    Vi står inför att välja standardsystem. Vårt mål är att standardsystemet skall ge ett effektivt bidrag till verksamheten. Syftet är också att tjäna tid och pengar jämfört med egenutveckling. Et sätt att välja är att köpa det standardsystem som vi omedelbart fastnar för. Risken är då att vi inte ser de svårigheter och nackdelar som ofta finns. Vi bländas lätt av de positiva möjligheter som erbjuds genom standardsystemet. Vi går in i valprocessen med en förutfattad mening.



    Ett alternativt sätt att välja är att mera noggrant jämföra tänkbara standardsystem mot den egna verksamheten. Vi behöver då ta ställning till en mångfald olika faktorer för att kunna välja "rätt" standardsystem. En systematisk metod hjälper oss att få en överblick. Vi får en säker grund att stå på för att dra riktiga slutsatser om standardsystemens möjligheter och brister

    There is a need for a systematic way of working when planning for standard application packages in organizations. We have tried to develop a method for this field - the SIV method (Standard Application Packages in Organizations, in Swedish: Standardsystem I Verksamheter). The SIV method takes the customer's situation as a starting point - a customer view. Furthermore, occasions have been described where a dialogue between the customer and the vendor is necessary, e.g. demonstrations and negotiations. The SIV method gives a survey of the field with emphasis on adaptation of activities and standard application packages to each other and choice of standard application packages.



    This report is focusing on "choice" of standard application packages. A similar report has been done for "adaptation" of standard application packages.

    Det finns behov av ett systematiskt arbetssätt vid planering av standardsystem för verksamheter. Vi har försökt utveckla en metodik för detta område - SIV (Standardsystem I Verksamheter). SIV-metodiken tar utgångspunkt i kundens situation - ett kundperspektiv. Vidare anges tillfällen när det behövs en dialog mellan kund och leverantör, t.ex. demonstrationer och förhandlingar. SIV-metodiken ger en översikt av området med betoning på val och anpassning av standardystem mot varandra.



    Denna rapport behandlar "val" av standardsystem. En liknande rapport har tagits fram för "anpassning" av standardystem.

    De flesta företag köper idag färdiga standardsystem, i stället för att programmera, när man datoriserar olika rutiner.



    Att välja system innebär att vi jämför företagets behov med vad som finns på marknaden. Arbetet kan ses som en beslutsprocess där vi successivt väljer bort standardsystem så att till slut det "bästa" alterntivet återstår. Boken presenterar en metod för bättre planering av Standardsystem I Verksamheter (SIV) med tonvikt på valproblematiken. SIV-metoden omfattar ett antal steg, behovsnanalys, förutsättningsanalys, markandsundersökning, leverantörsbedömning, offertbegäran, jämförelse, urval, demonstration, behovskomplettering, utvärdering, preliminärval, testkörning, förhandling, beslut och delgivning.



    Ibland behöver vi ändå förändra standardsystemet och/eller den egna verksamheten. En metod för detta presenteras i boken: " Verksamhetsutveckling - Att anpassa standardsystem" (Studenlitteratur, 1983) som kan ses som ett komplement till denna bok.

    Web 2.0 has provided organizations remarkable opportunities to improve productivity, gain competitive advantage, and increase participation by engaging crowds to accomplish tasks at scale. However, establishing and integrating crowd-based systems into organizations is still an open question. The systems and the collaborative processes they enable appear diametrically in dissonance with the norms and culture of collaboration and knowledge sharing in traditional organizations. They require mechanisms for articulation of work, coordination, cooperation, and knowledge co-creation that are fundamentally different from those in current groupwork systems and processes. This workshop will bring together researchers investigating issues related to social computing and collaborative technologies, organizational science, crowdsourcing, and workplace research, work in industry, government and voluntary sectors, to discuss the future of groupwork systems in the era of crowdwork. Building on two workshops hosted at ACM CSCW 2014, we will explore questions such as: How does the shift in organizational work from a closed system with known individuals, to an open and crowd model that requires engagement with an undefined network of people, affect how we conceptualize groupwork? What are the implications for the design of groupwork systems? What can the crowdsourcing research community learn from groupwork systems, or conversely what can groupwork researchers learn from crowdsourcing? How do cultures, motivations, ownership and representation fit into these systems? The workshop will advance our understanding of this area, through presentations, discussion, and activities to articulate an agenda for future research.

    Abstract [en]

    In this paper, we suggest using rule-based descriptions of customer’s requirements for Enterprise Systems implementing Information Logistics. The rules are developed from the users’ requirements and inserted as schedules to the Enterprise System. The output, from testing these rules, is a list of modules and parameter setting to configure the system. By using rules, we can, at least partly, automate the configuration process for traverse the several modules and thousands parameters there are in an Enterprise System. From the list, we can select the modules and the parameters that meet the customer’s requirements. Then these selected modules and parameters are visually presented through a kind of Unified Modeling Language diagrams, to support the user investigation and then to configure the system either manually or automatically. Every attempt to match a customer’s requirement to the contents of the knowledge base within the Enterprise system can be thought of as an Information Logistics Process. The output from such a process must be examined by the user, which can give rise to a new call to the Information Logistics process. In other words the configuration work is done through a dialogue between the customer and the knowledge base of the Enterprise system.

    In order to coordinate and deliver information in the right time and to the right place, theories from multi-agent systems and information logistics are combined. We use agents to support supply chain by searching for company specific information. Hence, there are a vast number of agents working at the Internet, simultaneously, which requires supervising agents. In this paper, we suggest using meta-agents to control the behaviour of a number of intelligent agents, where the meta-agents are working with coordination of the communication that takes place in a supply chain system. As an example, we look at a manufacturing company receiving orders on items from customers, which need to be produced. The handling of this distributed information flow can be thought of as an Information Logistics Processes and the similarities of the functioning of processes and intelligent agents’ behaviour are illuminated.

    One-to-one computing has been proposed as one solution for improving primary school education around the world. Ukombozi School is a public primary school in Mkimbizi village, Tanzania, and the school has performed outstandingly on the district, regional, and national levels. Ukombozi school has 100 XO-1 "children’s laptops", and, in collaboration with a local university, the school is using those computers for teaching pupils basic computer literacy. The school, however, has ambitious plans for the computers. This paper analyses the necessary steps for developing the current research and design collaboration into a fully-fledged living lab, which can be used to studying, further developing, and replicating Ukombozi School’s success.

    Abstract [en]

    One of the most debated areas of computer science education is how to arrange programming courses. One of the debates is concerned with the amount of guidance a learning environment should grant to the learner. This research study reports on development and testing of a model where students work on their homework under guidance, facilitated by active student-teacher collaboration, continuous feedback, and student support. While qualitative results, observations, and student feedback about the intervention were exclusively positive, controlled experiment showed no significant advantage over the control group. This paper reports the results of the experiment described above, and suggests ten hypotheses for further research.

    One-to-one computing is an active and widely researched topic in educational technology. Its benefits include, for instance, easily updatable material base, anywhere-anytime learning, adaptability, and simulated experiments in science. The use of one-to-one computing in a developing country context has recently become an active research topic. However, the materialization of the educational benefits requires proper contextualization regarding the necessary pedagogical, organizational, institutional, and other types of adaptation. This paper presents preliminary results from an action research study in a primary school in rural Tanzania. In that study, the utilization of one- to-one computing in a combination with modern pedagogical approaches to teach ICT and health care topics was studied.

    In the past two decades computers have become a standard educational tool in the industrialized countries. Recently, equipping each student with a personal device (one-to-one computing, OLPC) has been enthusiastically advocated for developing countries, too. However, despite a number of pioneering research studies, broader analyses of pedagogical, technical, and organizational aspects of one-to-one computing in developing countries are largely missing. In this participatory action research in a rural Tanzanian primary school, we identified a number of pedagogical elements that were beneficial for teaching and utilizing ICT in the classroom. We pinpointed exploratory and self-regulated learning, group problem solving, and constructive principles as facilitators of learning within the one-to-one computing paradigm in this context. Our results show that the introduction of children's computers also triggered a number of changes in dynamics both within the school but also outside the school.

    It has been shown that deep approaches to learning, intrinsic motivation, and self-regulated learning have strong positive effects on learning. How those pedagogical theories can be integrated in computing curricula is, however, still lacking empirically grounded analyses. This study integrated, in a robotics-based programming class, a method of learning-by-inventing, and studied its qualitative effects on students’ learning through 144 interviews. Five findings were related with learning theories: changes in students’ problem management cycle, problem-rich learning environment, conceptions of the nature of computing, extension of deep and surface approaches to problem solving and management, and the use of robotics to facilitate deep learning strategies. Our analysis suggests that a combination of an open learning environment, robotics as the learning tool, and learning-by-inventing provides a conducive environment for deep learning strategies, intrinsic motivation, and self-regulated learning, which are prerequisite conditions for creativity and inventing.

    Programming education is a widely researched and intensely discussed topic. The literature proposes a broad variety of pedagogical viewpoints, practical approaches, learning theories, motivational vehicles, and other elements of the learning situation. However, little effort has been put on understanding cultural and contextual differences in pedagogy of programming. Pedagogical literature shows that educational design should account for differences in the ways of learning and teaching between industrialized and developing countries. However, the nature and implications of those differences are hitherto unclear. Using group interviews and quantitative surveys, we identified several crucial elements for contextualizing programming education. Our results reveal that students are facing many similar challenges to students in the west: they often lack deep level learning skills and problem-solving skills, which are required for learning computer programming, and, secondly, that from the students’ viewpoint the standard learning environment does not offer enough support for gaining the requisite development. With inadequate support students may resort to surface learning and may adopt extrinsic sources of motivation. Learning is also hindered by many contextually unique factors, such as unfamiliar pedagogical approaches, language problems, and cultural differences. Our analysis suggests that challenges can be minimized by increasing the number of practical exercises, by carefully selecting between guided and minimally guided environments, by rigorously monitoring student progress, and by providing students timely help, repetitive exercises, clear guidelines, and emotional support.

    This paper focuses on understanding and develop- ing learning environments for computer science education. We present two models that we have successfully used in European and African contexts. The first model, Computer Science Learning Environments (CSLE), presents seven dimensions of computer science courses, which should be considered in learning environment design for computer science. The second model, Investigative Learning Environment (ILE), presents an action plan model, inspired by action research, for combining educational research and computer science teaching. In the empirical section we outline two case studies where these models were used to design and implement computer science learning environments in two different learning contexts. In the first case in University of Helsinki, Finland, we developed and studied a method of learning-by-inventing in a robotics programming course. That course was designed around problem discovery and inventing, and it employed LEGO (R) Mindstorms robots. In the second case in Tumaini University, Tanzania, we designed an environment for studying and improving introductory programming courses. Both models showed to be useful for designing, implementing, developing, and analyzing the courses in both learning contexts.

    This study investigates the reliability of three originality check systems from the university teacher's perspective. It also describes a method for evaluating this type of systems. The three systems are examined with respect to the time used for the search, the ability to find plagiarism and the layout of the similarity report. The study was conducted in conjunction with the national procurement of a new national agreement for originality check systems and a Swedish higher education institution choice of a new system. The background is the teachers' use of the originality check system as part of the pedagogical efforts to prevent plagiarism and detect suspected fraud. The study does not discuss the whole plagiarism issue in higher education. Instead it focuses on the method used for the evaluation of and comparison between systems. Over 68,000 words from 167 plagiarized references, from different sources and subject areas were used to test the systems. The results show that systems can find only a portion of the plagiarized texts that were sent in to the systems for control and that there are major differences between the capabilities of the systems. 20, 63 and respectively 84 of the 167 references were indicated as plagiarism. Turnitin conducted searches of up to five minutes while the other two systems sometimes took considerably more time for the analysis. The investigation of the originality reports´ interface revealed that factors the evaluators considered differed between these systems. This disclosed that the reports can be more or less difficult to interpret. We can therefore not solely rely on the originality check system´s reliability. Consequently this leads to the conclusion that other educational activities should be emphasized as a much needed complement in the work of preventing and detecting fraud in the form of plagiarism

    Background Assessment of risk of future violence has developed from reliance on static indicators towards a more dynamic approach. In the latter context, however, the offender is seldom confronted with real life situations. Aims The aim of this study is to evaluate a computer-based system Reactions on Display, which presents human interactions based on real-life situations for its effectiveness in distinguishing between potentially violent offenders with mental disorder and a healthy comparison group. Methods Male offenders with autism spectrum disorders or psychosis were recruited from specialist forensic psychiatric units in Sweden and healthy participants from the local communities. Each consenting participant was presented with film clips of a man in neutral and violent situations, which at critical moments stopped the story to ask him to predict the thoughts, feelings and actions of the actor. Results Offender patients, irrespective of diagnosis, detected fewer emotional reactions in the actor in the non-violent sequence compared with controls. When asked to choose one of four violent actions, the offender patients chose more violent actions than did the controls. They also reported fewer physical reactions in the actors when actors were being violent. There were also some examples of incongruent or deviant responses by some individual patients. Conclusions and implications for practice The use of interactive computer simulation techniques is not only generally acceptable to offender patients, but it also helps to differentiate their current response style to particular circumstances from that of healthy controls in a way that does not rely on their verbal abilities and may tap more effectively into their emotional reactions than standard verbal questions and answer approaches. This may pave the way for Reactions on Display providing a useful complement to traditional risk assessment, and a training route with respect to learning more empathic responding, thus having a role in aiding risk management.

For data sharing services to be useful in the scientific process, they need to fulfill a number of requirements that cover not only discovery, and access to data. But to ensure the integrity, and reliability of published data as well. B2SHARE, developed by the EUDAT project, provides such a data sharing service to scientific communities. For communities that wish to download, install and maintain their own service, it is also available as software. B2SHARE is developed with a focus on user-friendliness, reliability, and trustworthiness, and can be customized for different organizations and use-cases. In this paper we discuss the design, architecture, and implementation of B2SHARE. We show its usefulness in the scientific process with some case studies in the biodiversity field.

    Resource Lenient Approaches to Cross Language Information Retrieval: Using Amharic2011Doktorsavhandling, monografi (Övrigt vetenskapligt)
    Abstract [en]

    Information Retrieval (IR) deals with finding and presenting information from a collection of documents/data that are relevant to an information need (a query) expressed by a user. Cross Language Information Retrieval (CLIR) is a subfield of IR where queries are posed in a different language than that of the document collection. Computational linguistic tools and resources are essential to accomplish the tasks in CLIR and to date, CLIR research is dominated by a very limited number of languages for which such tools and resources are available. In order to facilitate global information sharing, it is important to enable access to information using as many languages as possible. This requires an investigation into the feasibility of CLIR for languages with a limited set of computational linguistic resources.

    Amharic is a well-studied language with a rich history and culture, but has very limited computational linguistic tools and resources. This dissertation provides an in depth investigation into a CLIR system for Amharic (against English and French document collections). Scalable techniques were developed to accomplish Amharic CLIR tasks and each task was evaluated individually as a stand alone experiment. Large scale IR experiments were then conducted in order to evaluate the effect of three parameters, namely, transliteration, word sense discrimination, and term selection based on part of speech tags, on the overall IR performance. The effects were measured by individually tuning each of these parameters through a series of benchmarking experiments, geared towards optimizing retrieval precision as well as recall. The results give an insight into the performance of the chosen approaches, the challenges, and their impact on the overall IR performance.

    Vi har gjort en fallstudie av Wizard of Oz-testers bidrag till implementerings-processen. I denna fallstudie har vi skapat Wizard of Oz- och high fidelity-prototyper för att utveckla ett datorprogram till barn. Båda prototyperna testades på användare med användbarhetstester i Ozlab vid Karlstads universitet respektive i användarmiljö och utvecklades i ett iterativt arbete. Wizard of Oz-prototyperna bestod av skärmbilder där interaktiviteten skapades av testledaren vid varje testtillfälle. High fidelity-prototypen programmerades för att fungera som den tänkta produkten. Studien visar att kontinuerliga användbarhetstester är nödvändiga för att få ett användbart slutresultat. Studien visar också att Wizard of Oz-prototyperna passar bra in i början av programutvecklingsprocessen även om high fidelity-prototyping är inplanerat i ett senare utvecklingsskede.

    Project-based education allows students to explore real-world problems and challenges. It can also bemore cost-effective than traditional teaching and individual tutoring. However, projects are sometimes messy, need a long takeoff roll and risk being difficult to monitor by teachers. There is a need to better understand and support students’ creative design processes. We propose the ‘interactionary’ format as providing one way forward to meet these needs. An ‘interactionary’ is a highly time-constrained collaborative design assignment which forces students to complete a design task live on stage (Berkun, 2001). We present findings from three separate case studies in which the format has been tested. The studies involved students of interaction design (Ramberg, Artman, Karlgren, 2013) and chemical engineering (Artman, House, Hultén 2014) as well as multidisciplinary student teams (Artman, House, Hultén, Ramberg, Unpublished).

    Our results show that the interactionary as a didactic format engages students and allows them to explore a messy design space. Furthermore, three phases of the design process were identified in all studies: ideation, sketching and reflection/evaluation. The groups displayed differences in their multimodal approach to design. For example, the engineering students mainly made use of ephemeral communication strategies (gestures and speech) rather than sketching with physical materials, while the two other student groups employed physical materials (clay, lego, paper sketching) to a higher degree. Furthermore, there was a tendency for the design objective to override the specific competences of the participating individuals whereby the design process became a collaborative team effort. Students mainly made use of their everyday knowledge, indicating a need to better address domain knowledge (in interaction design, chemical engineering or other domains respectively). Nevertheless, all thirteen groups in the three studies articulated and produced prototypes and basic use-scenarios within the time-limit which shows that the format engages the students and enables a short project takeoff. There remains, however, the need for research into how teachers can instruct, coach and intervene in the design process as well as in the use of disciplined domain knowledge.

    The move from print to multimedia will cause changes not only to the form of the news service but also the involved processes in the news organizations. The cooperative scenario building technique is used on a number of groups; end-users, management and media professionals to envisioning the news services of the future. We take the perspective of consensus and conflict to illustrate the identified visions. Firstly, we illuminate conflicts and consensus between the groups, regarding their visions and future use scenarios. Secondly, we show the implications of using the cooperative scenariobuilding technique in relation the consensus and conflict perspectives in cooperative design. We conclude that both consensus and conflicts could be found in the scenarios described in the paper and that the cooperative technique was suitable in this context.

    In response to the increasing political and popular demand on e-government to deliver, governments have begun to seek out new, alternative forms of operation. One such development in the domain of e-government is the emergence of private-public partnerships (PPP). However, research on PPPs in the service layer of e- government is virtually silent. In this paper we argue that one possible approach to help close this gap is by investigating key partnership issues from a platform perspective. Building on a case study, and using this novel perspective, we identify three key barriers for developing platform-based partnerships for e-service delivery in local government: the bureaucratic barrier, the interface barrier and the business barrier. Based on experiences from this study, we also conclude that the platform approach have proven useful as a means to close the highlighted gap in research.

    Purpose: This study present and provide insight into the design of eVAL, an ex ante e-service evaluation model designed for use in local governments with the ambition of helping local governments overcome the challenges of e-service delivery.

    Methodology: The evaluation model has been developed through participatory design research, which takes place within an overarching case study of a Swedish municipality.

    Findings: This paper identifies three key challenges for e-service delivery and evaluation in the local government: managing intricacy, handling public value and forecasting take-up.

    Research limitations/implications: This study stresses the need for researchers to give attention to the dilemma local governments are faced with, and provides a possible middle-way out of the debate on the appropriateness of traditional investment techniques in the public sector.

    Practical implications: The importance of data and organizational capabilities for evaluation and successful implementation of e-services is stressed.

    Originality/value: This study provides an insight into the challenges that local governments have to face as the attempt to implement e-services in an efficient and effective fashion, while at the same time presenting a novel evaluation model capable of addressing some of these challenges. Whereas evaluation models do exist, none of the models reviewed during design were found applicable in the context of local government.

    The great promises of e-government have proven to be harder than expected to realise. Effective and efficient e-service delivery is dependent on making sound choices as to which e- services to implement; consequently, accountability in the use of ICT-resources have become of increasing importance. This generates a need to identify what constitutes a suitable e-service, and to devise models capable of evaluating available options. As public services reach beyond the business rationale of the private sector, such considerations must deal with the complexity of public value. Additionally, due to the heterogeneous nature of local government it is not feasible to evaluate every candidate in depth. For e-service delivery to reach beyond major services governments must lower their demands for accuracy and implement more cost- efficient ways of estimating public value. This paper investigates how this can be achieved while maintaining satisfactory results, and builds an understanding of the challenges that local governments face in doing so.

    Information systems (IS) are strategic in so far as they are used to realize strategic intent. Yet, while much has been said about aligning IS functionality with the strategic intent and how to organizationally implement strategically aligned systems, less is known of how to successfully implement strategic change associated with system use – a truly critical challenge within strategic IS implementation. Drawing on a strategy-as-practice perspective we address this gap by developing a multi-dimensional view of IS strategy, conceptualizing three key challenges in the IS strategy process, to explain how and why a paper mill, despite successfully implementing a strategic production management system, failed to produce intended strategic change. We call this outcome strategy blindness: organizational incapability to realize the strategic intent of implemented, available system capabilities. Using a longitudinal case study we investigate how cognitive rigidity of key actors and fixed, interrelated practices shaped the implementation of the new production system. We also identify core components and dynamics that constitute a richer multi-dimensional view of the IS strategy implementation (alignment) process. In particular, we identify three salient factors that contribute to strategy blindness – mistranslation of intent, flexibility of the IT artifact and cognitive entrenchment – and discuss how they affect strategic implementation processes. We conclude by discussing implications of our findings for IS strategy theory and practice, especially the contribution of strategy-as-practice to this stream of research.

    How are values and qualities expressed in interaction design? Previous research into this topic has largely been conceptual. How interaction designers and clients actually reason has only been touched upon in empirical studies. The research question for this paper is how interaction designers, as a collective and in an unfolding design process, concretize values and qualities in meetings with clients. By way of video recordings, we have analyzed two interaction design workshops. The analysis indicated that values were concretized top-down, from general conceptions and the design brief given, while also explored bottom-up. Several kinds of communicative means (e.g. talk, gestures, whiteboards, post-it notes) were used to animate values and design visions. Mixing a top-down and bottom-up approach allowed the designers to be both prescriptive and sensitive the uniqueness of the design situation. The differences in communicative means did not really matter for how values and qualities were made concrete. What mattered was that people really started talking with each other. Introduction

This study investigates actual use, perceived usefulness and user experiences of LCMS use on mobile phones at Makerere University in Uganda. The study identifies challenges pertaining to use and discusses how to improve LCMS use on mobile phones. Such solutions are a cornerstone in enabling and improving mobile learning. Data was collected by means of focus group discussions, an online survey designed based on the Technology Acceptance Model (TAM), and LCMS log files of user activities. Data was collected from two courses where Moodle was used as a learning platform. The results indicate positive attitudes towards use of LCMS on phones but also huge challenges whichare content related and technical in nature.

    This study reports an interpretative case study investigating practices and challenges in an emerging m-learning environment at Makerere University in Uganda. The research was part of the MobiClass pilot project. Data was collected by means of observations and interviews with teachers and various m-learning support staff, including teacher trainers, systems administrators and a software developer. The Framework for Rational Analysis of Mobile Education (FRAME) is used as an analytic framework. The research focuses on how learning content management systems (LCMS) are implemented and used for m-learning purposes. We observed teacher training and m-learning content development practices and found that teacher skills for developing educational content, institutional m-learning policies and training programs are crucial success factors. The main finding is the importance of the support staff; it takes a long time to implement new technology and change teaching practices, support staff is needed to manage, inspire and support student and teachers.

    Learning from anywhere anytime is a contemporary phenomenon in the field of education that is thought to be flexible, time and cost saving. The phenomenon is evident in the way computer technology mediates knowledge processes among learners. Computer technology is however, in some instances, faulted. There are studies that highlight drawbacks of computer technology use in learning. In this study we aimed at conducting a SWOT analysis on ubiquitous computing and computer-mediated social interaction and their affect on education. Students and teachers were interviewed on the mentioned concepts using focus group interviews. Our contribution in this study is, identifying what teachers and students perceive to be the strength, weaknesses, opportunities and threats of ubiquitous computing and computer-mediated social interaction in education. We also relate the findings with literature and present a common understanding on the SWOT of these concepts.

    Results show positive perceptions. Respondents revealed that ubiquitous computing and computer-mediated social interaction are important in their education due to advantages such as flexibility, efficiency in terms of cost and time, ability to acquire computer skills. Nevertheless disadvantages where also mentioned for example health effects, privacy and security issues, noise in the learning environment, to mention but a few. This paper gives suggestions on how to overcome threats mentioned.

    Government websites offer great benefits to citizens and governments. Such benefits, however,cannot be realized if websites are unusable. This study investigates usability of government websites in Uganda.Using the feature investigation method, the study evaluated four Ugandan government websites according tothree perspectives. Results show that websites are partially usable in the design layout and navigationperspectives but are rather weak in stating legal policies. Evaluation results provide the Ugandan governmentwith a clear picture of what needs to be improved according to international website design standards. Moreover,the parsimonious evaluation framework proposed in the research is useful for any country that wants to do aquick and easy evaluation of their government websites.

    Learning from anywhere anytime is a contemporary phenomenon in the field of education that is thought to be flexible, time and cost saving. The phenomenon is evident in the way computer technology mediates knowledge processes among learners. Computer technology is however, in some instances, faulted. There are studies that highlight drawbacks of computer technology use in learning. In this study we aimed at conducting a SWOT analysis on ubiquitous computing and computer-mediated social interaction and their affect on education. Students and teachers were interviewed on the mentioned concepts using focus group interviews. Our contribution in this study is, identifying what teachers and students perceive to be the strength, weaknesses, opportunities and threats of ubiquitous computing and computer-mediated social interaction in education. We also relate the findings with literature and present a common understanding on the SWOT of these concepts. Results show positive perceptions. Respondents revealed that ubiquitous computing and computer-mediated social interaction are important in their education due to advantages such as flexibility, efficiency in terms of cost and time, ability to acquire computer skills.     Abstract [sv]

    eFörvaltning ses som ett medel för att göra kommunalt förvaltningsarbete mer effektivt och interoperabelt. Dock begränsas kommuner av oförmåga att uppnå det vilket försvårar genomförandet av deras uppdrag. En orsak till varför införandet av eFörvaltning inte ger de systematiska fördelar som efterfrågas beror på att införandet av informations och kommunikations teknologier (IKT) inte är tillräckligt. Förändringen som krävs kan inte ske över en natt utan är en gradvis förändring över tid som även kräver nya sätt att arbeta på. Kommuner behöver hantera sin eFörvaltningsutveckling på ett mer strukturerat sätt för att öka möjligheterna att förverkliga de fördelarna som sägs kunna erhållas. Enterprise Architecture (EA) har på senare tid kommit att ses som en möjlig lösning för att komma tillrätta med denna problematik. Genom att arbeta mot en EA skapas möjligheten att brygga IKT system med affärsprocesser och därigenom leda till effektivitet och interoperabilitet. Dock är EA inom offentlig sektor ifrågasatt. Forskare menar att EA saknar tydlig definierad omfattning och begreppsvärld, vilket gör användningen av EA inom förvaltningsarbete svår. De omfattande logiska EA ramverk som finns idag saknar innehåll som är specifikt relaterade till offentlig sektor. Vari det blir problematiskt att arbeta mot en EA inom offentlig sektor.

    Denna licentiatavhandling lägger följande forskningsfråga: ”Vilken roll har EA för införandet av eFörvaltning inom Svenska kommuner?” Samt följande underfrågor ”Vilka förutsättningar finns för att använda EA vid eFörvaltningsutveckling?” ”Vad har Örebro kommun uppnått genom att arbete mot en EA i deras eFörvaltningsutveckling?” Och ”Vilka problem har Örebro kommun upplevt av att arbeta mot en EA vid eFörvaltningsutvecklingen?”. En longitudinell fallstudie av ett eFörvaltningsutvecklingsprojekt i Örebrokommun genomfördes mellan 2007 och 2009 med syfte att utröna dessa frågor och för att skapa insikt om EAs roll för eFörvaltningsutveckling. Förutsättningar, resultat och upplevda problem vid eFörvaltningsutvecklingen studerades. I anslutning till detta empiriska arbete genomfördes även en jämförandestudie av eFörvaltningsmål såsom de anges i officiella statliga dokument inom så väl Sverige som i EU gentemot förmodade fördelarna med EA som diskuteras i samtida EA-litteratur.

    Studien visar att EA som fenomen ses som en förutsättning för att lyckas med eFörvaltning. 7 viktiga aspekter gällande förutsättningen för att lyckas med kommuners eFörvaltningsutveckling identifierades: Skillnaden mellan administrativa och politiska ansvaret, Politiskt mandat, Politisk timing, Resursfördelning, Samordning under NPM, Leverantörsberoende, Val av standard och bäst praxis. För att förbättra möjligheten att röna framgång i eFörvaltningsutveckling behöver dessa aspekter aktualiseras och hanteras. New Public Management (NPM) som styrmodell utgör ett strukturellt hinder för eFörvaltningsutveckling som förhindrar en mer explicit användning av EA-ramverk, vilket påverkar möjligheten att uppnå uppsatta mål negativt. Trots den strukturella problematik som föreligger, kan stöd erhållas genom att arbeta utifrån ett ”EA-tänk”. Ett ”EAtänk” kan här ses som ett medel för att påbörja förändringen mot en EA utan att för den delen explicit använda sig av ett EA-ramverk, eller -metod. Dock är det viktigt skapa en förståelse för att ”EA-tänk” som fenomen i sin tur ger upphov till strukturer och således kan leda till problem som även de måste hanteras för att eFörvaltningsutveckling skall lyckas. eFörvaltning, NPM och ett ”EA-tänk” skapar en strukturell triad där olika strukturella egenskaper i vissa fall sammanfaller med varandra vari de kan stödja kommuner i dess arbete och således bidra till positiv utveckling. Medan det i andra fall leder till negativ utveckling där administrationen upplever problem att ta till sig av de rekommendationer eFörvaltningsprojektet kan tänkas ge till organisationen som helhet. Paradoxalt nog skapar denna strukturella triad en situation där kommuner måste arbete runt sig själv för att komma framåt. Normer och befintliga strukturer i kommuner förhindrar effektiv samarbete både internt mellan olika förvaltningar och externt gentemot andra kommuner och landsting vilket leder till fragmentariska framsteg mot projektmålen och i slutänden även kommunens övergripande mål gällande eFörvaltningsutveckling. Givet de i många fall motstridiga strukturella egenskaper som finns mellan NPM och eFörvaltning innebär att det initiala arbetet mot EA i eFörvaltningsutveckling är ett ytterst komplext fenomen. För att öka möjligheten att eFörvaltningsutvecklingen blir lyckad krävs det att kommuner känner till och hantera den negativa inverkan NPM har på eFörvaltningsutveckling. Samtidigt behöver de känna till och hanterar problematiken som uppstår av att arbeta mot en EA genom ett ”EA-tänk”, Samt att som studien visat, EA ger inget stöd för mer politiseras mål, vari kommuner behöver annat sätt och andra strategier för sådant arbete. Detta är viktigt att beakta, speciellt med tanke på att mer politiserade mål i mångt och mycket är de mål som kommer premieras av politiker. Av just den enkla orsaken att politiker inte blir omvalda på grund av “effektiva IKT integrerade interna processer” utan blir omvalda utifrån förbättringar som är synliga och som gagnar medborgare positivt.

    Avhandlingen bidrar till forsknings genom att öka förståelse för och behovet av att hantera både positiva och negativa faktorer som påverkar möjligheten att lyckas med eFörvaltningsutveckling inom kommunalt arbete. Vilket inkluderar de 7 identifierade kritiska faktorer måste aktualiseras och hanteras för att öka möjligheten att lyckas. Den negativa effekt NPM har på eFörvaltningsutveckling och hur ett ”EA-tänk” kan leda till positiv utveckling, även om det som denna studie visat inte kan bidra till mer politiserade mål. Vad gäller denna licentiatavhandlings bidrag till praktiken så bidrar den med att belysa den problematiska situation som föreligger av att institutionaliserade strukturer i många fall verkar som ett hinder mot förändring. Studien möjliggör även till att kommuner kan skapa en förståelse för sin egna eFörvaltningsutveckling och möjligtvis kan verka för att inte uppleva samma problematik som identifierats i Örebros eFörvaltningsutveckling samt visa på hur en kommun kan arbeta för att hantera den problematik som inte kan förhindras alternativ som uppstår trots denna kunskap.

    This article discusses practices, opportunities and challenges in local eGovernment project management by means of a case study of a Swedish city aiming at completely refocusing services, electronic and other, to become “citizen oriented”, meaning being able to meet the citizens’ needs more effectively. Based on empirical evidence collected by interviews and document studies, the article analyzes the development towards eGovernment and “the 24/7 agency”. Analyzing the case against eGovernment success factors we find seven challenges; political timing, resource allocation, political mandate, distinction between administrative and political responsibilities, coordination of departments, dependence on providers, and wise use of standards.. These challenges are critical because they mean choices important for national eGov development are open for local politics, complicated ad-hoc alliances among cities, and influences of strong individuals and groups. The article analyzes the challenges and finds that this situation is much a consequence of the prevailing strategic model for the public sector, New Public Management (NPM). This model by design leaves these issues in a void which has to be filled by negotiations among many actors with different roles, goals, and action space. The case shows that this makes national strategic eGov development volatile as it is dependent on a large number of local political assemblies; unlike the intention, NPM politicizes eGovernment.

    This article discusses practices, opportunities, and challenges in local e-government project management by means of a case study involving interviews, document studies, and an element of action research, over eight months. The analysis against e-government success factors finds seven "critical issues"; political timing, resource allocation, political mandate, distinction between administrative and political responsibilities, coordination of departments, dependence on providers, and use of standards. We found these issues open for local choice, influences of strong individuals and groups, and chance. This is a consequence of the prevailing strategic model for the public sector, New Public Management, which leaves these issues to be filled by negotiations among many actors with different roles, goals, and action space. The general lesson is that there is a need for practical ways of acting strategically to reduce the risk level and increase the ability to implement policy.

    The purpose of this study is to increase the understanding of immature use of Enterprise Architectures (EAs). In this paper we present results from an eGovernment initiative in a Swedish local government. This longitudinal case study illustrates the problems of taking initial steps of moving towards an EA during the development and implementation an eGovernment initiative. Through an analysis of goal achievements, we develop a better understanding of the challenges of using EA frameworks for local eGovernment-projects. Our results show that the immature use of the EA framework resulted in parts of the organization deviating from plan where individual members began to implement individual solutions, instead of basing decisions on the overall architecture. This impaired project’s possibility to develop towards an EA in an efficient way.

    Electronic patient records provide a valuable source of information for detecting adverse drug events. In this paper, we explore two different but complementary approaches to extracting useful information from electronic patient records with the goal of identifying candidate drugs, or combinations of drugs, to be further investigated for suspected adverse drug events. We propose a novel filter-and-refine approach that combines sequential pattern mining and disproportionality analysis. The proposed method is expected to identify groups of possibly interacting drugs suspected for causing certain adverse drug events. We perform an empirical investigation of the proposed method using a subset of the Stockholm electronic patient record corpus. The data used in this study consists of all diagnoses and medications for a group of patients diagnoses with at least one heart related diagnosis during the period 2008--2010. The study shows that the method indeed is able to detect combinations of drugs that occur more frequently for patients with cardiovascular diseases than for patients in a control group, providing opportunities for finding candidate drugs that cause adverse drug effects through interaction.

    An administrative health register containing health care data for over 2 million patients will be used to search for factors that can affect the treatment of heart failure. In the study, we will measure the effects of employed treatment for various groups of heart failure patients, using different measures of effectiveness. Significant deviations in effectiveness of treatments of the various patient groups will be reported and factors that may help explaining the effect of treatment will be analyzed. Identification of the most important factors that may help explain the observed deviations between the different groups will be derived through generation of predictive models, for which variable importance can be calculated. The findings may affect recommended treatments as well as high-lighting deviations from national guidelines.

    We present two ongoing projects aimed at learning from health care records. The first project, DADEL, is focusing on high-performance data mining for detrecting adverse drug events in healthcare, and uses electronic patient records covering seven years of patient record data from the Stockholm region in Sweden. The second project is focusing on heart failure and on understanding the differences in treatment between various groups of patients. It uses a Swedish administrative health register containing health care data for over two million patients.

    Analysis of manufacturing supply chains using system dynamics and multi-objective optimization2013Doktorsavhandling, monografi (Övrigt vetenskapligt)

    Supply chains are in general complex networks composed of autonomous entities whereby multiple performance measures in different levels, which in most cases are in conflict with each other, have to be taken into account. Hence, due to the multiple performance measures, supply chain decision making is much more complex than treating it as a single objective optimization problem. Thus, the aim of the doctoral thesis is to address the supply chain optimization problem within a truly Pareto-based multi-objective context and utilize knowledge extraction techniques to extract valuable and useful information from the Pareto optimal solutions. By knowledge extraction, it means to detect hidden interrelationships between the Pareto solutions, identify common properties and characteristics of the Pareto solutions as well as discover concealed structures in the Pareto optimal data set in order to support managers in their decision making. This aim is addressed through the SBO-framework where the simulation methodology is based on system dynamics (SD) and the optimization utilizes multi-objective optimization (MOO). In order to connect the SD and MOO software, this doctoral thesis introduced a novel SD and MOO interface application which allow the modeling and optimization applications to interact. Additionally, this thesis work also presents a novel SD-MOO methodology that addresses the issue of curse off dimensionality in MOO for higher dimensional problems and with the aim to execute supply chain SD-MOO in a computationally cost efficient way, in terms of convergence, solution intensification and accuracy of obtaining the Pareto-optimal front for complex supply chain problems. In order to detect evident and hidden structures, characteristics and properties of the Pareto-optimal solutions, this work utilizes Parallel Coordinates, Clustering and Innovization, which are three different types of tools for post-optimal analysis and facilitators of discovering and retrieving knowledge from the Pareto-optimal set. The developed SD-MOO interface and methodology are then verified and validated through two academic case studies and a real-world industrial application case study. While not all the insights generated in these application studies can be generalized for other supply-chain systems, the analysis results provide strong indications that the methodology and techniques introduced in this thesis are capable to generate knowledge to support academic SCM research and real-world SCM decision making, which to our knowledge cannot be performed by other methods.

    The increased involvement of animals in digital technology and user-computer research opens up for new possibilities and forms of interaction. It also suggests that the emerging field of Animal–Computer Interaction (ACI) needs to reconsider what should be counted as interaction. The most common already established forms of interaction are direct and dyadic, and limited to domesticated animals such as working dogs and pets. Drawing on an ethnography of the use of mobile proximity sensor cameras in ordinary wild boar hunting we emphasize a more complex, diffuse, and not directly observable form of interaction, which involves wild animals in a technological and naturalistic setting. Investigating human and boar activities related to the use of these cameras in the light of Actor-Network Theory (ANT) and Goffman's notion of strategic interaction reveals a gamelike interaction that is prolonged, networked and heterogeneous, in which members of each species is opposed the other in a mutual assessment acted out through a set of strategies and counter-strategies. We stress the role of theory for the field of ACI and how conceptualizations of interaction can be used to excite the imagination and be generative for design. Seeing interaction as strategies and acknowledging the existence of complex interdependencies could potentially inspire the design of more indirect and non-dyadic interactions where a priori simplifications of design challenges as either human or animal can be avoided.
