    Att minska antal dödade och skadade i trafiken: med fokus på polisens trafiksäkerhetsarbete2020Report (Other academic)
    Abstract [sv]

    Denna rapport fyller två huvudsyften – för det första det uppenbara: Att belysa den svenska polisens arbete med trafiksäkerhet. För det andra att åskådliggör strukturella problem inom polisen som inte bara medför negativa konsekvenser för trafiksäkerhetsarbetet utan även för många andra verksamhetsområden inom polisen. Delar av rapporten är därför högst relevant för personer som inte bara har ett intresse av polisens trafiksäkerhetsarbete, utan också vill få en förklaring till varför polisens verksamhet fungerar som den gör även inom andra verksamhetsfält.

    Trafikbrott ger upphov till minskad säkerhet och resulterar i många olyckor som i värsta fall kan ha dödlig utgång. Under 2019 dödades ungefär dubbelt så många personer i trafiken som till följd av dödligt våld. Något som sällan diskuteras är det faktum att många av de människor som förolyckas och skadas allvarligt i trafiken skulle kunna definieras som brottsoffer eftersom dödsfallen och skadorna ofta är följden av att ett eller flera brott har begåtts. Med ett sådant synsätt blir det tydligt att trafikbrotten utgör ett väsentligt brottsproblem.

    Men trafikbrotten kan även ha andra negativa konsekvenser. Ett tydligt exempel är osund konkurrens inom transportnäringen. Åkerier som är måna om att följa lagar och regler när de bedriver sin näringsverksamhet hamnar i underläge gentemot de företagare som bryter mot regelverken. Vidare är trafikbrott den typ av händelse som polisens ledningscentraler upprättar flest händelserapporter för. En sammanställning av medborgalöften visade också att trafik var det brottsproblem som nämndes oftast. Problem och otrygghet som trafikbrott orsakade var betydligt mer förekommande jämfört med exempelvis oro kring stöld och inbrott, skadegörelse, våld i offentlig miljö och kriminella nätverk.

    Med tanke på detta borde arbetet med att beivra och förebygga trafikbrott vara viktigt för Polismyndigheten. Polisens årsredovisningar och höga polischefers yttranden kan lätt ge intrycket att så också är fallet. Av rapporten framgår emellertid att Polismyndighetens förmedlade bild av ett omfattande och intensifierat arbete med olika trafikbrott står i bjärt kontrast till det verkliga förhållandet. Rapporten illustrerar därmed ett strukturellt problem som kommer till uttryck även i andra sammanhang, t.ex. när det gäller Polismyndighetens sätt att presentera den uppmärksammade insatsen Rimfrost. Om Polismyndigheten redovisade sin verksamhet på ett sakligt och objektivt sätt och gav en rättvisande bild av verksamheten skulle tillkortakommanden vara möjliga att diskutera och åtgärda. Polismyndighetens ageranden kan leda till att dåligt fungerande arbetsmetoder behålls då de uppfattas som framgångsrika. Därmed finns en risk för organisatoriska felprioriteringar. Dessutom riskerar skönmålningar på längre sikt att urholka tilliten till myndigheter även om det innan Potemkinkulissen avslöjas kan påverka tilliten positivt. Rapporten indikerar att officiella yttranden och information från Polismyndigheten bör betraktas som en partsinlaga – inte som objektiv och saklig information.

    Av rapporten framgår att risken att bli kontrollerad är obefintlig på många vägsträckor i landet. Polisens aktivitetsgrad pekar dessutom på att det är en låg grad av polisnärvaro i huvuddelen av landets kommuner, vilket riskerar att drabba möjligheterna att komma tillrätta med olika typer av brottsproblem och för polisens förankring i lokalsamhället.

    Flera personer i polisens högsta ledningsskikt har under lång tid verkat för att skapa något som ibland benämnts som ”allpoliser”. Det har inneburit att specialistenheter har skurits ned eller helt avskaffats. Trafikpolisverksamheten utgör ett tydligt exempel på detta. Upprepade gånger har det i olika rapporter påpekats att det finns ett behov av att öka eller åtminstone säkerställa nivån på antalet trafikpoliser. Antal trafikpoliser har dock sjunkit kraftigt. Trots att antalet poliser totalt har ökat har kurvan för antalet trafikpoliser gått i motsatt riktning. År 1975 utgjorde trafikpoliserna omkring tio procent av den samlade poliskåren mot dagens dryga en procent. Antalet körda kilometer (trafikarbetet) har under samma period fördubblats. Polisens trafiksäkerhetsarbete är till stora delar tänkt att utföras av poliser som ingår i ingripandeverksamheten. Det sägs i Polismyndighetens strategi för arbetet med trafikfrågor att polisens arbete ska grunda sig på forskning och evidensbaserade arbetsmetoder. Vi noterar att det finns en målkonflikt kopplad till var och när trafikkontrollerna bör utföras och vilka som förväntas utföra dessa. Det är problematiskt att de som är tänkta att utföra huvuddelen av trafiksäkerhetsarbetet har en hög arbetsbelastning under tidpunkter då det är viktigt att detta arbete utförs. Trafiksäkerhetsarbetet utförs huvudsakligen i andra hand på tidpunkter då det är ett lågt inflöde av inkommande samtal till polisens kommunikationscentraler. Det är tydligt att det ses som viktigt att trafikarbetet inte äventyrar beredskapen att kunna ta sig an arbetsuppgifter i centralorten i respektive kommun. De flesta trafikkontrollerna utförs därför inom några kilometer från den polisstation som polispersonalen utgår från. Kontroller på platser där körsträckan överstiger 10-15 minuter från centralorten förläggs på tidpunkter då det i normalfallet är en låg arbetsbelastning i centralorten.

    Trafikverket pekar på att omfattningen av polisens trafikövervakning medfört att upptäcktsrisken minskat, vilket har en väsentlig betydelse för regelefterlevnaden och möjligheterna att nå uppställda målsättningar och visioner. Man har betonat att polisens manuella hastighetsövervakning är viktig för att minska antalet allvarligt skadade och döda. Den är dock på en så låg nivå att den inte får de effekter som är önskvärda. Den genomsnittliga manuella hastighetsövervakningen är exempelvis 17 sekunder i veckan per 10 km². Risken att bli stoppad för ett utandningsprov är också liten. I genomsnitt utförs färre än ett utandningsprov per polis och arbetspass.

    Polisen har en mängd krav på sig och det är naturligt att polisen inte kan leva upp till alla förväntningar. Hur polisen använder sig av tilldelade resurser har dock kommit i skymundan. Vilken är exempelvis marginalnyttan av att ha 200 anställda på polisens kommunikationsavdelning i förhållande till att lägga dessa resurser på annan verksamhet? Likaså är Polismyndighetens oförmåga att nyttja relevant forskning ett strukturellt problem.

    Politiker behöver ställa tydliga krav på polisens trafiksäkerhetsarbete och se till att det följs upp av aktörer som inte prioriterar goda relationer till Polismyndigheten, eller andra uppdragsgivare, framför att kritiskt granska polisen. Om Polismyndighetens oförmåga inom trafiksäkerhetsområdet fortsätter bör våra politiker överväga att överföra uppdrag och resurser till någon annan aktör än Polismyndigheten.

    Abstract [en]

    This article problematizes a basic assumption that action research should be conducted in terms of acceptance by management. The importance of approval from the responsible stakeholders at the work practice, which is the subject of action research, has traditionally been emphasized in academic literature. External pressure can constrain an organisation to initiate and fulfil different types of needs for change. In this article we address the question of whether it is appropriate to accomplish action research in a way that creates pressure on an organisation to act. If the public risks suffering as a result of an organisation´s inability or unwillingness to identify and rectify serious problems, there are strong arguments to answer “yes” to this question. This answer is particularly relevant when it comes to governmental organisations. The public has a legitimate requirement that tax-financed organisations should be well-functioning. This article illustrates how action research can put pressure on a work practice, and discusses the problems and challenges of this type of research design. An important contribution to action research literature based on this paper is that it shows that the dilemma in action research of balancing practice interests and those of science is not just about dealing with a dual agenda. The interest of the practice interests is multi-faceted. This paper points at the relationship between action research and principles for conducting critical research in information systems. Practical implications that can be drawn based on this paper are for example that it clarifies the challenge of different considerations that may be eligible in action research.

Den information som framkommer i rapporten kan ge viktig input till de diskussioner som förs om bland annat gängkriminalitet. Rapporten avser att bidra till ett perspektivskifte från att ensidigt fokusera på ökade resurser till Polismyndigheten, till att även diskutera hur resurser används, eftersom frånvaron av ett sådant perspektiv i debatten riskerar att leda till ogenomtänkta reformer och bristande utveckling.

    Abstract [en]

    Independence and integrity in research are prerequisites for objective and ethically responsible research. At the same time, image promotion plays a significant role in many contemporary organisations, and this might influence how research is carried out and presented. The article suggests that organisational branding is significant to understand the conditions in which researchers conduct and present critical research on powerful organisations. In this article we explore what prevents researchers from challenging the police’s brand and how researchers can act when their results do so. The results are based on several sources of data, such as field notes, public records, media statements, research reports and interviews with researchers who have presented critical research.

    How aims of “looking good” may limit the possibilities of “being good”: The case of the Swedish Police2017Conference paper (Refereed)
    Abstract [en]

    The expression “being good or looking good” does not only highlight a tension between presented images of how an organization works and how it actually works, but also indicates that an aim to look good can have a negative impact on how an organization will work and evolve. In fact, when an organization has a strong aim to “look good” there is a risk that significant problems will be hidden or mitigated, and therefore remain unchanged. Various forms of inquiries, and even research, can contribute to create a good impression of an organization, and can be part of an organization’s image promoting strategies. We address a research gap in this paper by exploring how organizational image promoting may form, influence and can be prerequisite for how research and inquiries are done and presented, and how a pressure to build a good image of an organization affect the possibilities to develop the organization. By using several examples we aim to demonstrate various outcomes and dilemmas both for researchers doing research in an organization that puts a great effort in image promoting and for organizations with such an aim. The organization in focus for this paper is the Swedish police.

    This research on e-services represents a move away from a techno-centric view of e-service to seeing them as embedded in social interaction. The consequences of this focus shift are de-scribed in relation to how to conduct such research. The research approach of a large research endeavour, ranging over several years, is described. The research is characterised as practice research with the purpose of creating abstract knowledge aiming for both the practice field (general practice) and for researcher communities (as an addition to scientific body of knowledge). The knowledge result from this practice research has been given the form of a practical theory of e-services, with the intention to be useful for both practitioners and re-searchers. A practical theory is aimed to be useful in investigating and managing some phe-nomenon. The e-service research has also applied the epistemological strategy of multi-grounding. Multi-grounding means a combination of empirical, theoretical and internal grounding. The research principles of practice research, practical theory and multi-grounding are described. How these principles are applied in the e-services research is elaborated. Expe-riences from the use of this research approach are accounted for.

    Antalet företag som använder någon form av molnbaserade affärssystem växer ständigt och molnbaserade tjänster innebär ofta stora ekonomiska fördelar kontra ett traditionellt affärssystem, i och med att det dramatiskt minskar kostnader i form av stora investeringar såsom hårdvara och infrastruktur. Molnbaserade system är dock inte utan kontroverser med, i media, välrapporterade attacker som skett de senaste åren där stora företag som Apple, Target, Home Depot, Sony och det amerikanska skatteverkets (IRS) molnbaserade system varit måltavlor. Därför har vi i den här interpretativa fallstudien valt att undersöka vad som påverkat en organisations beslut av övergå till en molnbaserad infrastruktur, trots de risker som förknippas med detta. Fallstudien är utförd hos PostNord, som i skrivande stund är i fas att övergå till en molnbaserad infrastruktur och vi har undersökt vilka fördelar hos en molnbaserad infrastruktur som är de viktigaste för PostNord, varför just dessa fördelar är viktiga och vilka risker som tagits i beaktande kring en molnbaserad infrastruktur inför beslutet. Vi har undersökt vad som ligger till grund för beslutet, med en risk-belöningdiskussion, och med hjälp av institutionell organisationsteori dragit slutsatser kring de bakomliggande beslutsprocesserna som påverkat beslutet. Syftet med arbetet har därmed varit att med hjälp av en kvalitativ fallstudie och datainsamling (via halvstrukturerade, kvalitativa intervjuer), och genom att tematiskt analysera det empiriska materialet, fastställa vilka faktorer som varit betydande inför övergången till en molnbaserad infrastruktur. Efter genomförd studie har vi funnit att det som drivit beslutsprocesserna har varit att möjliggöra reduktioner av kostnader för IT, ökad flexibilitet i IT-driften, att molnleverantörer kan erbjuda bättre säkerhet och att molntjänstemarknaden har hunnit mogna varpå det är lättare för organisationer att träffa gynnsamma avtal. Vi har även funnit att det framför allt varit två styrande isomorfer som bidragit till beslutet; den normativa och den styrande isomorfen: att exekutivt ansvariga fattar beslutet att en förändring mot molnstruktur är strategiskt nödvändig, samt att marknaden ställer krav som nödvändiggör förändringen.

    Certifiering - ett sätt att stärka förvaltningsledarrollen2011Conference paper (Other academic)

    I denna rapport presenteras en studie som syftar till att följa upp den certifieringsutbildning som Dataföreningen startade för förvaltningsledare hösten 2009. I studien har motiv för att delta i certifieringsutbildningen kartlags.  Studien har även belyst de avtryck utbildningen gett för såväl individen som de organisationer som representerats. Studien har genomförts med hjälp av intervjuer av deltagare och deras chefer.  Resultaten visar att motiven att gå utbildningen främst är kompetensutveckling med en önskan om förbättrat arbetssätt i en roll som många redan innehar när de startar kursen. Även certifieringen som sådan lyfts fram som ett centralt motiv för att stärka statusen och stärka yrkesrollen. På ett organisatoriskt plan lyfts förbättrad förvaltningsstyrning fram som det centrala avtrycket i form av förbättrat arbetssätt och stärkta argument kring nya arbetssätt. Även gemensamt språk och att förvaltningsledare utvecklats från experter till ledare lyfts fram som ett avtryck på såväl individuell som organisatorisk nivå.

    Digitalt utanförskap: en forskningsöversikt2019Report (Other academic)
    Abstract [sv]

    Den här rapporten bygger på en kartläggande litteraturstudie om internationell forskning av digitalt utanförskap. Digitalt utanförskap är ett demokratiskt problem när alltfler välfärdstjänster digitaliseras. Rapportens syfte är att undersöka vilken forskning som har publicerats inom området digital exkludering, samt vilka faktorer som nämns som bidrar till digital exkludering och vilka grupper som studerats som digitalt exkluderade tidigare.

    Modell

    En användbar modell för att analysera digitalt utanförskap har utarbetats av forskaren Jan van Dijk. Den har tidigare illustrerats som en triangel med motivation som bred bas, men utifrån vårt arbete med denna forskningsöversikt föreslår vi att den illustreras som en trappa med stegen: motivation, tillgång, färdigheter, användning. Denna modell visar hur forskningen har gått från fokus på tillgång till digital teknik, till att se det som ett mer komplext fenomen.

    Resultat

    Resultatet visar att tidigare forskning har förklarat och förstått individuellt digitalt utanförskap utifrån följande faktorer:

    • Bristande motivation
    • Bristande infrastruktur/tillgång
    • Bristande kunskap och färdigheter
    • Låg socioekonomisk status
    • Bristande tillit/självtillit

    När det kommer till samhälleliga faktorer som kan bidra till digitalt utanförskap så nämns:

    • Bristande styrning och ledning

    Motsatsen till digitalt utanförskap är digital delaktighet och inkludering. Det främsta resultatet visar att det är en pågående process som här liknas vid en trappa. Eftersom den digitala utvecklingen är pågående kan inte digital kompetens och inkludering ses som avslutade processer; människor måste ständigt uppgradera sina kompetenser för att kunna hänga med. Människor som befinner sig på de övre stegen kan dock halka ner vid en förändrad livssituation,

    som att gå från anställning till arbetslöshet.

    Slutsatser

    • Det saknas enhetliga begrepp om vad som avses med digitalt utanförskap, inkludering och kompetens, vilket kan försvåra jämförelser
    • Digital inkludering är pågående process, som människor kan halka efter i
    • Digitalt utanförskap kan förstås utifrån situationer snarare än utifrån människors karaktär eller identitet (som implicit innebär att det kan undvikas)
    • Digitalt utanförskap kan handla om komplexa samband mellan flera faktorer
    • Digitalt utanförskap kan förekomma i olika sociala grupper och ålderskategorier

    Rapporten har en sammanställning över faktorer som lyfts fram i tidigare forskning som gynnsamma för insatser som syftar till digital inkludering. Det handlar om faktorer som i stort återspeglas i ovan nämnda modell:

    1. Motivera
    2. Skapa tillgång
    3. Främja färdigheter
    4. Främja användning

    Idéer för fortsatt forskning

    Med slutsatsen i tidigare forskning om att digital inkludering är en pågående och komplex process eftersom den digitala tekniken ständigt utvecklas behövs fortsatt forskning som visar hur olika faktorer hänger samman och kan bidra till inkludering eller exkludering. Det behövs även fortsatt forskning om olika grupper, till exempel nyanlända och migranter samt människor med olika funktionsvariationer. Att fokusera på hur olika situationer påverkar digital delaktighet och inkludering framstår som relevant. Mer tillämpad forskning om hur offentliga digitala system och tjänster designas inom ett svenskt sammanhang skulle också vara värdefull, liksom utvecklandet av nydanande metoder för att studera digital delaktighet.

    Abstract [en]

    Many companies today choose to obtain packaged software instead of self-developed and customized systems. Packaged software is a complete software package that consists of modules and functionalities that will be brought into an organization. There exists, however, problematic aspects when it comes to adapting businesses and packaged software. These issues are important to identify early in the pre-study to be prepared for the complications that can occur and simultaneously preventing obstacles.We want therefore highlight the importance of the pre-study in this composition. The main focus is on how to work with a pre-study to adapt the businesses in the best possible way. The aim is to examine the challenges of a prestudy process that affect the adaptation of IT systems and businesses. In order to achieve the purpose and come to a result, we have answered these two questions:• How does a Swedish company work practically with a prestudy to meet the customer’s demands and requests to adapt the packaged software and the businesses to each other?• What are the challenges for the case company when it comes to the adaptation of packaged software and businesses to each other? 

    The starting point to meet the purpose and questions in this study are based on a literature overview and empirical based data.The method is based on a qualitative case study performed at the company IT Software, we have interviewed three respondents who described their perceptions and experiences of pre-study and how system and businesses should be adapted. Two of the respondents were from the supplier IT Software and the third respondent was from IT Softwares customer company. Thereby, we got both the supplier and customer perspective. The result of the case study in this composition addresses that the customer need to adapt their processes and ways of working to the system in the highest degree. In the study, we highlight the most important aspects in the pre-study that should be taken into consideration so the adoption between businesses and system get an optimal fit. These aspects include the personnel who work with the pre-study, requirements, requests and competence etc.

    Abstract [en]

    As part of their egovernment plans, many countries aim at digitizing their communication with its citizens and the business sector. The effects of e-government depend on particular policy and design decisions. The aim of this paper is to compare the enactment of particular policies in supposedly similar contexts. The comparative case constitutes digital communication between public sector and citizens in the Scandinavian countries. From a grounded approach, we have described the policy, design and effects elements of the three case settings. Our study indicates that apparently similar solutions in comparable contexts may be enacted in rather different ways and have quite different effects. The three countries operate on a scale of coercion from mandatory (Denmark), over nudging (Norway) to voluntary (Sweden).

    Abstract [en]

    In this paper we present a literature review on automation and robotic process automation (RPA). The review is developed into a conceptual framework that is grounded in a job characteristics model. The framework is used for analyzing empirical data from eleven semi-structured interviews in organizations that has adopted RPA. The research question explored is: How do employees perceive changes that Robotic Process Automation (RPA) has on their job characteristics? From the empirical data some conclusions can be drawn; the main conclusion being that the use of RPA has generated effects for the job characteristic "skill variety". In line with the literature, this conclusion suggests that RPA results in an upskilling, and that employees perceive an increased level of job enlargement, as well as job satisfaction, due to these changes.

    Abstract [en]

    This paper presents research on the need for boundary spanners in organizations that has an offshore insourcing strategy for the IT-function. The research question addressed was: How does an offshore insourcing strategy influence the need for having boundary spanners? Empirical data was collected using a case study in three phases, including semi-structured and structured interview in a multinational company. Boundary spanners is often presented as being of great importance when the IT-function is outsourced. The main conclusion is that boundary spanners that has the capability to communicate over the borders in this kind of organizations is also of high importance.     Information system integration during merger and acquisition (M&A) is a critical process when organizations are joining. The integration process consisting of several crucial activities for making organizations being able to work together. Organizations need to evaluate internal and external factors in order to make the process work. In this paper we evaluated critical success factors, challenges and information systems (IS integration methods from interviews with employees in a case study to identify the most critical activities for a successful IS integration. The investigated process stretches from the introduction of the M&A to the actual integration of two organizations IT-stacks. The identified crucial activities found were top management support, organizational culture, importance of competence, internal communication, maintaining information system security, communication with end-users and managing legacy system. Evaluating these topics and creating a short and a long-term plan on how to integrate and work with these are essential to succeed with the IS integration in any M&A.

    Title: IT’s Role on Knowledge Management in the Sales Forecasting Process at IKEA: A Focus on Statistical Perspective

    Definition: Knowledge Management (KM) can be summarized as tools, methods and philosophies that are used to create, share, develop and organize knowledge within an organization. Information Technology (IT) refer to the technologies utilized in promoting Knowledge Management. Sales forecasting is the process of estimating future sales and is part of an organization's daily operations.

    Purpose: To offer an insight into knowledge management in sales forecasting, and the role of IT in the process.

    Method: This case study adopts a qualitative research method and an abductive research approach. Data has been collected through semi-structured interviews with employees at IKEA who are developing a statistical sales forecast model. A thematic analysis method has been implemented to identify themes and patterns in the collected data.

    Target group: Parties with an interest in ITs role to manage knowledge within an organization.

    Conclusion: It is found that the use of IT is crucial in the development of a statistical sales forecast model. IT is clearly required since it involves data science and machine learning. It can be said that IT has an important role in the continuous creation of sales forecasts as it provides historical sales data on which they are based. Furthermore, it appears that the development of a statistical sales forecast model requires a high level of knowledge management, and that IT serves a central role in this development. We find that the use of IT supports the knowledge-creation processes on individual and organizational levels in order to create the sales forecasting model. However, IT is not the source of knowledge creation, it can rather be seen as a support in knowledge management initiatives.

    Abstract [en]

    Web accessibility is a phenomenon that recently has drawn a lot of attention, particularly for governments, with enforcement of new laws and international standards. The term Web accessibility is about how people with disabilities are able to perceive, understand, navigate and interact with the web. The results of this study, however, show that language also can be a part of web accessibility. Even though the attention has increased, it has been shown that lots of websites suffer from poor accessibility. Some of these deficiencies can relate to how people work with web accessibility and the problems and challenges this work face, which is something this study has aimed to investigate.

     

    The study has been conducted in a qualitative interpretive spirit with a case study at Migrationsverket, which is one of 22 so called strategic governments in Sweden with a special responsibility towards disability politics. The data has been gathered through six interviews with five different people with responsibility towards web accessibility within the studied organisation. The empirical data were then compared with previous research in the area in order to achieve a credible result and enable general conclusions.

     

    The results of the study highlights guidelines, user involvement and technical tools as common components in the process of working with web accessibility and that language should be included as a part of web accessibility. The study also emphasizes that governments can bump into problems and challenges in this process in the form of lack of attitude, lack of competence, lack of managerial support, inadequate tools, inadequate standard guidelines, complicated user involvement, government procurement and out dated systems.

    Background: To help users through an IT change process, that is implemented to attain the need of digitalization, different tools for of change management are used. Previous research state that users and user involvement in change processes are important factors to be able to succeed with changein IT. Additionally, research shows that management of users is problematic due to user attitude and their motivation. Since a new system is expected to be used by the users, it is important for the change management to gain a good understanding of the users' situation to create a basis for organizations to attain sustainable changes.

    Purpose: The purpose of the study is to examine how the stakeholdersusers and change management  with different perspectives experience an implemented IT change processes, focusing on the user’s involvement and their attitude towards it. Furthermore the study aimstudy aims to unravel how a multidimensional perspective and understanding can help organizations to implement more sustainable changes.

     

    Method: Using a qualitative approach, semi-structured interviews led to a conduction of empirical data from users and change leaders from two organizations. These two organizations had together accomplished a change process which we use as our case study. Furthermore, the empirical data has been interpreted and analyzed in order to conduce a conclusion.

    Conclusion: Users and the change management of an organizationleaders can experience change processes different depending onaccording to their different perspectives. For instance, tOur caseThe study showed that the expected change has a big impact on the users' attitude towards the change process, concerning b. oth their ambition to participate and to accept the change. We suggest the management toThe management should centralize the users, using informing, user participation and education to increase their involvement and knowledge. To centralize the user is not only important during the project process but it is also important after the result of the change has been implemented. The change management needneeds to support the users during their adaption and transition process for them to assimilate the changefully absorb the change. According to our study, it would therefore increase the opportunities for the organization to accomplish changes that can attain it’sits expected value from the perspective of different stakeholdersusers and change management to eventually terminate in sustainable change..

    This title aims at presenting the latest advancements and findings from research on service automation in public sector organizations. The authors of the chapters use a mix of social- and technical approaches to increase our understanding of public service automation. The chapters present and discuss the conceptualization of automation of service in public organizations, empirical examples of automation applications in public organizations, and implementation challenges that can arise from public sector service automation. The overall ambition is to aid and inspire researchers and practitioners to advance their knowledge on service automation in public organizations, as well as to provide a foundation for policy development and future research. In this introductory chapter, we give a brief overview of the included chapters. We then synthesize a set of gaps in the current understanding of service automation in public organizations and provide suggestions for future research. We conclude that there is a continued need to observe and learn from empirical examples and a want for more critical studies on the social- and societal consequences of increased service automation in public organizations.

    Abstract [en]

    Digitalization confers new ways for people to communicate and new ways to work with information. Public sector digitalization, sometimes labelled "eGov", is a core logic för public sector development. The Swedish Prison and Probation Service (Kriminalvården in swedish) is exploring ways to utilise digital opportunities in their key areas to improve quality of service, improve accessibility and increase efficiency. The judicial rulings enforced within the probation service allows clients to remain active parts of their social contexts. The mobile application "Utsikt" (literally translates to view (from a look-out), but is used in the sense of outlook combined with a pun reference to the motto "Bättre ut'' translated as "Better out", the motto of rehabilitation) has been developed to enable enhanced therapeutic exposure within the clients' daily context. One core function is a push notification of upcoming meetings with probation officers, implemented to increase treatment plan compliance. Another core functionality is a collection of treatment aides that abide by the theory and methodology underlying the existing rehabilitation regimes. Utsikt also contains emergency information and contacts to assist in problematic situations.

    We have used Utsikt as the focus of a case study within eGov research in the Information Systems (IS) discipline. As a delineated instance of public sector digital transformation, Utsikt is the subject of inquiry into the exploitation of digital opportunities within the Swedish Prison and Probation Service. Data is collected through interviews of state employees with knowledge and experience of the development of Utsikt or its current use. Document analysis, including government reports, institutional policies, workplace guidelines and academic papers are used to construct the empirical base for contextualizing the case. This study relies on an adaptation of the Policy, Design and Effect framework (PDE-model) defined by Goldkuhl. It is used to understand how designed digitalized practices are derived from specific policy and how design effects relate to policy-based expectations that guided the design process. Affordance theory is used to explore the actability presented by the app which supports the analysis of degree of exploitation in relation to digital opportunities.

    We discover that Utsikt is a positive contribution to the core activities of the Probation Service, but that it is also underutilised. It has nonetheless provided, and continues to provide, important contributions and utility. The lack of metadata analysis capabilities means that, as a tool for the Probation Service, Utsikt does not meet policy expectations and requirements. There is potential for Utsikt to become embedded as a core practice. It could convey important digital opportunities that improve the outcome for the Probation Service. A clearly defined strategy for implementation and accreditation, as well as a design plan for remedying the missing functionality, are needed to attract the support of central planning and resource management levels of the organization. This could lead to fulfilling the obvious potential of Utsikt.

    Progress in digital technologies has influenced organizations and individuals alike. The focus of organizations has been to adapt to the dynamic digital landscapes; ranging from expanding the boundaries of existing markets, to conquer unexplored and unclaimed opportunities. These include collaboration in novel partnerships with external actors, creating additional value through alternative use of existing technologies and services, provided to the customer in the growing digitally interconnected ecosystem.

    The purpose of this work is to explore contemporary consultant’s experiences related to the digitalization of their client organizations. Which major factors, in their experience, increase the success rate of digitalization or digital transformation projects, and which factors form the greatest risks?

    In order to answer the research questions and thereby fulfill the purpose, a case study was performed, where eleven semi-structured interviews were conducted with consultants from two firms. A thematic analysis was conducted, and the results were presented in the more general topics Perspectives on change, Change management, User involvement, Digital maturity, and Cultural aspects.

    These adaptations made by organizations need to be aligned with the overarching goals and values they may hold. In order for such an investment to stand a chance of being successful, support is needed from all levels of the organization. Both through the willingness to adapt, and suitability of the proposed investment. In order to provide support is through proper change management, with a specific focus on the human side of the planned change. If the implemented system or process is not being used, or not utilized as intended, the generated improvement will be less than expected. The digital strategy was argued to be of less use to the organization the less connected it was to the general strategic perspectives. The digital aspects described in such a document must be incorporated in the identity and culture of the organization to remain useful, they need to become part of their DNA.

    Abstract [en]

    The digital transformation of the workplace was, according to Bartsch et al. (2020), accelerated when organizations were forced to switch to teleworking due to the Covid-19 pandemic. This transformation has forced many leaders who previously led followers face-to-face during office work to switch to remote leadership mediated through information and communication technology (ICT). Both academics (Bartsch et al., 2020; Carnevale & Hatak, 2020) and business actors (Holmberg & Petrelius, u.å; Deloitte, 2020) believe that the transition to ICT-mediated remote leadership creates challenges for leaders and researchers argue that the knowledge of e-leadership in distal contexts is scarce (Avolio et al., 2014; Savolainen, 2014; Bolden & O'Regan, 2016; Contreras et al., 2020; Torre & Sarti, 2020). The purpose of this study is therefore to examine how leadership changes as it transitions from face-to-face leadership to ICT-mediated remote leadership and what challenges arise.

    The study has a qualitative approach with an interpretative and constructivist approach. The primary data collection method is semi-structured interviews, and the secondary data collection method is a content analysis of survey results. The respondents of the primary data collection method are eight operational managers with personnel responsibilities at a medium-sized Swedish public agency. The respondents have previously carried out face-to-face leadership and during the transition to remote work, they began to lead with the help of ICT-mediated remote leadership. The selection of respondents has been made by a HR coordinator at the same public agency. The data analysis consisted of a thematic analysis.

    The study concludes that in the transition from face-to-face leadership to ICT-mediated remote leadership, leaders experience challenges related to trust, followers' well-being, communication, cohesion, and IT skills. Three trust challenges for leaders are: (1) they do not know if the followers will perform their duties, (2) they do not know if followers' trust has decreased and (3) they find it challenging to build trust with new employees. Two challenges for leaders related to the well-being of followers are: (1) they do not know if their followers’ wellbeing has decreased and (2) they feel that there is not enough time to interact with the followers. Three communication challenges for leaders are: (1) informal communication decreases (2) it is difficult to initiate informal conversations with followers and (3) it is difficult to communicate their message. Two cohesion challenges for leaders are to: (1) manage that cohesion in general decreases and (2) manage that cohesion between subgroups decreases. One IT skill challenge for leaders is use ICT tools to practice their leadership.

    The study also shows that leadership changes with the transition from face-to-face leadership to ICT-mediated remote leadership. Regarding the trust aspect, leadership may initially become more controlling, and more presence focused. Related to follower’s well-being, leadership may become more observant and place higher demands on leaders to enable social contacts and book frequent follow-up meetings. Communication and cohesion may affect leadership and force leaders to take on a role as facilitators of informal meetings. Related to IT competence, it affects the exercise of leadership, but we cannot see that it changes leadership and its overall purpose.

    Abstract [en]

    The progress of digitalization is nothing that goes unnoticed and it is something that affects all people more or less. There are various reasons for digitalizing, but research state that it is done for the purpose of changing something for the better to reach a certain business goal or milestone. This change also entails a change work that affects not only the processes that are digitalized but also the employees who become involved in the change work. New payment service directives and declining confidence in major banks have led to new innovative initiatives that offer financial services to both sales companies and end consumers. These companies are often categorized as fintech, which is an industry built up by organizations that use new technology to support or enable financial services.

    We have conducted a case study at a fintech company where five different people, with different responsibilites have been interviewed. The people who were interviewed have all worked with digitalization in the company and shared with us their experiences of the conducted digitalization work. The study was carried out mainly in an abductive way but also contained inductive and deductive elements. Thus, we have worked iteratively with previous research and our collected empirical data. The object of the case study was to deepen the knowledge of how a fintech company works with digitalization and how digitalization is used in the fintech industry to create or maintain a market relevance.

    During the course of the study, we have discovered that when deciding on digitalization, stakeholder influence is something that plays a major role. When the case company is a wholly owned subsidiary, the parent company's influence becomes extra prominent. The case company's demand for positive return affects many decisions regarding digitalization, as it is often linked to a cost issue. An analysis must be made to determine whether it is too costly to maintain a process as it is or if it is cheaper to digitalize or automate the process. In addition, there is a common view in the company that customer satisfaction is of the utmost importance. The company's focus on customer satisfaction thus gives both sales companies and end consumers a great power when it comes to digitalization work and the decisions that are taken regarding what is to be digitalized or automated. Regarding how digitalization is used, we found in our study that the case company had a relatively conservative view of digitalization, where digitalization is not used to be innovative, but rather to not fall behind, which thanks to the case company's low demands on growth leads to a functional business. As such, the case company has achieved what we mean is a digital adequacy.

    This thesis presents which factors contribute to efficiency in distributed teams working with software development, and how these factors affect the efficiency of the work process. Working effectively in software development projects is a challenge and the distributed factor, that project members are distributed across more than one office, brings additional complexity. Through the study, we want to help make this complexity more manageable. We have carried out a qualitative case study where we have studied a selected distributed project at a software development company. The empirical data has been collected through semi-structured interviews and analyzed based on identified themes. We have mainly identified social factors, but also some technical factors that contribute to an efficient work process. The factors comprise communication, group identity, mood, culture and norms as well as leadership. They include, among other things, implementing well-adapted communication and documentation, holding frequent meetings, few groupings, common IT tools, promoting social communication, having transparent leadership and the team members having a high level of responsibility. In the conclusion we also describe how the listed factors help to achieve an efficient work processes.

    Knowledge management is seen as a hot topic in order for organizations to become effective and utilize the knowledge residing within the organization. The most important factor in knowledge management is believed to be the knowledge transfer, which is the process of transferring knowledge between two parties. A context in which knowledge and knowledge transfer are especially important is within the best practice framework ‘ITIL’ and IT-service organizations. Therefore, the purpose with this study is to analyze how knowledge is transferred through information systems in an ITIL organization, and how the transfer process can be further understood by incorporating individual perspectives on knowledge. Besides that, our purpose is to identify factors influencing the knowledge transfer from both the organizations and the ITIL framework. The reason for this is that knowledge transfer through information systems in an ITIL context is rather underexplored, previous research regarding this is mainly focusing on putting knowledge in repositories and make it available, which is believed to create certain implications regarding the individual perspective in the creation and transfer of knowledge through information systems. These implications are something that has not been explored, which is a knowledge gap we intend to fill with this thesis. That is why we have constructed three research questions regarding how the organizations understand what valuable knowledge is, what factors that is influencing their knowledge transfer, and how these previously individual aspects can be further understood by applying the boundary object theory on knowledge transfer through information systems.

    From a multi case study with semi structured interviews we could collect a valuable collection of empirical data, that was collected from six respondents representing three organizations. By applying the interpretive and social constructivist research philosophy with an abductive methodological approach, previous research and the boundary object theory in combination with the theory of knowledge creation we could analyze our empirical data. Our study shows that the perspective on valuable knowledge is something with direct relation to ITIL, and highly connected to what its contribution is to the core business that the IT-service organization is helping. Valuable knowledge is also seen as stored knowledge. We can from our study also see that there are four predominant forces influencing the knowledge transfer process. We identified that the overall perspective on what knowledge is in the organization, how and what the organization values as knowledge, the ITIL framework and their knowledge management strategy directly influenced knowledge transfer.

    Our main finding in this study is that when organizations are transferring knowledge through information systems the individual perspective on both knowledge, knowledge creation and the knowledge transfer is one of the most important to keep in mind. The knowledge in the information systems is a way to communicate among individuals, and a way to translate one individual’s knowledge to another, hence is the individual creating the knowledge an important factor to acknowledge. We can see that aspects such as experiences, skills, insights, purposes, perspectives and contextual understandings highly influence the knowledge being created, hence the possibility to create rich knowledge at the receiver of knowledge. These aspects also influence whether the stored knowledge has any tacit elements, which seems to facilitate learning more for the receiving individual.

    IT governance is a challenging area in healthcare organisations. Healthcare organisations are under pressure to transform and make use of new information technologies in order to be more effective and serve a growing number of patients. Healthcare IT implementation projects typically involve multiple stakeholders whose ideas and images of processes and results can differ severely. In this case study, at a large Swedish hospital, we investigate how different institutional logics conflict and interplay in a Health IT project and what this implies for IT governance. Our research questions are (i) How do institutional logics influence IT project activities and interactions? (ii) What implications have an institutional logics perspective for IT governance in healthcare organisations? Institutionalised views of different stakeholders may enable or slow down IT development and implementation. We have identified four logics affecting actions and interactions in the studied project which are; medical logic, management logic, IT function logic and vendor logic. The institutional logics perspective contributes to important understanding on complexities in Health IT projects and guidance on how to overcome complications providing important implications for IT governance.

    IT Governance models represent ideals for how a collection of practices or mechanisms shall enhance the achievement of IT/business alignment in the organisation. In practice IT Govern-ance (ITG) models are interpreted and adapted to get the work done. In this paper we suggest an evaluation method for comparing an ideal ITG model (the model-in-concept) with the cor-responding use of the model in daily operations (the model-in-use). Theoretically we have approached the development of the ITG evaluation method from a deployment perspective meaning that a model first is developed and described by model developers and thereafter interpreted, adapted and used in the organisational context. Further, we have applied the con-cept of model rationale in order to express the logic of the model-in-concept as intended by the model developers. In our action research study we show how we have developed and test-ed the ITG evaluation method as part of an evaluation of the deployment and use of an ITG model in a large healthcare organisation. Our findings suggests that the evaluation method give support for in depth evaluation, dialog and learning concerning the complex logic of an ITG model-in-concept and model-in-use.

    In this study we investigate the deployment of a model for IT governance named pm in a large healthcare organisation. We are especially interested in if and how the basic goals, the inherent rationality, of the pm model-in-concept change in translation during the model deployment process. The concept of model rationality is suggested as a beneficial approach for analysing differences between pm3-in-concept and pm-in-use. We have identified three main contributions with the suggested approach that are of benefit for both research and practice: 1) We can define and express the rationality in the pm3 model for IT and governance in a clear manner, 2) we have used the pm3 rationality as an evaluation tool that has proven to be useful in practice, and 3) we have also identified the main problems in deploying pm in the investigated healthcare organisation.

    Det pågår en transformation av vården där digitala innovationer ses som centrala möjliggörare. I denna studie preciserar vi ett perspektiv på digital innovation i offentlig vård. Vår första utgångspunkt är definitioner av innovation och innovationstyper i offentlig sektor och vård. Vår andra utgångspunkt är att digitala innovationer representeras av informationssystem, och ett att informationssystem är en sammansatt artefakt som utgörs av en teknisk artefakt, en informationsartefakt och en social artefakt. I rapporten redogör vi för en konceptuell analys som relaterar definierade innovationstyper till den sammansatta artefakten informationssystem. Resultatet av analysen är en konceptuell modell för digital innovation – en innovationsrymd. Innovationsrymden är en modell för att precisera och beskriva grundtanken med en digital innovation utifrån dess ingående dimensioner och den avsiktliga nyttan.

    In the field of maintenance management there are but a few models an organization can use. The one model that has risen to the status of being the de facto standard in Sweden is pm3(på maintenance management model). The aim of this study is to lay the groundwork for a new method of evaluate the use of pm3within organizations. Today there is no uniform way of performing such an evaluation, which is necessary in order to diagnose the performance of the systems maintenance organizations.In the process of creating our own method for performing this kind of pm3audit, we further developed the ideas from a study by Lagsten & Nordström (2013) that was performed at the county Region Skåne. The authors of that study had developed ideas about using method rationale as a basis of creating a method for pm3auditing. The usage of method rationale in this fashion gives a higher grade of transparency and insight into the values that are of high importance for successful pm3usage. Our goal in this study has been to develop these ideas into a basis for which the development of a method for pm3auditing, which we want to be practical and efficient.The subject of this study has been the Swedish Tax Agency, where we have studied two maintenance organizations. Our experiences from this have laid the groundwork for how we have developed our visions of a future method for pm3auditing. The theoretical groundwork we have thus laid places great importance on the proper use of narrative interviews. We have also developed practical guidelines for how usage of our pm3auditing method is to be used.

    In the context of the new General Data Protection Regulation (GDPR) within EU, new legislation is added upon how organizations are permitted to process EU citizens’ personal data. One of the changes is the right to data portability which sets the requirements that organizations must be able to transfer subjects’ personal data to the subject itself or to other data controllers. This implicates comprehensive challenges for organizations’ capacity to reach interoperability in relation to other actors’ based on juridical, organizational, technical and semantic interoperability. In light of the requirement of data portability, interoperability comes into focus as a condition for organizations to comply with the GDPR regulation.

    In consideration of this background, a public organization that is affected by the data protection reform and the data portability requirement is being studied. In the study, a deepening is made on how the organization manage their systems and structures as well as working with standards and co-operations to reach interoperability in accordance with data portability. The studied case contributes with insights on how organizations can work with similar issues that consider data portability and interoperability.

    In the study it is clear that the case organization is already working with interoperability issues. This as a result of the organizations own attention of related issues and not only as an effect due to the new data protection regulation and its requirement of data portability. In effect of the data protection regulation, an ongoing analysis is made within the case organization to investigate which actions are needed, where the right to data portability is one of the areas to deal with. The organization identify challenges mainly within the interpretation of the GDPR, organizational and semantic interoperability. The work on how to comply with the requirements is in progress, and the organization follow the recommendations which are given by advising organizations both within EU and on national level. The contribution of the study is deepening knowledge on the relevance of interoperability as a condition to achieve data portability contextualized by the GDPR. Our study shows the relevance of how common rules between different actors in the form of common legislation contributes to improved prerequisites to reach interoperability on all four levels, namely, organizational, juridical, technical and semantic interoperability, which from what our study show is crucial for data portability. The study also contributes with a useful conceptual model to evaluate interoperability as a prerequisite to achieve data portability for organizations.

    he purpose of this study was to estimate the prevalence of anabolic androgenic steroid (AAS) use and offers to use among gym users in Stockholm County (Sweden), and to conduct a comparison of concordance in estimates of AAS and supplements at gyms between two data collection methods. A questionnaire was distributed to members at 36 training facilities and 1,752 gym users participated in the study. An observation study was conducted as covert participant observations at 64 gyms. According to the questionnaire, 3.9% of men reported life time use of AAS, 1.4% use during the past 12 months and 0.4% AAS use during past 30 days. Not only were there similar patterns found in the two methods, i.e., similar age and gender distributions for AAS use, but analyses of concordance showed that gyms with a higher prevalence of self-reported AAS-use and supplement use (questionnaire) showed a significantly higher proportion of observer-assessed AAS users. Analyses of individual predictors showed that AAS users were almost always young men, regular weight trainers and more often users of drugs and nutritional supplements. The higher prevalence of AAS use among gym users than in the general population makes the former an appropriate target group for AAS prevention. The connection between supplements, drugs and AAS use suggests that effective AAS prevention need to focus on several risk factors for AAS use. The clear resemblance in estimates between the observation and questionnaire data strengthen the credibility of the two methods.

The result from the study comes from amultiple case study conducted with four municipalities and two representatives from SwedishAssociation of Local Authorities and Regions. With semi-structured interviews as an approachto gather empirical data, multiple challenges have emerged, mostly related to organizationalaspects. Technical challenges have according to earlier research been challenging, but in thisstudy, this was only perceived as a minor challenge. At the same it is difficult to find concretesuccess factors since OGD initiatives from municipalities still have much work ahead of them.We can also see clearly that it has been difficult to generate any sort of value, mostly becauseof the insufficient number of datasets published. The data that is published however, is mostlyincoherent between the different municipalities and difficult to refine from the private sector.The citizens, who ultimately is going to use services and products based on OGD have thereforeonly seen limited effects from OGD. The lack of national collaboration makes the work withOGD problematic both concerning publication of datasets from the public sector and therefinement of data from the private sector. This leads to a situation where no value can becreated for the citizens. Because of this, no concrete value creation has been shown and thevalue of OGD is still an expectation and not a reality in terms of realized value.

    The software development business today is a land of constant change. The change requires the organizations who operate within this business to be flexible and quick to respond. This has led to multiple agile organization methods being developed, one of them is DevOps. A cornerstone in DevOps is self-selection - a method for assembling teams. This method gives hope of less administration, autonomy in teams and increased performance. In this essay we investigate the promises - the challenges and the possibilities - of self-selection. The case in this essay is IFS - a big software development company, implementing self-selection department by department also facing the challenges of combining traditional project values with the short iterations of an agile method. Our qualitative study investigates which the main challenges and possibilities are. We also investigate how these findings should be managed. How could the diversity, team size and autonomy be enhanced or diminished? We found that some parts of the case, and practice, were like our prior literature - but some were not. For example, the feeling of being in homogeneous teams were not always negative, and the majority of those taking part of the self-selection at IFS said they chose team by assignment - not social network as the prior literature said. Our conclusion reveals that there are several different factors to consider when having selfselection implemented in a traditional project environment. The main areas where we have found possible improvements are Team Choice, Team Diversity, Overlapping Assignments, Experienced Ownership, Management Influence and Performance.

    Purpose: The purpose of this study is to research the environment in which the IT-artifact exist, rather than the IT-artifact itself. Researching how founders of software startups manage their growth strategies, by researching essential internal and external factors and how they are represented in the founder’s growth strategy. This thesis is interested in the growth journey of startups, therefore we will study both software startups and software SMEs (small medium size enterprise).

    Research question: How does strategic management choices in the internal and external environment affect growth for software startups?

    Method: In this research we use a deductive approach, furthermore a qualitative research method was applied in order to gain a deeper understanding about the companies researched to answer our research question. We applied a comparative case study design as we wanted to analyze different cases/ companies and compared them both to each other using more or less identical methods. Semi-structured interviews were used as our preliminary data collection method as it allowed for flexibility.

    Conclusion: There is no perfect management strategy for software startups to achieve growth. The software industry is complex and rapidly changing, therefore the need to adapt and change the strategy to internal and external environment is essential to achieve growth. This research shows that the three most important factors affecting management strategies for growth in software startups are; (1) customers, (2) competitive advantage and (3) culture. Talented employees influence all the internal and external factors though the entire growth journey, both startups and SMEs. As the startup grows into being an SME, the internal organization factors become more important as well as scalability to achieve growth.

    Abstract [en]

    This paper presents an ongoing research project designed to map the current use of Robotic Process Automation (RPA) in local government. The project runs over three years (2020-2022). The empirical foundation consists of multiple qualitative and interpretative case studies, conducted in close cooperation with practitioners working in a set of Swedish municipalities. The theoretical foundation rests on previous work on stakeholder management and public value creation in the e-government domain. Through this project we ultimately strive to develop an analytical tool that can be used by researchers and practitioners to decide if, and to what degree, a specific case handling process can (and should) be automated. In this paper, the background and overall design of the project is presented, together with a discussion on our preliminary and expected findings.

    Abstract [en]

    Robotic Process Automation (RPA) and similar digital technologies are currently being implemented for automation of work processes in public service provision. Although RPA enables new empirical phenomena in the digital government context, automation of work is not a new and understudied phenomenon. In this paper, I claim that there is a risk that digital government researchers treat this phenomenon as being entirely new, omitting years of experiences made in other, related, fields of research. To prevent this risk, I call for digital government researchers to learn from adjacent research disciplines. I follow this call and present four ironies of automation, extracted from Lisanne Bainbridges iconic work from 1983, and relate these to the public service automation context, using examples of RPA in local government organizations. The ironies concern contradictions in the underlying views on humans and human error in the design of automated systems and human-automation interaction, as well as the consequences of human-automation interaction in terms of new tasks (monitoring and take-over), re-configurations of responsibilities, and de- and re-skilling of humans interacting with automated systems. These findings can guide digital government theorization and empirical research on public service automation. Learning from adjacent fields of research is important to better understand and cumulatively build knowledge on the characteristics and effects of public service automation. Learning from an established knowledge base is also important to avoid foreseeable project and implementation failures. The paper is concluded with suggestions on future research topics for digital government researchers interested in public service automation.

    Public e-services are progressively used as a means for governmental agencies to interact and exchange information with citizens and businesses. These services are typically Internet-based and are meant to fulfill the three overarching objectives of egovernment; (1) to improve citizens’ interactions with the government, (2) to make governmental organizations more efficient and effective, and (3) to increase the transparency of government and lead to a more democratic society. The work presented in this thesis concerns how to identify those who affect the development of public e-services, and those who are affected by the implementation of a public eservice; hence public e-service stakeholders. The research is conducted according to the qualitative and interpretive research tradition. Based on theoretical and empirical work, conducted and analyzed using a hermeneutic approach, a conceptual framework is presented. The basis of the framework is laid by extracting, structuring, and interrelating concepts, models and methodologies concerning public e-services, public e-service stakeholders, and stakeholder involvement. The empirical foundation of the thesis, an interpretive case study, covers the development and implementation of a public e-service at a Swedish public sector organization. Data collection techniques include interviews, participatory observation, an open-ended questionnaire, and project documentation. The thesis presents two main knowledge contributions; 1) lessons learned from a public e-service development project involving multiple stakeholders; and 2) a conceptual framework for identifying, characterizing and involving stakeholders in the development and implementation of a public e-service.

    This paper investigates if user involvement (UI) theory and theory on stakeholder theory (ST) can be merged to form a new theoretical entity that can inform whose voice should be heard in public e-service development. The investigation is based on a hermeneutic literature review and analysis. The result is a merger of ideas on who should be involved (extracted from stakeholder theory) with ideas on why this involvement should be organized (extracted from the user involvement literature). The paper presents research in progress, meaning that the merger presented is not particularly advanced. Still, this merger of ideas is substantial and important as it could function as the fundament for a more elaborate understanding of how to determine who should be involved in public e-service development. Involving the ‘right’ actors is believed to lead to higher quality in public e-services; therefore, advancement in our knowledge on how to identify these actors and finding better ways of involving these actors is needed.
