    Abstract [en]

    Chapter 10 by Bo Wennström who thus widens the perspective towards multi-agency cooperation. As a starting point, he notes that fighting crime is a concern for several players at different levels – from the local to the international level, while nation states are still modelled around vertical thinking. This ‘new order’ has been caused by an internal diffusion of power due to privatisation and deregulation, and by globalisation. The need for multi-agency cooperation is evident and the call for horizontal cooperation has become a co-occurring phenomenon in every debate on government, governance and public service. Especially in the field of security and fighting crime, the call for horizontal cooperation is now ever-present. Wennström argues that a kind of naïve ‘horizontal ideology’ exists, which presupposes that what is done in the name of horizontal collaboration is always good in itself, because it is done with a good purpose in mind: to increase safety and reduce violence. But multi-agency cooperation creates complex hierarchies in which the players tend to demonstrate a high degree of independence. The aim of this chapter is to offer a broader understanding of horizontal agency cooperation in the field of crime and security. A special focus will be on the shift from cooperation to coordination in the AFSJ in EU.

    This anthology is part of the project “Good Practice for Dialogue and Communication as Strategic Principles for Policing Political Manifestations in Europe”

    The purpose of the GODIAC project was to contribute to the development of a European approach to policing political manifestations.

    GODIAC addressed the following overall research questions:

    •  How can communication and dialogue strategies contribute to preventing public order disturbances or help de-escalate tense situations in demonstrations?
    • What are the motives of and the different tactics and strategies used by different kinds of protest groups?
    •  What police strategies and tactics can be seen as good examples?

    The aim of this researcher volume is, on the one hand, to present research produced during the course of the GODIAC project, along with the experiences of police offi cers in the fi eld and of trainers who participated in the project, and on the other hand, to broaden that perspective by incorporating contributions from outside the project. The volume is divided into two parts; the fi rst deals with issues related to the police, and the second addresses issues related to demonstrators and protesters.

    Police organizations in several Northern and Western European countries have recently witnessed fundamental reforms to their structures as well as to their relationships with governments.Many (but not all) of these macro-level reforms can be understood as forms of centralization. New or strengthened national police organizations have been created, with new territorial arrangements for delivering police services, involving the establishment of new structures of police governance and accountability. Written by highly experienced researchers, the essays in Centralizing Forces? Reveal intriguing similarities and differences in police reform in eight European countries: France, Denmark, Finland, Belgium, England and Wales, Scotland, the Netherlands and Sweden.The chapters examine the nature and dimensions of police reform and the importance of the political, cultural, social and economic contexts in which reform is happening. Despite some significant similarities in the reform process, the book also illustrates that there are important differences in the backgrounds, nature and consequences of police reform. Police reform is therefore strongly context dependent, not only in its underling drivers and motives, but also in its cultural meaning and the resulting problems and challenges. The cumulative product of these insights is evidence of how police reform is strongly linked to changing views about the role of the police in contemporary society, the shifting balance of power relations between key actors, and on political assumptions about the preferred relationships between the public police and national governments.This book therefore provides critical insights into police reform in different national contexts and a snapshot of a dynamic European policing landscape in which the contours of the relationships between police organizations, governments and citizens are being redrawn.

    Boken handlar om hur olika synsätt på människan och individen speglas i rätten. Den tes som drivs i boken är att rätten, precis som samhället i övrigt, individualiseras allt mer. En fråga som behandlas utifrån detta är: Hur behålla de framsteg som den moderna staten och lagstiftningen givit i form av stabilitet och säkerhet m.m. och samtidigt tillgodose senmoderna krav på självförverkligande och individuellt självbestämmande?

    För att besvara den frågan görs dels en historisk genealogisk undersökning, dels diskuteras individen i förhållande till medborgarskapet. De vunna insikterna tillämpas därefter på frågor om dels barn och barndom, dels kön.

    The overall objective of this unique volume is to understand what effects globalisation has had on the traditional views of sovereignty, seen from a Chinese and European, primarily Swedish, perspective. Does the cultural-historical approach have any value in China today or is it only seen as political reminiscence with very little real effects in the wake of globalisation? What are the differences between different understandings of sovereignty in different parts of the world? How has the concept changed generally because of a different international structure, with for example regional integration gaining in importance not least in Europe? These are some of the underlying questions being addressed in this anthology. The authors are Chinese and Swedish scholars who offer reflections from the perspective of legal philosophy, public international law, international human rights law, economic law and international relations.
