The municipality on the web : A comparative case study of Linköping and Norrköpings municipality's work with an e-government on their website (Swedish)
This thesis examines the development of an e-government in two municipals – Linköping and Norrköping. The thesis focuses on comparing the municipalities on subjects such as policies, differences, similarities and the future of the e-government. To give the readers some understanding about e-government, the essay starts with some background information about the global, national and local e-government. To explain the development of e-government I present a theoretical framework about e-government, institutional and organizational changes and local self-government. This theoretical framework interacts with my empirical material in the analysis. My thesis is based on interviews with the communication departments in Linköping and Norrköping. I also use different publications from SKL, the Swedish government and from the municipalities. My empirical material is interviews and are presented in the chapter named E-government.
The result is that both of the municipalities communication departments has their main focus on e-services and points out that e-services is the most important thing in an e-government. They also want to develop e-democracy a bit more, however today the focus lies on e-services. The study also shows that the municipalities think that a national portal for e-services would be the best option, because the municipalities do not have enough recourses to develop e-government as well as possible. At the end of the thesis I discuss my results and propose some further research about e-government.
