The purpose of this study is to check if implementations are a working phenomenon in a chosen municipality. The municipality´s schools are chosen for this study and it is the higher ages that will be discussed in the following study. This will be done using a case study with interviews with the character of informant. That direction is taken because the persons being interviewed are considered to be truth tellers in the way of a called witness.
The results show us that the schools have issues with implementation. This is checked against theories from Lipsky and his street-level-bureaucrats, and also with Lundqvist and his theory on three demands for a successful implementation. With these two theories combined a patterns is shown for the schools and the problems with implementation appears.
The conclusions of the study are drawn from theories from Lipsky and Lundqvist and according to them the schools in the community ends up with staff that have to take a huge amount of own responsibility in order to work with discrimination and violations. Implementation does not work thanks to the widely spread will in the staff.
