Abstract [sv]

I debatten om investeringar i höghastighetsjärnvägar (HS > 250 km/h) har bland annat framförts uppfattningen att HS-stationer kan bli “magneter” för utveckling av nya aktiviteter, fastighetsinvesteringar i kontor och handel mm. Medel beviljades i januari 2011 av CTS ledningsgrupp för en studie av utvecklingen i främst Frankrike och Spanien. Studien skulle fokusera på motiv för nya eller flyttade stationer (särskilt lokaliserade utanför traditionella stadscentra), resandeutveckling och utveckling av nya aktiviteter runt de nya stationerna.

En studieresa till Frankrike och Spanien gjordes i maj 2011. Underlagsmaterial hade tidigare erhållits från olika aktörer och detta kompletterades genom intervjuer med företrädare för bl a infrastrukturförvaltare och forskare. Samarbetet var mycket öppenhjärtigt och givande och har fortsatt i liknande frågor under hösten 2011.

Frankrike och Spanien har under de senaste 30 åren byggt vardera cirka 20 nya eller flyttade HS-stationer medan Italien och Tyskland endast har ett fåtal sådana stationer. Motiven för nya/externa stationer har varierat; kapacitetsbrist på äldre stationer, undvika att förlänga restiderna mellan större städer och att skapa nya ekonomiska aktiviteter kring nya externa stationer.

Abstract [en]

This report maps the development of new and/or external stations for high-speed (HS) rail in France and Spain. The reasons for building new stations are discussed as well as the ambitions for the development of new economic activities around new stations. Present passenger numbers are presented but previous forecasts were not available. The academic debate in France and Spain concerning station is also briefly presented. The wider development of areas around new stations depends on the general economic developments, new stations as such do not create positive developments. The provision of Public Transport and parking at HS stations is also discussed. The report will hopefully contribute to the debate and planning process connected with the planning of HS-lines in Sweden.
