion. Man försökte leva efter de anti-byråkratiska idéerna i New Public Management men tog den inbäddning av förtroende och tillit som endast kan skapas av institutioner som bygger på rättssäkerhet, regelstyrning och oberoende sakkunskap för given. Kritik, förslag och rekommendationer från stadsrevisionen fick ringa politiskt genomslag.

    Vad vi mött är en stad som i vissa delar anammade marknadens föreställningssätt, spelade ned rättsstatens betydelse, undergrävde professionella yrkesgruppers betydelse och försvårade medborgerligt inflytande och dito kontroll.

    I den enkät vi genomförde i februari och mars 2013 svarade nästan varannan medarbetare och förtroendevald att det som framkommit bara är toppen på ett isberg – enligt dem var ”muthärvan” inget journalistiskt påhitt. Man tror att de som anmäler och larmar verkligen vill att saker och ring ska gå rätt till, även om det också finns okunskap och en rädsla för mobbing och utfrysning som verkar i motsatt riktning. Alla förvaltningar och bolag har medarbetare som säger att de åtminstone en gång själva erbjudits muta. Totalt rör det sig om åtta procent i stadens bolag och sju procent i förvaltningarna, men variationerna mellan förvaltningar och bolag är stora. Korruptionsförebyggande arbete kan alltså inte isoleras till någon bestämd organisatorisk form eller typ av verksamhet utan måste ske brett.

    Mot denna bakgrund och med stöd i flera av medarbetarnas egna förslag lämnar vi tio rekommendationer för att minska risken för korruption, tillvarata andras erfarenheter och återskapa förtroendet för det demokratiska systemet:

    • (1) Skapa tydliga men få gemensamma styrdokument
    • (2) Ledningen ska visa vad en god och opartisk förvaltning innebär
    • (3) Förtydliga politikernas och tjänstemännens roller
    • (4) Rekrytera chefer och andra tjänstemän utifrån meriter
    • (5) Skapa utbildningar och arbetsförutsättningar för professionalitet
    • (6) Skapa rutiner för anmälan av bisysslor
    • (7) Utpeka en tydlig mottagare av interna anmälningar
    • (8) Professionalisera den kommunala revisionen
    • (9) Utveckla former för en dialog med medborgarna
    • (10) Inrätta Göteborgs Stads gästprofessur för forskning om den demokratiska rättsstaten.

    Many Western democracies have lately become the object of a wide-spread populistic critique. They are severely marked by increasing social and economic inequality that spills over into democratic institutions. Voters are turning away from the established parties in favour of leaders of new political movements. The Höj Rösten school for politicians is new Swedish non-partisan school for politicians with the purpose of contributing to the revitalisation of democracy. Over time, this should help political parties include candidates who are more representative in mirroring Swedish society.

    Abstract [en]

    The overall aim of this essay is to analyze how two different coursebooks, Pioneer 2 andContext 2, present non-white/non-western culture and contribute in promoting both cultural awareness and democratic values at English 6 of Swedish upper secondary school. To be able to do such an analysis a broad theoretical background on cultural awareness and democratic values is given. The essay will demonstrate that the textbooks of the study have different approaches to cultural awareness and that textbooks used in language teaching can be different while still attaining the overall purpose of the Swedish curricula. The first book presents a lighter and less detailed view on culture, but with more varied sections using authentic texts, comparisons between cultures and static cultural outlook. The second book uses fewer examples but goes more in depth with each example using authentic texts, intercultural comparisons, and focused sections, leading to a better understanding of culture as dynamic.

    Abstract [en]

    One way to analyze globalization is to highlight a reordering of spatial scales. Traditional territorial units such as nation-states are not necessarily replaced but rather complemented by other kinds of units. One such unit that has attracted the attention of researchers in the field of geopolitics is the urban area and the city. The urban space can be both a geopolitically important arena where for instance war takes place, but urban space can also be constructed for various purposes and sometimes has great symbolic value on its own. The purpose of the paper is to explore the geopolitical importance of cities, compared to other territorial entities and to build a bridge between traditional geopolitics and urban studies. The paper explores images of the city as a geopolitical arena and the city as a space for everyday life. The paper furthermore scrutinizes the link between urban politics and identity, drawing from discussions on the city as; 1. a symbolic space, 2. a contested space and, 3. a space for identity politics. Empirical illustrations will be taken from earlier studies within this field but also from a field study performed in Jerusalem 2007. This paper contributes to an ongoing discussion on the gap between more ”traditional” geopolitical analyses and critical-constructivist approaches.
