The purpose of the study was to clarify whether there was a difference between two inspection methods regarding which the most effective one is considering to which extent businesses accept the requirements from the Environmental and Health Protection Unit (EHPU). Interviews were held with 11 operators, 5 grocery stores and 6 pedicure clinics. The pedicure clinics were invited to an information day with an up following inspection. The grocery stores got an email with requirement to send in energy data to the EHPU. Results showed that there was no difference between the two studied methods in terms of to which extent the operators undertook the requirements. However the pedicure clinics were more satisfied with EHP’s treatment and considered that the EHPU affected their environmental behavior positively which the owners of the grocery stores didn’t thought. This study also identify that the pedicure clinics motivation to accept the requirements had normative motives and for the grocery stores the motivation were economic motive. The difficulties are how to measure the regulations effectiveness and more studies are needed to clarify that.
