Abstract [sv]

Förbifart Stockholm är ett stort planerat vägprojekt som byggs för att möta den ökadeefterfrågan av kommunikationer i Stockholmsregionen. Transportsektorn står för en tredjedelav Sveriges utsläpp av växthusgaser. Syftet med denna rapport är att undersöka hurklimataspekter behandlats i beslutsunderlag till projektet i arbetsplanen, jämfört med tidigarearbetsskeden. Förarbetet till rapporten består av omfattande litteraturstudier av underlag tillprojektet, samt personliga intervjuer och mailkonversationer med nyckelpersoner inblandade iprojekt Förbifart Stockholm. Rapporten visar att till skillnad från tidigare underlag, gerMKB:n till arbetsplanen en bättre helhetsbild på vissa områden, exempelvis så genomförskänslighetsanalyser med olika grader av framtida styrmedel. Precis som tidigare underlag kandock projektets klimatpåverkan redovisas tydligare, eftersom exempelvis en fullständiglivscykelanalys inte genomförs.

Abstract [en]

Förbifart Stockholm, also known as the Stockholm Bypass Project, is a planned motorwayproject, which is built to meet the increasing demand of communications in the Stockholmregion. In Sweden, the transport sector is responsible for a third of the country’s emissions ofgreenhouse gases. The purpose of this report is to examine how aspects of climate have beenreviewed and handled in the planning process of the current working state of the project, incomparison to earlier working states of the project. In preparatory work for this report,personal interviews and email conversations were conducted with key persons involved in theStockholm Bypass Project. The report concludes that, in comparison to earlier material, thecurrent material describing the impacts of the project on climate showcase a more detailedamount of data. Like earlier material though, the projects impacts on climate can be describedin even more detail since, for example, a full life-cycle analysis is not performed.
