    En räddare i nöden: En analys av kammarrättens konstruktion av nöd och rätten till nödbistånd2021Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [sv]

    Det finns ingen särskild nödbiståndsparagraf i socialtjänstlagen (SFS 2001:453) [SoL] utan bedömningen av rätten till nödbistånd regleras i samma paragraf som ekonomiskt bistånd, nämligen SoL 4:1. Syftet med denna studie var att analysera på vilket sätt nöd och rätten till nödbistånd konstrueras av kammarrätten. Dessutom avsåg denna studie att undersöka hur rättssäkerheten för enskilda som söker nödbistånd påverkas genom konstruktionerna av nöd och rätten till nödbistånd. Socialkonstruktionism, rättssociologi samt formell rättssäkerhet och materiell rättssäkerhet är de teoretiska perspektiv och begrepp som användes när studiens empiri analyserades. Sammanlagt analyserades 42 rättsfall från kammarrätten med hjälp av kvalitativ innehållsanalys. Under analysprocessens första steg styrde inte studiens teoretiska utgångspunkter de kategorier som togs fram, utan detta gjordes efteråt. Med hjälp av innehållsanalys urskiljdes följande fyra kategorier: Kapital, Livssituation, Eget ansvar och tidsaspekt samt Byråkrati. De första två kategorierna utgör kammarrättens konstruktion av nöd, medan de andra två kategorierna representerar kammarrättens konstruktion av rätten till nödbistånd. 

    Studiens resultat visar bland annat på att kammarrätten konstruerar nöd utifrån den enskildes kapital, där även individens egna livssituation samt föreställningar i samhället kan påverka kammarrättens bedömning om man befinner sig i nöd eller inte. Kammarrättens konstruktion av rätten till nödbistånd fokuserade på den enskildes egna ansvar för sin privatekonomi. Dessutom påverkade antalet nödlägen samt om nödsituationen ansågs självförvållad eller inte huruvida den enskilde beviljades nödbistånd eller inte, kammarrätten förstärker därmed egenansvarsnormen. I denna konstruktion blev det även tydligt att den enskilde behöver bevisa sin nödsituation genom att bifoga relevanta underlag och dokument i sin ansökan. Att det inte finns ett enhetligt sätt att bedöma nöd kopplas till att SoL beskrivs och tolkas som en ramlag. Konstruktionerna påverkar negativt den formella och materiella rättssäkerheten, eftersom studiens resultat visar att kammarrättens beslut och bedömningar inte är förutsägbara eller överensstämmer med de verkliga förhållandena. Denna studie identifierar att avsaknaden av en nödbiståndsparagraf och tillräckligt med prejudicerande domar om nödbistånd gör det svårt för de enskilda och de professionella inom socialt arbete att bedöma när en nödsituation föreligger samt när den stödsökande har rätt till nödbistånd. Studien visar att dessa vägledningar möjligtvis skulle förbättra rättssäkerheten och förenkla ansökningsprocessen för individen, samt även för dem professionella som handlägger och bedömer nödbiståndsansökningar.

    Abstract [en]

    Being socially connected is a universal human need, but a substantial number ofolder men and women are or become excluded from these connections in later life. Exclusionfrom social relations (ESR) is unwanted as it undermines people’s ability to lead a healthy,active, and independent life. Policies to reduce this form of exclusion have been limited ineffectiveness, due in part to a broader lack of knowledge about the dynamics of socialexclusion in older ages and the intersection of social exclusion with gender constructions. Toadvance our understanding of ESR in later life, we develop a heuristic model based on theoriesand previous empirical studies. Considering the gendered constructing forces of ESR in olderage that can potentially lead to loneliness and reduced health and wellbeing, the modelidentifies individual drivers, such as biopsychosocial conditions, personal standards and life--course transitions, and macro-level drivers, such as norms and welfare state provisions. Thismodel can serve as a conceptual platform for further theoretical development and empiricalstudy on the gendered construction of ESR in later life. While our focus is on drivers of ESRand its outcomes, potential reversed effects are also discussed.

    The objective of this argumentative paper is to study the play Waiting for Godot from a specific point of view. The statement of this thesis is that the lives of Vladimir and Estragon are presented as meaningless, and this claim is based on the analysis of the play and the study of other published scholarship that is associated with the topic. The thesis is divided into three chapters, each chapter discusses each argument and shed light on some philosophical concepts such as Existentialism, Absurdisim, and Nihilism. However, the main focus is on the fundamental meaning of the lives of the main characters, Vladimir and Estragon.

    Abstract [sv]

    Syftet med vår studie är att fördjupa kunskapen om hur migranter som kommer till Sverige från länder utanför EU upplever och beskriver sina identitetsprocesser. Vi har använt tre självbiografiska berättelser skrivna av personer med utländsk bakgrund: Sverigevänner (2019), Den udda fågeln (2022) och Min väg från flykting till hela Sveriges polis (2022). Vi har använt en hermenutisk utgångspunkt, en narrativ analysmetod, Jenkins sociala identitetsteori, Goffmans stigmateori, Baumans teori om "Vi" och "De andra", samt Hammarén och Johanssons hybrida identitetsbegrepp.

    Vi kom fram till att identitet ändras i individens interaktion med omgivningen. Studien visar också att faktorer, som kan tolkas ha betydele i identitetsprocesser, är individens sociala positioner, respekt och erkännande, språksvårigheter, relationen med arbetsmarknaden och behärskande av sociala koder, individens annanhet och upplevelsen av grupptillhörighet. Utifrån detta har vi observerat att migranter strävar efter att bli en del av majoritetssamhället, men även upplever att de skulle vilja kunna behålla sin integritet. 

    Studien fokuserar på migranters upplevelser av sina identitetsprocesser. Vi har observerat att för att bli en del av det svenska samhället, krävs det mycket arbete och ansträngning från migrantens sida att utveckla en identitet som passar in i det nya samhället. Vi har likställt detta arbete med ett projekt. Med inspiration från boken Sverigevänner (2019) skriven av Arash Sanari, har vi valt att benämna denna studie till Projekt Svensk.

    Abstract [sv]

    Syftet med denna kvalitativa studie är att undersöka vilka egenskaper och beskrivningar som ingår i konstruktionen av en missbrukande förälder i fyra nordiska filmer. De studerade filmerna är Trädgårdsgatan (2017), Mig äger ingen (2013), Submarino (2010) och Svinalängorna (2010). Syftet med studien är även att undersöka hur framställningen av familjemedlemmars reaktioner på missbruket i filmerna bidrar till konstruktionen av den missbrukande föräldern. Studien utgår ifrån ett socialkonstruktionistiskt perspektiv och använder narrativ metod. Två centrala teoretiska begrepp som används är normalitet och avvikelse för att analysera hur förälderns föräldraskap konstrueras som antingen normalt eller avvikande. Eftersom narrativ metod används analyseras filmerna som berättelser, mer specifikt berättelser om familjer. I studien har vi funnit att den missbrukande föräldern konstrueras genom önskvärda respektive avvikande egenskaper.

    I analysen har vi utifrån nyckelscener och nyckelcitat synliggjort de fem mest utmärkande egenskaperna som föräldern tillskrivits genom filmernas berättelser. Dessa är att vara socialt utsatt, ansvarslös, kontrollös, medveten (kring det som avviker) och känslomässigt nära till sitt barn. Egenskaperna har sorterats efter fem teman och under dessa har vi analyserat varje tillskriven egenskap och hur de bidrar till konstruktionen av den missbrukande föräldern i de studerade filmerna. Sammantaget visar vår studie att det är en viss stereotypisk bild av en förälder som förmedlas, men även en komplex sådan. Vår förhoppning med studien är att skapa medvetenhet kring hur film kan framställa, producera och reproducera vissa stereotypa bilder eller föreställningar för ett fenomen, som i detta fall är ett föräldraskap i missbruk.

    Abstract [en]

    In this study, we have collected and reviewed decision justifications from 58 of Sweden's municipalities to see to what extent they fulfill the criteria in 32 § of The Administrative Procedure Act (2017:900) and whether there are differences in fulfillment based on the municipalities' demographic and financial conditions with economies of scale as the underlying theory. We start from six municipal groups and highlight differences in fulfillment between these municipal groups.

    We have reviewed whether the decision justifications contain regulations and circumstances and whether they are written in a clarifying manner. We show that there is a significant proportion of municipalities that do not meet the criteria and we have also identified differences based on the municipal group to which they belong. We have shown that the majority of municipalities' decision justifications have levels of readability that are classified as difficult. With the help of the concept hierarchy, we have also made the meaning of the concepts visible in order to fulfill the clarification criterion, where we see that more than half of the municipalities' decision justifications have words from the "Svarta listan". Together, this can create obstacles to public understanding and thus risk a decrease in trust in authorities. We find no statistically significant relationships between fulfillment of the criteria and municipalities' demographic and economic conditions, therefore our theory of economies of scale cannot be confirmed based on our analyses. Overall, the study provides insights into the challenges that individuals may face if they ever take part in decisionjustifications from social services.

    Abstract [en]

    In the early-15th-century book Il libro dell’arte by Cennino Cennini, the author uses the word diadema about a dozen times. The most recent Swedish edition from 2011 interprets this not as an object but as a halo, a divine light. The earlier edition from 1947/2000 keeps the closest meaning, a diadem, and by that the physical item. Both a material diadem and an immaterial halo would be represented in gold in the paintings described, consequently the symbolism of this material is closely linked to the interpretation of the motives Cennini could be describing.       

    The time around 1400, in Florence, is an important period of transition, where a fashion that differs for men and women has just been born, the boundaries of the sumptuary laws concerning headdress and jewellery are constantly challenged by women, and the rise of a more secular world where an individual dignity developed may instead be an argument that the word diadema is an essential sign of a more materialistic lifestyle emerging. Several factors come together arguing that the golden headdress of the early renaissance played just as important a role in paintings as the divine light and therefore showing that not every item gilded is a symbol of divinity, it can also be earthly belongings such as insignia, jewellery and dress decoration.

    Detta är en kvalitativ studie som utgår från socionomers egna upplevelser och tankar kring fysisk kontakt i mötet med barn som klienter. Syftet med studien är att bidra med fördjupad förståelse inom detta ämne. Genom semistrukturerade intervjuer och vår tolkning av detta material har studien försökt besvara de frågeställningar som syftar till att ta reda på vad som är lämplig respektive olämplig fysisk kontakt. Socionomerna som intervjuas arbetar med barn i 6–21 års ålder inom olika öppenvårdsverksamheter. Tolkningen utgår från ett hermeneutiskt vetenskapsteoretiskt perspektiv samt teorier om etik och moral samt begrepp som diskursetik, dygdetik, pliktetik och nyttoetik.

    Resultatet i studien pekar på att det som avgör vad som upplevs som lämplig respektive olämplig fysisk kontakt är barnets vilja. Det handlar om att lyssna på sin intuition, lyssna på barnet och respektera dennes behov, samt att låta barnet initiera den fysiska kontakten. Vi kan tolka att de flesta socionomerna i denna studie utgår främst från ett nyttoetiskt perspektiv i hur de tänker om fysisk kontakt med barn som klienter, men det finns drag av alla fyra principer i de flestas resonemang.

    Retirement is a major life transition that involves changes to everyday routines, roles, and habits. Previous studies suggest that retirement may influence drinking habits. Many natural inhibitors of alcohol consumption disappear with the removal of work constraints. The potential impact depends on both individual and contextual factors. Women in the cohorts undergoing retirement now have been more active on the labor market, including the occupation of higher status jobs, which indicates more financial resources as well as a larger role loss after retirement. Also, the current cohorts who retire have had more liberal drinking habits throughout their lives compared to previous cohorts. We therefore examined changes in alcohol consumption surrounding retirement in different education groups among women and men undergoing retirement using annual data from the Health, Aging and Retirement Transitions in Sweden (HEARTS) study, a longitudinal national study of 60- to 66-year-olds (n = 5,913), from 2015 to 2018. Latent growth curve models were used to estimate trajectories of alcohol consumption. Results showed that those who retired during the follow-up increased their usual weekly alcohol consumption while those who worked or were retired throughout the period had stable drinking habits. Those who were retired reported the highest alcohol consumption. The increase surrounding retirement was driven by people with higher education. Women with tertiary education and men with intermediate or tertiary education increased their weekly alcohol intake after retirement, while those with low education had unchanged drinking habits. Mechanisms and motivations that may fuel increased alcohol intake among people with higher education should be further investigated.

    Abstract [en]

    In qualitative research, the research process is often filled with moments of discomfort. These discomforts can appear at any stage of the research: when choosing thesubject of research, during fieldwork, in the process of analysis and when presenting research findings to different audiences. In this edited volume, we take thesemoments of discomfort seriously and use them as sites of knowledge production forreflecting on the politics and ethics of the qualitative research process. By locatingour experiences in implementing nine different PhD projects carried out in different disciplines and research contexts in social sciences, we argue that these momentsof discomfort help us to gain important insights into the methodological, theoretical, ethical and political issues that are crucial for the fields we engage with. Drawingon feminist and other critical discussions (Mulinari and Sandell 1999, Gunaratnam2003, Back 2007, Gunaratnam and Hamilton 2017), we deal with questions such as:What does it mean to write about the lives of others? What are the ethical modesand conundrums of producing representations? In research projects that are locatedin the tradition of critical or engaged scholarship, how are ethics and politics of representation intertwined, and when are they distinct?     This book offers insights on politics and ethics of representation that are relevant to researchers concerned with struggles for justice. It takes moments of discomfort in the qualitative research process as important sites of knowledge for exploring representational practices in critical research.

    The Politics and Ethics of Representation in Qualitative Research draws on experiences from research processes in nine PhD projects. In some chapters, ethical and political dilemmas related to representational practices are analyzed as experienced in fieldwork. In others, the focus is on the production of representation at the stage of writing. The book deals with questions such as: What does it mean to write about the lives of others? How are ethics and politics of representation intertwined, and how are they distinct? How are politics of representation linked to a practice of solidarity in research? What are the im/possibilities of hope and care in research?

    Drawing on grounded empirical research, the book offers input to students, PhDs, researchers, practitioners, activists and others dealing with methodological dilemmas from a critical perspective. Instead of ignoring discomforts, or describing them as solved, we stay with them, showing how such a reflective process provides new, ongoing insights.

    Syftet med denna kvalitativa studie var att få en ökad förståelse för hur socialarbetare, skolpersonal och polis samverkar i brottsförebyggande syfte för barn och ungdomar, i ett särskilt utsatt område i Sverige. Vi ville även undersöka vilka förutsättningar och hinder som fanns i den samverkan. Studien är baserad i ett särskilt utsatt område i Sverige där dessa professioner har en etablerad samverkan för att kunna arbeta brottsförebyggande för barn och ungdomar. Intervjuer har valts som insamlingsmetod samt en tematisk analys för att analysera materialet. En central teori i denna studie är samverkansteori och Lipskys teori om gräsrotsbyråkrater och begreppet handlingsutrymme för att analysera hur samverkan utformades mellan aktörerna. Studien har också socialkonstruktionismen som vetenskapsteoretisk utgångspunkt. 

    Resultatet visade att det krävs en gemensam syn kring samverkansarbetet för att den ska bli gynnsam och effektiv. Flera av intervjupersonerna betonade att samverkan underlättats då det redan finns ett samverkansavtal i staden. De olika professionerna hade likaså en bra kontakt med varandra som gjorde att samverkansarbetet blivit smidigt. Vidare har samverkansarbetet underlättats då socialarbetare och polis delar kontor. Dock kunde omständigheter som organisationskultur göra det svårare för de olika aktörerna att samverka. I dessa fall har en mall som definierar roller och ansvar arbetats fram. Ibland upplevdes det som att det fanns en brist på förståelse och kunskap mellan de yrkesverksamma. Sekretessen var i vissa fall påfrestande, dock fanns det sekretessbrytande bestämmelser i de fall det behövdes som exempelvis en samtyckesblankett.

    Controversial issues are inevitable in today’s history classrooms and, therefore, history teachers must be able to handle them. Thus, this paper aims to provide knowledge about controversial issues in history teaching. To do this, a systematic review is used to answer which issues history teachers and pupils perceive as controversial, why controversial issues should be taught, which history teachers avoid or teach controversial issues, and how history teachers can go about teaching them. Firstly, the results show that immigration and history teachers and pupils’ backgrounds can make issues controversial. Secondly, the findings highlight that controversial issues should be taught since they can develop democratic values among pupils and foster critical thinking. Thirdly, history teachers teach controversial issues if they are supported, want their pupils to criticize the nation’s past, and value the benefits of such teaching. Contrary, history teachers avoid controversial issues if they aren’t supported, worry that controversial issues can threaten the national image, fear strong reactions from their pupils, and when they doubt their ability to deal with multiple perspectives. Lastly, the results demonstrate that when teaching controversial issues, history teachers should use their own and their pupils’ experiences, allow pupils to express their emotions, and thoroughly explain the connection between past and present. The findings are discussed in relation to theories of use of history, collective memory, teacher agency and, finally, the Swedish national curriculum.

    Depopulation and shrinkage are a common socio-spatial phenomenon in many Northern localities and are frequently accompanied by a stigmatization of the affected localities and their populations. This editorial introduces the special issue on depopulation and shrinkage in a Northern context that takes its point of departure from the Nordic Geographers Meeting 2022 on multiple geographies and its keynote lecture by Josefina Syssner on the question: What can geographers do for shrinking geographies? The special issue displays a range of contributions from Northern context that discuss and evaluate the heterogenous processes of shrinking localities from multiple perspectives within and beyond geography. Through broad, yet empirically detailed and multiscalar focused assessments it stresses that shrinkage as a phenomenon is a fundamental character of Nordic and other societies, which requires a rethinking and should be acknowledged as a ‘natural’ development trajectory in planning and development.

    Between 1810 and 1819, the Church of Sweden adopted three new books: the new handbook from 1811, archbishop Lindblom’s new explication of Martin Luther’s Small Catechism and Wallins new hymn book from 1819.  A few years earlier, a Lutheran revival movement had arisen in upper Norrland. The members of the revival movement, generally named “new readers”, reacted strongly to the influence of Enlightenment inspired theology (neology) in the new books. In 1848, the opposition of the most radical new readers led them to separate from the Church. 

    This master thesis examines the opposition to the new Swedish hymn book from 1819 in the area which since 1904 has been the diocese of Luleå. The study is limited to the period between 1819 and 1903. It is based on a qualitative problem-oriented source study through a close reading of the visitation documents for the parishes in the area. Opposition can be expressed in many ways and there can be many different indicators of it. The study’s inductive approach means that these indicators are not determined in advance, but rather are discovered through the close reading of the visitation documents.

     The main questions discussed in the thesis are:

    • How long did it take before the parishes in upper Norrland introduced the hymn book of 1819?

    • What signs of opposition to the new hymn book are found in the visitation documents, and for how long?

    • How did the opponents motivate their resistance to the hymn book of 1819?

    • How was the new Sami hymn book from 1849 which was partly a translation from parts of the Wallinian hymn book received?

     The study shows that it took a while before the new hymnal was introduced in most upper Norrland's Swedish-speaking parishes. More than half of those parishes had not introduced the new hymnal in 1829. This changed in many parishes during Bishop Franzén's visits in 1835.

    Opposition to the hymn book was largely expressed in parishes where the radical reading- movement had an influence. People expressed opposition to the hymn book in different ways during different phases. The opposition was usually explained in the visitation documents based on doctrinal reasons. The Sami hymnal, which was published in 1849 and which was partly based on the Wallinan hymnal, met with criticism from both the clergy in northern Lapland and the Sami. The priests criticized the translation, that it was difficult to understand for those who spoke the northern dialects. What the Sami were critical of is unknown. 

    The study shows that the new hymn book seemed to have been used in all Swedish-speaking parishes before 1903, but in parallel with the hymn book from 1695 in at least two parishes. This parallel use lasted for a very long time, perhaps during the entire investigation period. The old hymn book continued to be important to many people in upper Norrland.

    This article investigates how members of the public are guided or ‘signposted’ out of organisations that they have contacted to third-party agencies. Using conversation analysis, we examine the interactional practices professionals use to signpost callers to external organisations when their concerns do not fit within the remit of the present service. Drawing on a corpus of over 500 calls and meetings at five different institutions in the UK (including mediation services, local council organisations, a housing charity and a politician’s constituency office), we show how the practice of signposting is intertwined with the activities of rejecting the caller’s case for receiving service, while simultaneously offering a service – namely, a redirection to an ostensibly more appropriate service provider. We show how community problems can be treated as warranting assistance along a range of offer-ability (e.g. ‘I will do X for you’, ‘That’s the kind of thing we could do’, ‘Do you want their number?’), and how troubles-tellings without a specific request can be retroactively formulated into an actionable item for an institution. Our findings demonstrate practices for negotiating institutionality itself, through delimiting service remit, and through participants’ orientations to the relevance of service provision as an institutional goal.

    The purpose of this Bachelor’s thesis is to investigate how party leaders appear in pictures in newspapers in relation to how they portray themselves in pictures in their own social media.

    We have conducted a quantitative content analysis of pictures from two newspapers and two social media. The material consists of pictures of party leaders from the six largest parties in the Swedish Parliament.

    Research findings are that civic and everyday environments appear to a greater extent in the pictures on social media. Close-ups appear to a greater extent in the newspapers. The party leaders smile and look into the camera to a greater extent at the pictures on social media than they do in the news media. The female party leaders smile and look into the camera to a greater extent than the male ones. Images where party leaders express themselves with gestures are rare.

    Denna rapport handlar om villkor och förutsättningar för folkhälsoarbete i svenska kommuner. Kommunernas roll i folkhälsopolitiken är komplex, föränderlig och saknar tydlig reglering. Samtidigt som rollen är oklar, ansvarar kommunerna för mycket av det som påverkar befolkningens hälsa, såsom skola och utbildning, sociala verksamheter, fritid och stadsplanering. Dessutom möter Sveriges kommuner idag ökade förväntningar när det kommer till att hantera en tilltagande ojämlikhet i hälsa bland barn och unga. I rapporten undersöks de institutionella och organisatoriska villkor som påverkar kommunernas folkhälsoarbete genom en fallstudie av Generation Peps pilotprojekt Pep Kommun.

    Pep Kommun är ett pilotprojekt initierat av Generation Pep, en icke-vinstdrivande organisation. Pilotprojektet syftar till att utveckla och testa insatser för att främja barns och ungas hälsa i sex kommuner. Genom fokusgruppsintervjuer med deltagare från de sex deltagande kommunerna nås en djupare förståelse för de spänningar och ibland skiftande logiker som formar villkoren för hur lokalt folkhälsoarbete kan bedrivas.

    Rapporten visar på en klyfta mellan det strategiska, kommunövergripande arbetet som Pep Kommun haft för ambition att utveckla, och det operativa arbetet med framförallt barn och unga som bedrivs inom ramen för kommunernas välfärdsarbete med skola, fritid och social verksamhet. Framför allt identifieras utmaningar i att implementera och utveckla lokala arbetsformer för folkhälsoarbete i relation till den sektoriserade förvaltningen. Denna utmaning förstås som en spänning mellan den traditionella och sektoriserade välfärdspolitiken visavi den tvärsektoriella folkhälsopolitiken.

    Resultaten innebär inte att tvärsektoriellt och strategiskt folkhälsoarbete är helt skilt ifrån det sektoriserade välfärdsarbetet. Men det innebär att olika delar av kommunal verksamhet med bäring på barn och ungas hälsa vilar på olika traditioner, olika former för styrning, olika professionell kunskap liksom skilda organisatoriska och politiska kontexter. Detta behöver hanteras för att ett tvärsektoriellt och kommungemensamt folkhälsoarbete ska kunna utvecklas.

    Avslutningsvis diskuteras behovet av att förstå den lokala kontexten som en dynamisk spelplan liksom vikten av att hantera förändring istället för att etablera en fixerad ordning för lokalt folkhälsoarbete. Vi menar också att det krävs ett kontinuerligt arbete att skapa klarhet kring vad kommunerna vill med sitt folkhälsoarbete (exempelvis i form av medverkan i Pep Kommun). Därtill menar vi att en större konceptuell klarhet kring vad kommunalt folkhälsoarbete är och förväntas vara måste utvecklas i dialog mellan statliga myndigheter, regioner och kommuner.

    Sammanfattningsvis bidrar rapporten med kunskap om villkor och förutsättning för folkhälsoarbete på kommunal nivå genom att peka på centrala institutionella och organisatoriska spänningar. Samtidigt pekar rapporten på att det finns ett stort behov av att fortsatt – i framtida praktiknära forskning – utveckla förståelsen för lokalt folkhälsoarbete genom att integrera kunskap om interventioner och medicinska aspekter av hälsa, med kontextuell och implementeringsinriktad kunskap om folkhälsoarbetets kommunala styrning och organisering.

    Local development practitioners in local government administration play a significant role in the governance of local development. This category of public officials – development officers, managers, strategists, secretaries, etc. – have received some attention in the local development literature. However, the directions in the literature are just as varied as the descriptions of the different aspects of local development governance they are taking part in. That means that the overarching understanding of what local development practitioners actually do is blurred, and is left to detailed case studies with very little or no conceptual ambition. Against this backdrop, the ambition of this article is to grasp what the local development practitioner role consists of at a conceptual level.

    This article offers a better understanding of what local development practitioner roles in particular consist of and how these roles relate to existing theories of governance and public administration. In order to do so, we first clarify and refine what the literature has stressed about local development practitioners’ roles and functions, and cluster the findings into three theoretically separated roles: the coordinator, the creator and the inside lobbyist. Second, we bridge these roles with recent trends in public administration research. Finally, we discuss how this conceptualization informs us about governance modes of local development, as well as ‘new and modern’ public official roles in local government administration.

    There is a growing maintenance debt of ageing and critical infrastructures in many municipalities in European welfare states. In this article, we use the multidimensional concept of local capacity as a point of departure to analyse how and in what ways Swedish municipalities work with the routine maintenance of infrastructures, including municipal road networks as well as water and sewage systems. For the road networks, maintenance is generally outsourced to contractors and there is also a large degree of tolerance for various standards on different road segments within and between the municipalities. Less used road segments are not as prioritised as those with heavy traffic. For the water and sewage systems, in-house technical capacity is needed as differences in water quality are not tolerated. Economies of scale mean that in-house capacity is translated into the creation of inter-municipal bodies. As different forms of capacities tend to reinforce each other, municipal capacity builds up over time in circular movements. These results add knowledge to current research by pointing to the ways municipalities are overcoming a run-to-failure mentality by building capacity to pay off the infrastructural maintenance debt.

    This article scrutinises the ways in which pupils who have experienced transnational migration construct ‘home’ and the unmaking of ‘home’. Researchers have argued that migrants’ perspectives on belonging are seldom granted scholarly attention. Here, we seek to redress this oversight by inquiring about the ways in which newly arrived migrants define their (un)homeliness in Sweden in the context of astate-sponsored introductory language programme. The focus is on how these pupils themselves define the notion of home, their sense of belonging, and what they envision as necessary to achieve in order to become part of the national community. What emerges in these stories is aconstant negotiation to fill the idea of ‘home’ with content. These negotiations take place in apresent, but always in relation to both apast and an imagined future– in which homeliness appears in different ways, with different meanings.

    Detta examensarbete är en litteraturstudie som behandlar böcker, antologier, artiklar och styrdokument för att besvara följande frågeställningar:

    1. Vad är ekokritik?

    2. Hur kan ekokritik användas i svenskundervisningen i gymnasieskolan?

    Frågeställning A. besvaras i litteraturstudiens första resultatdel (kapitel 3). Här redovisas ekokritikens teoretiska grund, framväxt och fem olika perspektiv och positioner: djup ekologi, mörk ekologi, posthumanism, ekofeminism och postkolonial ekokritik.

    Frågeställning B. besvaras i litteraturstudiens andra resultatdel (kapitel 4). Gymnasieskolans arbete för hållbar utveckling redogörs för och relateras sedan till ekokritiken och svenskämnet specifikt. Fem pedagogiska förhållningssätt som svensklärare kan anta i undervisningen av ekokritik presenteras: ett ekopedagogiskt förhållningssätt, ett platsbaserat förhållningssätt, ett posthumanistiskt förhållningssätt, ett ekofeministiskt förhållningssätt och ett postkolonialt ekokritiskt förhållningssätt. Vilka litteraturval svenskläraren kan göra i och med den ekokritiska läsningen berörs dessutom.

    Resultaten visar att ekokritiken med sina många perspektiv erbjuder ett antal kreativa pedagogiska förhållningssätt som svenskläraren kan anta för att undervisa för hållbar utveckling. De fem pedagogiska ekokritiska förhållningssätten grundas bland annat i de fem ekokritiska perspektiven, och en tydlig korrelation till de förhållningssätt som förespråkas i arbetet för hållbar utveckling i gymnasieskolan framträder.

    Abstract [en]

    This paper asks whether there are any pseudo-cleft structures in Estonian. Grammars do not account for them, but we found fitting examples from both spoken and written usage, in particular from public speeches. Functionally, they are similar to what has been described in other languages: what-initial constructions project longer explanations and launch new topics, thereby structuring discourse and (re-)engaging participants. Since studies on pseudo-clefts in spoken interaction have revealed a high degree of structural variability even in languages that make prolific use of them, such as French and Hebrew, we suggest that they are also grammaticized in Estonian.

    "From Creative City to Budget Victim" is a bachelor thesis focused on Norrköping's cultural life. The study is based on the cultural policy changes introduced by the newly elected city government in 2022. It examines Norrköping as a cultural city and the cultural institutions that have contributed to this development. We analyze these changes through qualitative interviews with seven current and former cultural workers in Norrköping. The theoretical frameworks for the study includes place identity, to better understand the city's identity, and cultural hegemony, to deepen and problematize the ongoing cultural policy changes occuring in Norrköping. The core issue of the study is to explore the effects of the recent cultural policy changes.

    In the years immediately following the so-called “refugee crisis”, Swedish municipalities that had received many refugees improved their financial position in a quite remarkable way. Overall, 2016 might have been the best financial year ever for the municipal sector. In sharp contrast to this, 2019 saw an estimated third of all municipalities run deficits. In the public debate, this has generally been explained as a result of refugee reception and integration, which are seen as major cost factors draining the municipalities of funds. Other issues which have seen less prominence in the public debate include ongoing demographic challenges stemming from birth deficits, emigration and the continued ageing of the population. These are particularly sensitive areas in the case of smaller, rural municipalities, which generally have smaller populations than the major towns and cities. The purpose of this thesis is thus to examine how municipalities within this category have experienced refugee reception and the integration process during and in the aftermath of the refugee crisis. This has been achieved through a qualitative approach centred around thematic and qualitative content analysis frameworks. Theoretical concepts based around citizenship, integration, welfare studies and macroeconomics have been consulted. The macroeconomic framework employed stems from the heterodox school of economics, primarily centred around the school of thought known as Modern Monetary Theory. The empirical material consists of various documents published by the central government, government agencies and municipalities in order to frame what has turned out to be a contradictory and conflict-ridden account of refugee reception. During the crisis, an overwhelming majority of the Swedish municipalities saw unprecedented economic growth as a result of government spending, which has since stagnated as a result of the central government returning to its pre-crisis fiscal policy framework. In 2015, the Swedish central government turned from a relatively open asylum policy towards a very restrictive one, a shift primarily motivated with reference to financial concerns. However, this turn resulted in decreased opportunities for rural municipalities to benefit from increased migration inflows, which has turned out to be a decisive factor for economic growth and demographic sustainability. The results show that municipalities that have worked actively with integration have not only managed to accommodate the sudden needs of refugees, but actively benefitted from population growth and increased tax revenue. While the ensuing result does not necessarily advocate for increased immigration, it challenges established macroeconomic principles and the presumption that a stricter migration regime would mend the financial woes of all Swedish municipalities.

Inspired by bands like DISCHARGE, CRASS and DEAD KENNEDYS, the second wave of Swedish punk bands launched a furious, unique musical and visual onslaught that still affects and influences punk fans worldwide.The book captures the spirit of this era by featuring rare and never before seen photos of bands like ANTI-CIMEX, ASOCIAL, AVSKUM, DISARM, HUVUDTVÄTT/HEADCLEANERS, MISSBRUKARNA, MOB 47, MODERAT LIKVIDATION, RAPED TEENAGERS, RÖVSVETT,SKITSLICKERS, SVART PARAD, SVART SNÖ, SWANKERS PMS, TOTALITÄR and many, many more. It also documents the people — who by going to gigs, organising demonstrations, producing fanzines and releasing tapes and records — all represented different creative and ideological but equally important parts of the scene. RÅPUNK also features a great number of fanzines, posters, record and cassette artwork — all representing and encapsulating the scene’s raw, expressive and important Do It Yourself design aspect. Written by DAVID ANDERSSON — a member of the scene as singer of the band IDENTITY and zine maker of BUBBEL-BAD. Foreword by legendary ex-NAPALM DEATH singer LEE DORRIAN, who toured Sweden at the time, and was one of the few promoters to bring Swedish raw punk bandsto the UK. The book fills a previously blank area on the map as this is the first time the Swedish raw punk scene of the 1980s gets a visual documentation in book form.

We approach this question by using high-frequency data and focus on a sudden liberalization in Swedish policy toward Syrian asylum-seekers, which implied permanent instead of temporary residence. We show a clear and fast, yet temporary, increase in Syrian asylum applications in Sweden after the policy change. Also, the policy caused a shift, not limited to the short-term, in the share of individuals arriving without family, and consequently in the share applying for family reunification. Our study adds quasi-experimental evidence to the literature on inter-country asylum-flows and migration policy.

    Economic incentives and the return of rejected asylum-seekersManuscript (preprint) (Other academic)

    The return and reintegration of rejected asylum seekers is a growing concern, not least following the migration flows in the summer of 2015. In general, only a third of individuals with negative asylum decisions are estimated to have returned to their origin countries in recent years. We provide the first causal evaluation of a specific policy aimed at incentivizing the return of rejected asylum-seekers, namely a cash grant given to those who return to their home countries on their own. We use individual level administrative data from Sweden and implement a regression discontinuity design, which leverages that the eligible nationalities have changed over time. Our estimate suggests that being informed about the cash grant increased the take-up rate and subsequently the share who returned on their own, within 2 to 5 years. However, the overall take-up rate is low. We find no evidence of adverse selection, as there is no increase in applications after the introduction of cash the grants.

    This paper aims to contribute to a qualitative understanding of rescaling and its impact on planning strategies and governance relations across scales. By investigating the effects of rescaling for the old scale 'left behind' - through the case of public transport planning in Sweden - this paper illustrates how rescaled tasks continue to engage the scale 'left behind' (and is a source of 'tensions'), long after a rescaling process has taken place. Through the lens of rescaling, three main points of discussion are highlighted in the paper: Firstly, processes of rescaling are intertwined with policy layering, and can as such be a source of both 'good and evil' for the continued planning on the scale 'left behind'. Secondly, this calls for an increased geographical sensitivity in research when investigating the effects of rescaling, as the formal and practical outcomes of rescaling can be spatially unequal for planning bodies with similar formal mandates on the same scale. Thirdly, the development of governance relations and 'tensions' between new and old scales, are by no means static in time nor space, and calls for increased dialogue across planning scales to aid in the transition of responsibilities from the old to the new scale.

    Den här enkätstudien undersöker hur svensklärare ser på och använder sig av bildstöd i sin undervisning, samt hur detta varierar beroende på svensklärarnas erfarenheter och personliga faktorer. Studien omfattade 107 svensklärare från skolor i fem olika län. Utifrån det insamlade materialet gick det att konstatera följande: För det första, att svensklärare regelbundet använder sig av bildstöd som en integrerad del av sin undervisning, framförallt för att introducera nya begrepp och koncept, samt för att komplettera övrig undervisning. För det andra, att svensklärare överlag känner sig säkra i sin användning av bildstöd och ser det som en värdefull resurs som kan främja elevernas lärande. För det tredje och sista, att svensklärarnas personliga omständigheter hade liten eller ingen effekt på deras användning av eller syn på bildstöd. Deras ålder, kön och utbildning hade en begränsad effekt på svensklärarnas relation till bildstöd, men deras yrkeserfarenhet och utbildning hade ingen statistiskt märkbar effekt. Den främsta slutsatsen som det går att dra från den här kvantitativa studien är att bildstöd redan är en naturlig och användbar del av svenskundervisningen. Dock utgår studien uteslutande från lärarnas självrapporterande perspektiv. Således kan det vara lämpligt att bygga vidare på den här studien med undersökningar som har ett starkare elevperspektiv.

    Detta arbete undersöker hur bildstöd och bildskapande kan användas inom svenskundervisningen, vilka för- och nackdelar som finns med dessa estetiska undervisningsmetoder och vilka teorier det finns som relaterar till detta. Utifrån en sammanställning av ett större antal källor av diverse slag kom vi i korta drag fram till följande: För det första, teorierna som är av störst relevans för detta ämne är de som berör literacy, multimodalitet, kreativitet, föreställningsvärldar, arts integration, bilskapande och bildstöd. För det andra, bildstöd kan underlätta elevernas förståelse av lärarens lektioner, men många lärare känner sig obekväma med att använda sig av bilder som stöd eftersom de inte vet hur de ska gå till väga. För det tredje och sista, bildskapande kan engagera elever och främja deras lärande om det används på rätt sätt, men många lärare saknar såväl kunskap som resurser för att kunna använda denna undervisningsmetod på ett effektivt sätt och reducerar ofta bildskapande till rent tidsfördriv istället. Utifrån allt detta framstår det i vår mening som viktigt att forska vidare om hur lärare kan få stöd och utbildning när det gäller användningen av estetiska undervisningsmetoder så att de blir mer bekväma med att använda sig av bildstöd och bildskapande på ett effektivt sätt för att främja elevernas lärande.

    Syftet med denna kvantitativa enkätstudie var att undersöka hälso- och sjukvårdskuratorersupplevda arbetstillfredsställelse i relation till deras arbetssätt – interprofessionellt teamarbete och samverkan med andra kuratorer. Studien ämnade även att undersöka huruvida bakgrundsfaktorerna ålder, arbetslivserfarenhet, kön och utbildning inverkar på den upplevda arbetstillfredsställelsen. Inspiration till studien uppkom genom egna iakttagelser av hälso- och sjukvårdskuratorers olika arbetssätt under socionomprogrammets verksamhetsförlagda moment, samt genom granskning av tidigare forskning som lyft interprofessionellt teamarbete och samverkan som viktiga faktorer för arbetstillfredsställelse, där relevant forskning på svensk population i dagsläget är otillräcklig.

    Den aktuella enkäten resulterade i 118 svar från hälso- och sjukvårdskuratorer i 9 regioner i Sverige. Datan analyserades i statistikprogrammet SPSS och resultatet visade ett statistiskt signifikant samband mellan arbetstillfredsställelse och interprofessionellt teamarbete. Gällandesamverkan med andra kuratorer så visade resultatet ingen signifikant skillnad för upplevd arbetstillfredsställelse ifall kuratorn är ensam av sin profession eller har kuratorskollegor att samverka med på arbetsplatsen. Däremot visade det framkomna resultatet att något som verkarvara av vikt för arbetstillfredsställelsen är möjlighet till stöd från andra kuratorer vid behov. Slutligen visade resultatet att både ökad ålder och mer arbetslivserfarenhet korrelerar med högre arbetstillfredsställelse. 

    Sammanfattningsvis visade denna studie att arbetstillfredsställelse kan påverkas av flera olika faktorer, och att specifika arbetssätt så som interprofessionellt teamarbete är en faktor. Därtill är upplevelsen av att få stöd från andra kuratorer vid behov av vikt, men det behöver intenödvändigtvis vara en kuratorskollega på den egna arbetsplatsen. Studiens resultat har även påvisat att bakgrundsfaktorer som ålder och arbetslivserfarenhet kan ha positiv verkan på arbetstillfredsställelse hos de tillfrågade hälso- och sjukvårdskuratorerna.

    Genom en komparativ analys av två läroböcker i svenska för högskoleförberedande respektive yrkesförberedande program undersöks likheter och skillnader avseende litteratursyn och förväntningar på böckernas mottagare. I artikeln diskuteras på vilket sätt den litteratursyn som präglar respektive bok kan relateras till textval och uppgifter, på vilket sätt detta skiljer sig mellan de två böckerna och vad det får för konsekvenser för litteraturundervisningen. I analysen används begreppen modelläsare och litterär kompentens. Undersökningen visar att även om den grundläggande litteratursynen i de två böckerna delvis är densamma skiljer sig modelläsaren åt så till vida att i läroboken för högskoleförberedande program förväntas denna vara analytisk och strukturerad, medan modelläsaren i boken för yrkesförberedande program är kreativ och nyskapande. Det finns skilda förväntningar på vilken litterär kompetens modelläsaren besitter, men också på vilken kompetens som ska utvecklas, vilket riskerar att missgynna elever ur båda kategorier.
