The overall purpose of this project is to develop a toolkit of methodology for economic analyses of the national consequences of the EU Commission’s Thematic Strategy on the Protection and Conservation of Marine Environment, and the proposed Marine Strategy Directive (MSD).1 The study has the aim of presenting guidance for analyses to be made in the individual Nordic countries and autonomous territories. The methodology presented will also accommodate the possible use for analyses in the Baltic countries. The envisioned recipients of the report are advisers to policy makers and policy makers themselves, - economists and noneconomists alike. This "toolkit" has been developed as a guide to performing economic assessments that will serve as inputs to the individual countries' political deliberations and planning activities, and possibly to the formulation of a position in connection with the coming negotiations under the auspices of the EU. In other words, it is not a mandatory guideline for the member countries of the Nordic Council, but a common reference framework which can facilitate the exchange of views on and considerations of the cost and benefits of the proposed and present common marine policies.
