Assistans officers at work. : A qualiative study of various factors influence on the discretion within the field of elderly care. (English)
Abstract [en]

My aim of this study is to analyze the associations between Assistant officers discretion and the influening norms. I have conducted a qualitative study with the help of interviews with five different Assistans officers. During my collection of the empirical material, I have experienced similar answers from all of the five different Assistans officers. They all agreed on that they are not affected as much from realities in the economic budget and guidelines because they have a large discretion in their profession and because according to the Swedish Social Services Act, they must upheld a reasonable standard of living for their clients regardless of the economy. The assistans officers had not quite thought about the large amount of discretion they had in their profession until they got questions regarding the discretion. The answers that were given were not different among the Assistans officers and they all agreed on that a wide discretion as an Assistans officer is necessary, not simply because of the profession but also for the eldery, as this is considered as an security for the clients. The results that my study provided was that Assistance officers are not as affected by the economy as other professions in social work. The guidelines are simply guidelines which are not carved in stone and Assistance officers can use their discretion to meet the needs of their clients if there is a need for help, regardless of what the guidelines are saying. The Assistans Officers are bound to the Social Services Act, which says that their clients must have a reasonable standard of living.
