Abstract [en]

The purpose of this essay is partly do depict and question the democratic theory discussion of political participation and political equality, and to examine the Swedish Social Democratic party’s approach to democracy over time in these respects. I use party programs from the years 1975 and 2001 as the basis for this analysis. The overall research question is: How can we interpret the Social Democrats view on political participation, and attitudes to political equality, on the basis of democracy theoretical perspectives, and to what extent can shifts over time be noted?The method used in this essay is partly a quantitative analysis, where I manually count words that relate to the concept of participation and equality in the party program. In this way I got a sense of if participation and equality is relevant in the program and in which contexts they are used. But most of the study was made through a qualitative analysis, where I ask some questions to the material about participation and equality while reading it. These questions serve as my operational indicators.I find that the Social Democrats stay positive to political participation over time, while their understanding about political equality is growing with time. At first the party didn’t seem to see equality as a problem when it comes to political participation, but in the later program they express that equality is not just about social and economic justice. It’s also the right and the possibility to participate in society on equal terms. Political equality is important, but not an argument to restrict participation. It also seems most likely that the democratic ideal that advocates political participation among citizens have served as a model for the party.The party’s ideal democracy therefore seems to be a system where people can and want to participate. Over time, however, they start to assert the importance of democratic efficiency, which is more associated with a limited participation. The combination of a positive response to political participation, and a growing problematizing of both the efficiency and equality aspect with participation over time, gives me a reason to stress that the Social Democrats sometimes may want to appear to be friendlier to participation than they really are.
