Vision är någonting som förknippas med ordet framgång. Definitioner av ordet finns det många av, men de flesta beskriver det som en ideal bild av framtiden. Under 1980-talet implementerades New public management somenny styrningsform för organisationer inom den offentliga sektorn. Styrningsformen har bidragit till den decentralisering som råder i Sveriges kommuner där ansvar har fördelats längre ner i förvaltningar. Den ökade decentraliseringen har bidragit till att Svenska kommuner lägger ner fler resurser för att implementera dess vision. Vision är ett utforskat ämne men vad det finns ytterst lite forskning om är hur de operativa chefernaarbetar inom kommunala verksamheter för att uppfylla visionen. Visionen som de operativa cheferna arbetar efter bör ligga i linje med mål och planering, därmed har syftet formulerats till: öka förståelsen för hur operativa chefer inom kommunala förvaltningar arbetar för att uppnå visionen genom att identifiera matchning av vision, mål samt planering av verksamheten. En deduktiv ansats samt en kvalitativ analys används för att besvara syftet. Empirin samlades in genom en fallstudie på Luleå kommun där fyra aktörer på fyra olika förvaltningar intervjuades personligen. Med hjälp av teorin och empirin sammanställdes dessa till en analys. En slutsats är att de operativa chefernas arbete kring mål och planering för att uppfyllavisionen skiljer sig åt. Matchningen avfaktorerna vision, mål och planering var inte genomskådlig hos alla respondenter.

Abstract [en]

Organizational vision is something that often can be related to the word “success”. There are a lot of definitions of the word, but most of them describe it as an ideal picture of the future. New public management was implemented during 1980 as a reform to the old way of management in the public sector. The management reform has contributed to the decentralization that can be seen in Sweden’s municipalities where responsibility has been allocated further down to the employees in the organization. The increased decentralization has contributed to more use of resources to implement the organizational vision in Swedish municipalities. The subject organizational vision has been studied a lot. There has been a small amount of studies about how operational manager’s work in municipalities to fulfill the organizational vision. The organizational vision that the operational managers is working towards should be in line with goals and planning, therefore the purpose of this study is phrased to: Increase the understanding of how operational managers in municipalities work in order to achieve the organizational vision by identifying how the organizational vision is fit to goals and planning. To answer the purpose, a deductive approach and a qualitative analysis were used. The empiricism was collected through a case study of a municipality in Luleå where four people in four different departments were interviewed personally. The analysis was compiled with the help from theory and empiricism. One conclusion is that there is a difference between the operational managers way of working of achieving goals and planning to achieve the vision. The fit between vision, goals and planning cannot be seen by all of the operational managers.
