Mass Education and Social Control : Normative Function of Elementary Schools in the Åland Islands 1917-1947 (English)
Abstract [en]

The main purpose of this study is to identify the role of mass education in the shaping of national identity in Finland during the first half of the 20:th century. In addition to teaching students theoretical knowledge, education prepares them to follow certain moral values and to behave within the boundaries given by the surrounding society. The school is therefore an integrated part of society and has an important political function. The study is based on letters written by the Board of Education and attitudes regarding discipline, moral and teacher image are of importance.

Since forming productive citizens is the goal of the moral regulation in school, questions are raised regarding the traits students were supposed to develop. The Board of Education regards work ethic, patriotism, piety, sobriety, lawfulness and a general respect towards authorities as important attributes.

The study also attempts to describe attitudes towards suitable disciplinary measures. Corporal punishment is prohibited in 1914, and rejected by the Board of Education at several times. Instead of resorting to violence, the schools should influence students towards obedience and teach them to appreciate virtues such as sobriety and work. The teacher plays a crucial role in appealing to the students' conscience.

The last aspect is the attitude towards teachers and their part in moral regulation. The teacher acts as an interface between citizen and state, as moral regulator. The teacher is supposed to perform excessive unpaid work and to live in accordance with official morality. Personal attributes are considered an important aspect of the teachers’ ability to do their work.
