External marginal costs of road traffic accidents : an update for the Swedish national road network (English)
Abstract [sv]

Denna rapport presenterar nya skattningar av den externa marginalkostnaden för lätta och tunga fordons trafikolyckor i det statliga vägnätet i Sverige år 2012. Forskarna har använt ett datamaterial där olycksdatabasen Strada har länkats till den nationella vägdatabasen NVDB och som avser åren 2004–2012.

I rapporten presenteras resultat från ett antal olika statistiska modeller i vilka forskarna beräknar den externa marginalkostnaden. Syftet med att använda flera modeller är att testa om de grundläggande modellernas resultat är robusta mellan olika alternativa specifikationer. I allmänhet verkar resultaten för lätta fordon relativt robusta och tyder på att den externa marginalkostnaden är omkring 0 öre per kilometer. Resultaten för tunga fordon är mindre robusta. Huvudmodellerna tyder på att den externa marginalkostnaden är cirka 25 öre per kilometer men en del andra modeller tyder på att den kan vara avsevärt lägre.

Abstract [en]

This report presents new estimates of the external marginal cost of accidents in the national road network in Sweden 2012. The researchers used a dataset where the accident database (Strada) is linked to the national road database for the years 2004–2012. The results are presented from a number of statistical models in which the researchers estimate the external marginal cost of accidents. The purpose of using several models is to test whether results from standard models are robust. In general, it seems that the results pertaining to light vehicles are quite robust across different models suggesting that the external marginal cost of traffic accidents is around 0 SEK per kilometre. The results for heavy vehicles appear less robust and while the main models suggest that the external marginal cost is around 0.25 SEK per kilometre, other models suggest that it may well be substantially lower.
