    Abstract [en]

    The chapters in this section are drawn from Australia - David Gurr, China - Allan Walker and Haiyan Qian, Europe - Katarina Norberg and North America - Paul V. Bredeson, Carolyn J. Kelley and Hans W. Klar. The authors follow the same structure, establishing the context of schooling in their part of the world followed by a discussion about the origins of research on successful schools and successful principals. It is worth noting that the interest in researching successful schools is relatively recent. We see, for instance, a very clear link between old traditions in China and a public demand for good schools for the purpose of delivering the next generation of top civil servants and politicians. Thus, the examination system rather than the quality of the schools has been the focus. The system created a pathway for families with talented children to a better life, regardless of economic background. A similar description is to be found in the Australian chapter. Here, the author discusses the definition of good schools as those that provided the educated people that society needed. This definition applied to successful schools during the 1990s, including those in China. The history of schools in America and Canada, however, differs. In those countries education has always been linked to serving the needs of local society and different religious groups. In Sweden, as in many other European countries, schools maintained strong links with the Church up until the time of the First World War. The chapters also illustrate that the profile of successful schools varies over time and from one country to the next, within a country and also within a single school district. How successful schools are defined also has a clear ideological dimension. Political parties of the right generally argue for a traditional school culture and structure with a focus on academic merit. Parties on the political left argue more often for a school culture and structure which support a dual focus on social and academic goals. This difference between ideologies leads us to the question: is a successful school the same as an effective school? The parties with a more traditional outlook would deem a school to be effective by reference to grades whereas the more progressive wing would argue that a successful school achieves well in both areas. This is where the debate in my own country, Sweden, stands at the moment. The Ministry of Education claims that in Sweden there is a requirement for a basic education that focuses on academic learning in order for the country to stay at the top of OECD’s Programme for International Student Assessment (PISA) league tables - something that even the current opposition is in favour of. But are they right in their belief that striving for a top ranking contributes to and creates better schools for all pupils?

    Quality assurance or accountability, as we use the term, refers to when an actor, in virtue of contractual obligations, has the right to hold another actor responsible to a set of standards, to judge whether the standards have been met and to impose sanctions if the standards are deemed unfulfilled. In this chapter, we compare how (and if) these rights have been distributed and enacted in educational administration in Denmark, Finland, Norway and Sweden. By specifying contractual obligations, we wish to separate accountability from other kinds of asymmetric power relations, such as those between parent and child, and focus on acts of delegation and control.

    We find that there is variation between the four Nordic countries. It is clear that Sweden has gone furthest in reintroducing central command through the use of statutory regulations, oversight and sanctions, whereas Finland has largely abstained from developing a comprehensive system of national quality control. But in Finland, international evaluations and assessments are used to position the country in the global context and to identify national strengths and weaknesses. Finland also tries to take an active role in the development of international evaluations, so that they meet the needs of the Finnish education system. Denmark and Norway have positioned themselves in between the two extremes, both having developed national oversight systems with monitoring and reporting requirements, but so far without the addition of hard sanctions.

    In the international movement to reform and improve the performance of education systems, various forms of decentralization are among the most popular strategies. Decentralization is thought to provide the means to cure a range of important problems, including bureaucratic rigidity, insensitivity to local needs, and lack of legitimacy and local democratic control. Even a brief review of such efforts, however, reveals that a wide variety of purposes and meanings are attached to decentralization. Indeed, a variety of terms, with varying meanings, are used to label these efforts in the English language — for example, decentralization, deconcentration, deregulation, and devolution — and other languages (and nations) have terms and special meanings of their own.

    During the last several decades, educational reform in Sweden has been at once contentious, fast paced, and uneven as control of Parliament and educational policy shifted between left- and right-wing political factions. These political power shifts within Parliament created tension between national and local municipal governments and provoked reactions by educators and local school boards. Passage of the Education Act of 2010 turned emphasis to improving educational quality and academic quality, which had a significant impact on how schools were governed, structured and administered, and required superintendents to navigate through a complex system of national control and municipal support functions.

    The school law has strengthened the rights for the pupils and parents not only through the possibility to choose the school but also to test decisions taken by the law in court. The state inspection has a great number of possibilities to act against schools that don’t fulfill the law.

    When the principal needed support, they gave their demands to the school owner. We call this “under-pressure”. Often the demands are about resources. These negotiations affect the relations between the principal and the school owner, as well as between principals, teachers, and parents who have often been involved.

    The strong and direct state regulation of the schools, together with a separate system for the allocation of money between states and municipalities, seems to have strengthened the relation between the state and the school and weakened the relation between the schools and the municipality (Nihlfors E, Johansson O, Rektor – en stark länk i styrningen av skolan [The school principal-a strong linkage in school governing]. SNS Förlag, Stockholm, 2013).

    At the same time, well-educated, dedicated board members with an interest in education work as spare-time politicians and want to make a difference. The communication with the principals is not frequent, and they heavily rely on the information from the superintendent. Also the board members look to the national level and trust the state inspection more than they trust their own evaluations.

    This chapter looks at who superintendents in Sweden are – what roles they have, what they do, whom they contact, what positions they hold and their everyday work. We have gathered all of this information through many years of data collection from various surveys sent out to superintendents, school leaders, and chairs and members of school boards. Superintendents' roles differ both within Sweden as well as across borders with our neighboring Nordic countries. Superintendents as a group seem enthusiastic about educational matters, the development of schools and the educational sector, but they sometimes feel distracted by budgets and financial matters, as well as by political issues with their superiors and boards.

    Abstract [en]

    Our research problem deals with what happens when national educational policies meet structures of implementation at the school district and school level. Our focus is on the position that is directly subordinate to a municipal committee or board and with responsibility for education. This position we refer to as superintendent. By focusing on this position and the prerequisites for the person holding that position it may also be possible to investigate some of the preconditions for learning. The chapter starts with a short description of the Nordic governance system, gives some results from earlier studies about the superintendent, and is followed by findings from our Nordic survey.

    The findings address the power distribution between the state and the municipalities in national school governance across Nordic countries. The underlying argument posits that these system characteristics are crucial in determining the context for municipal superintendent leadership in practice. The conceptual model of the Nordic superintendent is discussed in the light of empirical data from all Nordic countries. Finally, the chapter discusses to what extent leadership for learning is a relevant perspective for analyzing Nordic superintendent leadership as it emerged from the data.

    Forskning visar att förskolechefer och rektorer är viktiga för verksamhetens välbefinnande och framgång. Deras ledningsuppgift handlar om att vårda och ta till vara lärarnas engagemang, vara lyhörd för och värna elevernas rätt till en god utbildning och samtidigt hävda skolans demokratiska uppdrag och dess kunskapsuppdrag. Det är enkelt sagt, men svårare att genomföra så att det når barngrupper och klassrum.

    Att leda mot skolans mål belyser ett dynamiskt tvärvetenskapligt kunskapsområde - utbildningsledning. De olika kapitlen anknyter till rektorsprogrammets kunskapsområden och behandlar förskolans och skolans legala förutsättningar, målstyrning och utbildningsledarskap. Bokens första del tar sin utgångspunkt i skolans kontext och övergripande skeenden. Del två belyser ledarskapsfrågor. I bokens avslutande del ger författarna olika ledarperspektiv på skolans praktik.

    I denna andra upplaga har det tillkommit fyra helt nya kapitel fördelade mellan antologins temaområden. De flesta av bokens övriga kapitel är omarbetade och uppdaterade med aktuell forskning.

    Olof Johansson är professor i statsvetenskap, Umeå universitet, och leder Centrum för skolledarutveckling. Lars Svedberg är docent och legitimerad psykolog och arbetar vid Karlstads universitet. Bokens övriga författare är rektorsutbildare från olika utbildningsorter.

    Att leda mot skolans mål belyser ett dynamiskt tvärvetenskapligt kunskapsområde - utbildningsledning. De olika kapitlen anknyter till rektorsprogrammets kunskapsområden och behandlar förskolans och skolans legala förutsättningar, målstyrning och utbildningsledarskap. Bokens första del tar sin utgångspunkt i skolans kontext och övergripande skeenden. Del två belyser ledarskapsfrågor. I bokens avslutande del ger författarna olika ledarperspektiv på skolans praktik.

    Olof Johansson är professor i statsvetenskap, Umeå universitet, och leder Centrum för skolledarutveckling. Lars Svedberg är docent och legitimerad psykolog och arbetar som utbildningschef vid rektorsutbildningen, Uppsala universitet. Deras medförfattare är rektorsutbildare från olika utbildningsorter.

    Abstract [en]

    This chapter explores the “theory of action” underlying the Swedish government’s national school improvement program called Cooperation for Better Schools. We discuss particularly the assumptions about the roles and responsibilities of key stakeholders, including schools, school districts, and universities. Our analysis focuses on the issue of institutional capacity for sustained system improvement. In this regard, our approach draws on the perspectives associated with contemporary policy analysis, which includes greater attention to qualitative and interpretive methods to understand the complexity of policy-induced change in contemporary society. We start by describing the project structure and our method. Thereafter, we analyze the government’s understanding and arguments for why it is important to help underperforming schools, before we give examples about how involved actors define problems and solutions in project documents. In the conclusion, we highlight strengths and deficits in the improvement process.

    Analysis of Swedish educational policy will start the importance of some state commissions on education. The first one was published in 1946 (SOU, 1948:27) and the second in 2017 (SOU, 2017:35). The first commission’s main aim was to form democratic citizens, while the second focused on equity in learning opportunities. Both state commissions had the ambition to contribute to reforms that would help to widen support for students from low socioeconomic backgrounds to achieve academic success. In between the commissions, there was another important state investigation between 1970 and 1974 called The school’s inner work (SOU, 1974:53). Based on the report, the parliament took important decisions in relation to students in need of extra support. These ideas can also be found in the reformed Educational act and curricula from the 1990s, including analysis of the independent school reform that was introduced in 1991.

    Purpose: In the rational model of the democratic governing chain, intervening spaces at all levels are neglected in relation to the policy process. An intervening space is a group of persons with the power and responsibility to interpret policy at their level in an organization. The research question is as follows: How are democratic policy ideas visible in the intervening spaces of a governing chain in public schools.

    Design/methodology/approach: The study is based on two municipalities representing the 25 most populated cities in Sweden. The data are based on interviews with 66 informants with leadership roles on the district level and two schools in each municipality.

    Findings: Leadership is obviously more than making decisions. It is also about facilitating and creating trust, engagement, motivation and willingness to take responsibility. In this process, intervening spaces are central. They exist at all levels from the national ministry to the classroom. The empirical examples show the importance and challenges in how different leadership roles, relationships and interaction transform policy intentions to practice on the local level.

    Originality/value: The authors contribute by highlighting the parallel interpretation processes that take place at various leadership levels locally. There are possibilities and challenges in aligning the intervening spaces into a rational governing chain. The findings indicate that intervening spaces and policy drift is vital to support, control and use professional competence in the process to transfer political ideas to classroom practice.

    The position of school superintendent, established in 1958, was abolished in 1991 as a law regulated position. The equivalent tasks of a superintendent were there after carried out by a local government official with many different titles and a vary-ing set of responsibilities. However, in 2018 the position of school superintendent was re-established in the Swedish Educational Act. The purpose of this article is to study how school superintendents interpret the consequences of this change with regards to their commission and role. One-third of the informants claim that the revision of the law has not affected their daily work, while almost half believe that it has had some effect, albeit to a small extent. Informants believe it has contributed to a more well defined commission, a strengthened mandate, and a clarification of the superintendents’ responsibilities, which can be interpreted as yet an expression of an on-going process of re-centralization in the Swedish school sector.

    Background: The international body of research on student voice concludes that active pupil participation has multiple positive effects on the work environment and learning for pupils. In a large study on gender equality and diversity work in Swedish schools, it became evident that pupils wanted to be active participants. However, pupils considered that their wishes were, to a large extent, ignored. Therefore, it is important to try to understand this further by investigating pupils’ perceptions of their experiences.

    Purpose: The purpose of the study was to explore how discourses of participation and power are practised, not practised, and materialised, by focusing in-depth on pupils’ representations of gender equality and diversity work within a small sample of Swedish schools.

    Methodology: The study is based on data from 10 focus group interviews with 43 pupils from 4 different schools, 2 compulsory schools (pupil ages 6–15) and 2 upper secondary schools (pupil ages 16–18), in Sweden. The thematic analysis utilised a gender perspective anchored in a critical policy analysis approach.

    Analysis and Findings: The analysis of focus group data identified three pupil representations of gender equality and diversity work: a onetime occurrence, longing for participation and the (un)fair teacher. These representations were derived from and intertwined with discourses on pupil participation and power. Three sub-discourses were found within the discourse on participation and power: normative barriers to participation, structural barriers to participation and openings in the barriers to participation. The first two sub-discourses support the maintenance of unequal power relations between adults and pupils, while the third challenges these power relations.

    Conclusions: Our study suggests that no substantial levels of participation or power among the pupils were represented at the schools. Instead, the analysis visualises pupils as expressing powerlessness and disengagement. However, the discourse Openings in the barriers to participation, together with pupils’ democratic abilities, has the potential to enable change and the development of pupil participation in schools.

    This thematic chapter analyses both similarities and differences between the political cultures of the participating Nordic countries. It has been demonstrated that a country’s specific political culture has a great impact on the way its schooling system is organised. This view was centred on national cultures. In the Nordic countries, with their traditions of decentralised systems, many of the most important decision are taken by the municipal systems. Therefore this chapter seeks to apply the concepts of national political culture to the local municipal level. The chapter aims to explore the differences between the Nordic countries’ schooling systems through the lens of how different political cultures influence the organisation of the national school systems and draw them in different directions.

    The decentralized Scandinavian school structure with the municipal school committee as a central factor between the municipal council and other school interests gives the school board a central role in the implementation of the centrally decided school legislation from the parliament. Therefore, the central questions in modern Scandinavian schooling are: what are the ways of influence and what power mechanisms are in play throughout the schooling system.

    The chapter will investigate what power and influence mean in a school board context. We will conduct comparisons across countries and look into which influence and power relations there are between the school committee as the central focal point and the schools’ most important interests. Therefore, we will look at the relations between the board and the national parliamentary level, the superintendent/the municipal administration, the chair of the board, the principals/schools and lastly the parents and the students. These relations between the board and its stakeholders will be analysed in the terms of power and influence in this chapter.

    Abstract: By investigating the ethical perspectives of school principals in five different countries and verifying the cultural invariance of the Ethical Leadership Questionnaire (ELQ), this paper addresses the need to develop cross-cultural research instruments to better understand the work of school leaders in different contexts. In order to verify the invariance of the ELQ according to culture, school leaders from Canada (n=668), Israel (n=117), Malta (n=130), Sweden (n=260), and Turkey (n=460) completed the ELQ. A measurement invariance analysis was then conducted using the multiple indicators multiple causes (MIMIC) approach, followed by a verification of item translation and equivalence of meaning. Invariance analyses demonstrated some differences in factor loadings (i.e. the regression coefficients indicating the strength of the relation between the items and the constructs they are assumed to measure). Results showed that the ELQ was culturally invariant, and that only one item out of 23 needed to be modified.

    Denna rapport ämnar att ge en inledande beskrivning om hur miljöövervakningen och miljödata är tänkt att komma till användning för olika aktörer samt om och i så fall hur den faktiskt kommer till användning för dessa aktörer. Miljöövervakning är en omfattande verksamhet som har bäring på nationell, regional och lokal nivå. Utvärderingens begränsade omfattning innebär att endast nedslag i några områden av den svenska miljöövervakningen kommer att göras.

    Rapportens slutsats är att kunskapen om miljötillståndet skulle vara mindre och miljöarbete som initierats utifrån miljödata skulle troligen inte komma till stånd eller initieras senare om det inte fanns ett miljöövervakningssystem som tillhandahåller aktuell miljödata. Åtgärder och beslut på nationell, regional och lokal nivås skulle baseras på sämre underlag.

    Vidare skulle det vara svårare för lokala aktörer att utföra sin miljöövervakning om inte nationell miljöövervakning fanns på plats eftersom den nationella miljöövervakningen ger en vägledning och kan hjälpa till att prioritera i det lokala arbetet med miljöövervakning. Detta gäller såväl stora som små kommuner.

    Avslutningsvis så finns det också en möjlighet att kostnaden skulle bli högre i slutändan eftersom små studier skulle behövas genomföras vid varje enskilt behov av kunskap vilket skulle kunna innebära större kostnaden än om ett miljöövervakningssystem finns på plats.

    Rapporten pekar också ut ett antal områden som behöver studeras ytterligare.
