    Abstract [en]

    opular hostility and official ambivalence in Indonesia to the United States-led ‘War on Terror’ seem easily understandable in in the world’s largest Muslim country. But this kind of analysis misses the complexity of Indonesia and the host of internal differences behind this opposition. Military and bureaucratic elites since independence have worked to create a more secular nationalist Indonesian identity out of a multi-ethnic/religious mix, often provoking religious opposition. This dynamic (found also in Turkey, for instance) has especially shaped Indonesia’s encounter with and view of the outside world – and not least its reaction to events affecting the Muslim world.

    In this study, the author explores Islam as a domestic political variable in Indonesia’s foreign policy since independence. Here, Anak Agung Banyu Perwita argues that increasingly Indonesia’s foreign policy toward the Muslim world has become based on domestic political struggles. In support of his argument, the author mainly draws on material from the period when President Soeharto’s New Order regime ruled Indonesia but brings in more recent material from the post-Soeharto era to demonstate how Indonesian foreign policy is still shaped by the same forces today.

    Containing a wealth of information on the role of Islam in Indonesia’s foreign policy, this book is essential reading for anyone seeking to understand how the world’s largest Muslim country is reacting to the international challenges of the modern world.

    As of October 2010 the railway market is liberalised. As a result, other operators than SJ could apply for track capacity also for long-distance passenger services, and the timetable for 2012 was the first timetable that was affected by the liberalisation. The Swedish railway network has, by definition, capacity restrains. The Swedish Transport Administration (Trafikverket) allocates capacity among those railway traffic operators that has applied for track capacity in the annual capacity allocation process. In the capacity allocation process for the 2014 timetable, four operators applied for capacity for long-distance high-speed train traffic between Gothenburg and Stockholm. In several cases the operators applied for the same train paths, which put Trafikverket’s applying of the process, the use of coordination and prioritization criteria, to the test for the first time since the liberalisation. VTI has interviewed the three largest of the above operators to receive information about how they experienced the capacity allocation process leading to the timetable for 2014 and to get their views on the possible obstacles that may exist for establishing a new operator on the railway market. The study was commissioned by the Swedish Transport Agency as a basis for their market surveillance in the area. The operators that are challenging SJ perceive that the capacity allocation process does not meet the requirement for competitive neutrality and non-discrimination. Both operators see the need for a more transparent process, with priority criteria that provide a more predictable outcome and which is carried out by the help of computerized tools so that the process can be implemented more efficiently and provide a more effective outcome. They argue that the construction of a timetable is so complex that it is difficult to, as now being done, manually make the most effective adjustments in the timetable necessary due to competing applications. The challenging operators therefore call for a review of the process to assess in which areas it can be improved.

    Abstract [en]

    Purpose – Today, there is an increase in the use of Internet and a decline in political participation. A discussion on wheatear or not the concept of political participation should be broadened to also include political activates online has begun. The purpose of this study is to investigate the view of political participation among youth.Methodology – This study is quantitative in nature, since it builds on two previous quantitative studies. One is a national study about Swedes and the Internet, and the other on a regional level concerning youth in Skåne. Data from the two studies are used to confirm or disregard four hypotheses which are deducted from the presented theoretical framework concerning political participation.Key Findings – This study finds support that youth are more political participant on the Internet than the older generation, but also show that a traditional political participation is valued higher. Youth have more faith in their opportunity to affect political decisions on different decision-levels. A difference in preferred sources for information has also been detected, and youth value Internet higher as a source for information whereas the older generation prefer traditional media.

    How can differences in per capita household electricity consumption across African countries be understood? Based on theories that highlight the importance of democracy and institutional quality for provision of public goods, the aim of the paper is to analyse the degree to which the level of per capita household electricity consumption in African countries can be attributed to the countries’ democratic status and their institutional quality. We rely on regression analysis employing a pooled data set for 44 African countries over the time period 1996–2009. The analysis shows that democracy and institutional quality both have significant positive effects on per capita household consumption of electricity. Our results have implications for how energy sector reforms are promoted in developing countries. At a more general level they illustrate that institution-building policy efforts are relevant also in areas where contemporary debates have tended to primarily centre on economic development, financial prerequisites and ownership issues.

    Denna studie undersöker olika användningar av begreppet "de facto statslöshet" och vilka djupare implikationer begreppsanvändningen har. Med avseende på centrala dimensioner av begreppet där olika tolkningar förekommer (vem som är de facto statslös, hur de facto statslöshet tar sig uttryck och vad som orsakar de facto statslöshet) redovisas variationerna i begreppsanvändningen. Slutligen diskuteras vilka följder det får att benämna en grupp "de facto statslös" och vilka lösningar och åtgärder på gruppens utsatthet som därigenom blir aktuell. Detta illustreras med ett konkret fall: asylsökande palestinier från Gaza i Sverige. Det undersöks i vilken mån dessa kan anses de facto statslösa, och hur deras problem uppfattas annorlunda i ljuset av olika tolkingar av begreppet, för att utvärdera de olika begreppsförståelserna. Jag når slutsatsen att det mest fruktbara är ett snävt begrepp, som betecknar ett mer fundamentalt utanförskap än bristen på skydd av olika praktiska rättigheter. Begreppet tappar sin analytiska och politiska udd om det görs för inklusivt, och de politiska implikationerna av att teoretiskt separera en utsatt individ från staten hon tillhör ska inte underskattas.

    The theoretical point of departure in this dissertation is that even though a main thread in classical and modem democratic theory deals with the idea of accountable government, this discussion suffers from two inadequacies. Firstly, in addition to the requisites of accessible knowledge about who is responsible, and the presence of institutional mechanisms for holding someone accountable (e.g. elections), the need for independent information about how government actions are carried out has not been systematically addressed by democratic theorists. Secondly, in the discussion about accountability the relation between citizens and elected officials is one-sidedly put into focus, while the implications for public administration are neglected.

    In this perspective the work of the political institutions assigned to monitor government - e.g. the state performance audit - becomes essential in securing a crucial link in search of public accountability. The credibility of the their assignment depends, however, on their ability of conducting independent audits. The empirical investigation focuses on whether the Parliamentary Auditors and the National Audit Office (NAO) in Sweden carry out their performance audits without undue involvement from the political sphere and the audited entity. Four performance audits are closely scrutinized by means of interviews and the study of official and unofficial documents and records. According to the analytical model independence implies that the auditing institution should not be obliged to carry out, modify or refrain from carrying out, an audit or suppress or modify audit findings, conclusions and recommendations.

    Contrary to common belief, the results reveal that the politically appointed Parliamentary Auditors are carrying out their audits independently, while the NAO is operating with a far-reaching and integrity damaging sensitivity towards the Ministries, and, in one of the cases, the audited entity. The flip-side of the Parliamentary Auditors' independence is, however, the systematic lack of interest shown by Parliament in taking in the results of the audit reports.

    Abstract [en]

    Considering the number of fundamental laws as well as, for example, the length of the Instrument of Government (Regeringsformen) (194 articles), the impression might be that constitutional principles are of great importance in Swedish political life. However, references to such principles are very uncommon in legal rulings or in the public debate. The Swedish political culture is best described as pragmatic and consensual, where the government’s ability to take action—for example, securing various welfare state policies—has been given deliberate precedence over constitutional ideas that focus on limiting government under higher law. The fact that a section on constitutional design in a handbook on Swedish politics is preceded by a section on the politics of the welfare state is a perfect reflection of this reality.

     

    From a constitutional design perspective, Sweden is an interesting case. During the previous IG of 1809, which was based on the principle of separation of powers, comprehensive changes in the practice of government were made without any corresponding amendments of the IG itself. The most noteworthy of these changes were the introduction of universal suffrage for men and women, parliamentarism, and the abolition of the Parliament of the Four Estates, which was replaced by a bicameral system. All these fundamental changes were made in slightly more than 100 years, without any corresponding amendments or changes to the 1809 IG (which was the second oldest constitution in the world). This certainly raises questions on the elasticity of the constitution, that is, the significance of constitutional rules for political practice in the Swedish setting. The foregoing changes were in effect by 1921, but the IG was not completely rewritten to reflect the true form of government until 1974—a fact that has led constitutional experts to talk about the period of 1921–1974 as “the constitution-less half-century” (Sterzel 2009: 18f). Despite this radical and needed revision of the IG in the 1970s, the contributions in this section will reveal that a weak constitutional culture still prevails in Sweden. For example, when Sweden joined the European Union in 1995, the constitutional adjustments were kept as small and as technical as possible.

    Förhållandet mellan kunskap och politik är inte okomplicerat. Kun­skapsstyrning kan nämligen utgöra minst två helt olika hot mot cen­trala demokratiska värden. Utredningar kan bli till tomma ritualer som motverkar sitt eget syfte och ger utrymme för kunskapsnonchalans. Men de kan också leda till att öppna diskussioner baserade på poli­tiska värderingar överges för vad som kan beskrivas som ett expert­välde. Kommittéväsendet har historiskt sett placerat sig i en delibe­rativ mittenposition där politiker och experter utifrån sina olika ut­gångspunkter försökt resonera sig fram till en ”bästa lösning”. Frå­gan är dock om de förändrade förutsättningarna för utredningarna riskerar att verksamheten antingen nonchaleras eller att den överlåts åt experter.

    In most liberal democratic societies there is a recurring public debate about top wages in the public sector. The remuneration of top officials such as legislators, ministers, senior civil servants and senior judges is, indeed, a topic that can be discussed with great passion in the public debate. The reason that this issue attracts public attention is not only the fact that these groups are paid by public funds, but also that the salaries of high public officials are under political control. The latter definitely addresses ethical issues, such as: What can be considered a fair salary? Is there – or what would be – a tenable argument for a specific salary level for these top officials? In the research literature it has been concluded that the amount of rewards offered to high public officials, the manner in which the benefits are awarded, and the differences in rewards among officials within the same political system tell a great deal about how governments function. Hence, the remuneration of top officials can be seen as an important element of public governance (Brans and Peters, 2012). That said, very few academic commentators have in a systematic and comprehensive manner analyzed the validity and consistency of the arguments of this rather disorganized debate. However, in a recently published book titled Paying Our High Public Officials by Teun J. Dekker, the author sets out to fill this research gap. The purpose of the book is to illuminate the debate concerning the proper remuneration of high public officials by applying philosophical methods to political discourse.

    Hur kan vi vara säkra på att rätt saker görs i statlig och kommunal förvaltning? Svaret är förstås att det inte finns några garantier för det, och därför måste någon form av granskning och kontroll till. Det blir särskilt aktuellt i välfärdsstater med ett omfattande offentligt åtagande, eftersom det är svårt för ansvariga politiker och för oss medborgare att själva hålla ett vakande öga över hela den offentliga verksamheten. Att granska genomförandet av offentlig politik handlar ju ytterst om att vi vill förvissa oss om att den i styrelseskicket delegerade makten att bedriva viss politik hanteras på ett ansvarigt sätt. Den typ av granskning som ska diskuteras i detta kapitel rör emellertid inte massmediernas eller det civila samhällets granskning av myndigheternas förehavanden, utan fokus ligger på de procedurer och institutioner för granskning och kontroll av den offentliga förvaltningen som finns inbyggda i det politiska systemet.

    Abstract [en]

    With New Public Management came the idea that public organizations should be led by professional managers, rather than by professionals. This has been referred to as new managerialism. This article explores how new managerialism may affect professional autonomy in a public organization that enjoys a high – and constitutionally protected – degree of organizational autonomy. A framework distinguishing between organizational and occupational professionalism is adopted, in a 10-year case study of the Swedish National Audit Office (SNAO). The study shows how the autonomy of professionals at the SNAO was highly restricted, while management control systems were continuously expanded. At the same time, SNAO performance has been reduced. For example, the SNAO has been criticized for its high overhead costs. The study presented in this article, shows the complex interplay between professionalism, new managerialism, and organizational performance. Based on the findings from this study, the article maintains that it is equally important to consider how autonomy is distributed within agencies, as it is to consider how autonomy is distributed between the political sphere and the administration, when trying to explain organizational performance.

    Medborgarnas ögon på makten och en grundpelare i vårt demokratiska styrelseskick. Så beskrivs ibland den statliga revision som bedrivs vid riksrevisioner runt om i världen. Här genomförs oberoende granskningar som ska säkerställa att medborgare och deras företrädare i parlamenten får kunskap om hur statligt finansierade verksamheter använder sina medel.

    Idag står den statliga revisionen inför en rad olika utmaningar i form av digitalisering, medialisering, globalisering, marknadisering och, inte minst, en allmän trängsel på granskningsmarknaden. I flera länder pågår därför en livaktig diskussion kring revisionens roll, inriktning och oberoende, samt kring det värde som den tillför.

    Den här boken utgör ett unikt bidrag till litteraturen om den statliga revisionen. För första gången samlas företrädare för forskning, politik och praktik från de fem största nordiska länderna i en gemensam volym på området. Syftet med boken är att stimulera kunskapsutveckling och dialog samt att inspirera till fortsatt forskning.

    Abstract [en]

    The purpose of this article is to analyse the effects of New Public Management (NPM) reforms on three specific professional groups. From this investigation it is clear that the assumptions inherent in the NPM reforms have resulted in a clear breach of what we theoretically refer to as the professional contract between the state and the professions. We show in this analysis that our studied professional groups have lost central aspects of their professional autonomy. We problematize the perception that an ever-increasing demand for steering and control of professionals within the public sector should be perceived as something exclusively good. In addition to the costs of monitoring, the centrally important paradox of accountability should be taken into consideration, i.e. responsible interpretation and application of external accountability demands rest on the cultivation of the virtues that support good administrative judgement, the type of judgement that is threatened by the control-schemes presented in this article.

    Abstract [en]

    In this article we present survey results on the Swedish and Finnish parliamentarians' perceived influence over domestic decision-making in EU-matters. In the literature the parliaments in Sweden and Finland are classified as powerful parliaments that can exert considerable influence in the domestic EU policy-making. Moreover, Finland and Sweden joined the EU at the same time. Therefore the overall expectation is that the parliaments should be equally powerful. However, the results from our survey indicate a significant difference in perceived influence between the two parliaments. It is obvious that the Swedish parliamentarians perceive themselves as more marginalized in relation to the Government than the Finnish parliamentarians. After having tried different explanations we conclude that the differences can be ascribed to the parliaments' different organisational set-ups for the oversight of the Government.

    Abstract [en]

    The purpose of the project is to describe and explain the introduction and the consequences of the current management model of the public sector (management by results) from a democratic theory perspective. Firstly, our aim is to disclose the norms and values that the present model is bearer of. A first step will be to unfold what kind of values that are rewarded in the present model, and thereby also calling the attention to what values that are neglected. A point of reference for this is Elster's "three-cornered dilemma" of constitutionalism, democracy, and efficiency. This analysis of conflicting values will be made on different administrative levels, since the implications are different depending on whether we focus on government steering or the conditions of the service deliverers on the local level. Secondly, we aim to answer the question on why the model was introduced in the first place, and if this process poses any democratic challenges. Our perspective is that the introduction of this model has had far reaching effects for the work of the executive branch, and thereby has had greater constitutional implications than is generally acknowledged. Yet, we also know from earlier research that the introduction of the model was not of great political interest, but is rather the product of a limited number of top civil servants. Simply put, how come that this one particular management model is adopted, and is allowed to dominate, although it has been so highly criticized?

    Abstract [en]

    Recurring themes relating to the central constitutional principles of the public sector and the courts can be summarized as administrative dualism and institutional autonomy. The scope of the dual Swedish administrative model, as well as how much institutional autonomy government agencies and the courts are granted by the Constitution, has been strongly debated. These debates exemplify what we refer to as “the Swedish Constitution as a story of unresolved issues.” Paradoxically, substantial constitutional reforms in this area rarely come about due to regular constitutional reform making in Sweden. Instead, they are often the result of formally less demanding political decision making.

    Abstract [en]

    This chapter addresses the degree of autonomy, politicization and coordination capacity in the Nordic countries looking at variations across Nordic countries as well as between Nordic countries and other European models. The importance of the East Nordic model is addressed, and also the ministry-agency divide. In terms of autonomy, a distinction is made between managerial autonomy and autonomy in policy-making, and policy implementation respectively. The chapter looks at the question of increased politicization, that is, the degree to which politicians accept the professional expertise of senior civil servants. The chapter also looks at coordination capacity, addressing hierarchy and network arrangements as well as the quality of coordinating along the vertical and horizontal dimension.
