Abstract [sv]

Studien syftar till att undersöka upplevelser av hur situationen för invandrarföräldrar med funktionsnedsatta barn som har personlig assistans ser ut i Sverige. Studien undersöker även hur det svenska hjälpsystemet upplevs genom att belysa aspekter som synen på funktionsnedsättningar, mötet med myndigheter samt konsekvenser av personlig assistans och assistansbolagens roll. Studien har genomförts genom en kvalitativ metod där intervjuer har gjorts med föräldrar, handläggare och assistansbolagsföreträdare där fokus legat på informanternas upplevelser. Resultatet har genom en intersektionell analys samt begreppen exkludering och inkludering visat att invandrare kan ha svårare att tillvarata sina medborgerliga rättigheter på grund av bristande kunskap om det svenska hjälpsystemet samt bristande språkkunskaper. Studien visar även att det kan innebära en dubbel utsatthet att vara invandrare i kombination med att ha ett eller flera funktionsnedsatta barn, då det kan förstärka varandra och leda till en än mer komplex situation. Resultatet tyder på att det svenska systemet kring personlig assistans är komplicerat. Det kan hjälpa invandrare att ta tillvara sina rättigheter, men kan även riskera att exkludera dem från samhället, exempelvis på grund av anhöriganställningar som kan leda till exkludering från den reguljära arbetsmarknaden.

Abstract [en]

The purpose of this study is to investigate the experience regarding the situation of immigrant parents to disabled children with personal assistance in Sweden. This study is based on a qualitative method in which interviews have been carried out with parents, administrators of the act on support and service to certain impaired persons (LSS) and representatives of personal assistance providers. This study also aims to investigate the experiences of the Swedish welfare system, by examining different perspectives regarding disability, the encounter with authorities, the consequences of personal assistance and the role of personal assistance providers. The data obtained by the interviews have been analyzed by using an intersectional method and theoretical concepts of social exclusion and inclusion. The results show that immigrant parents experience more difficulties in obtaining the social support that they are entitled to, because of language barriers and insufficient knowledge about the welfare system. The study also shows that immigrant parents to disabled children risk an increased vulnerability in society, in which the vulnerabilities of being an immigrant but also being a parent to a disabled child, strengthen each other and increase the complexity of their situation. The result suggests that the system regarding personal assistance is complicated. On one hand the system can help parents to obtain help for their children but on the other hand creates a risk of excluding them from society, for example by having family members to care for their children which can lead towards exclusion from the regular labour market.
