    Abstract [en]

    Nowadays, utility of information and communication technology (ICT) in education is a way to facilitate interaction and accessing information for learning in higher education. However, finding a set of structured e-resources to facilitate learning within specific courses is still a big challenge in most of the institutions and universities. This includes the problems and challenges for the thesis courses in both undergraduate (Bachelor) and graduate (Master) level in Sweden. To overcome or reduce the problems and enhance quality of outcomes in the thesis courses, the department of Computer and Systems Sciences (DSV) at Stockholm University has developed a Learning Support System, SciPro (Scientific Process), to support thesis process. This study aims at investigating learners’ perspectives on usefulness of structured e-resources in order to reduce challenges for finding information related to the thesis steps in SciPro. This is done based on an open online survey, carried out in 2012-2013 of students’ perspectives at DSV. The study found the actual problems and hence suggested a model as a way forward to sort the useful e-resources to support reducing the problems in the thesis process.

    Going Global – Lessons learned from developing an online Master’s in ICT4D2013Konferensbidrag (Refereegranskat)

    Information and Communication Technology for Development (ICT4D) is a rapidly expanding field where successful outcomes require interdisciplinary collaborations. Stakeholders involved in ICT4D projects have a wide variety of educational backgrounds and ICT4D training. Literature and education on ICT4D has been compared to a lost sheep but currently there exists six master programmes in ICT4D at university level (University of Colorado, Boulder, Berkeley University of California, University of Cape Town, Royal Holloway University of London, University of East London and University of Manchester). However, none of these existing programmes are entirely available online and possible to complete by distance studies only. The aim of the present study is to analyse and discuss the needs and requirements for a master’s programme in ICT4D given entirely online as distance education. Applicants to a new online master’s programme developed at the Department of Computer and Systems Sciences at Stockholm University have responded to an online questionnaire on what they find important in an ICT4D programme. Findings show that even though online education has been around for quite a while, there are still a lot of issues to address and globally oriented distance education does have particular pedagogical, cultural, administrative and technical challenges. The lack of interdisciplinary programmes in ICT4D is evident and we definitely think that there is a need for a new master’s programme that is given in distance mode only. Furthermore, our vision is to open up the programme in the line of open access principles in a near future when course content and pedagogical ideas have been evaluated more in detail.

    Abstract [en]

    Public organizations handle many request from citizens, some are routine requests, while others are more complex. To handle requests it is assumed that the case handler and the client share some common grounds, for example that the client and handler have a basic shared understanding of the roles and requirement on them. In this paper we examine how the concept of open data can be used to help the interaction between the client and the case handler. Open data builds upon that public data sources, such as legislations and explanations thereof, is made public. Third parties can then make use of this data and provide tailor-made services for clients. The paper is based on a case study performed at a Swedish municipality, and focus on the potential of open data application for improving the municipalities case handling.

    Abstract [en]

    As more public organizations aim to move to the stage of transformational Government, the need for ‘single point of contact” increases dramatically on local, regional and national government levels. This paper contributes to literature by reporting the findings from three case studies of Swedish local government who has reached, or intend to reach, the transformational stage of e-Government. Using a grounded theory approach, information about the municipalities was collected and analyzed from the perspective of goals, implications and change management. The paper reports on the opportunities aimed for and experienced by the municipalities as well as the organization-al, technical and legal challenges faced by them. Finally we make five prop-ositions, based on the learning from the case studies, on how to manage changes related to implementing single point of contact in local government.
