Abstract [sv]

Den här uppsatsen bidrar till debatten om hållbara statsfinanser genom att utvärdera olikamått på statsskulden. Uppsatsen består av två delar: en litteraturstudie och en empirisk undersökning. Litteraturstudien diskuterar olika definitioner av statsfinansiell hållbarhet såvälsom problem relaterade till att mäta statsskulden. Den empiriska undersökningen är baserad på regressionsanalyser, och utmynnar i slutsatsen att nettostatsskulden är en bättre indikatorpå hållbara statsfinanser än vad bruttostatsskulden är. Följaktligen bör ett lands nettostatsskuld och nettoförmögenhet - vilka ofta bortses från - få större utrymme i debatten. Olika metoder att mäta statsskulden kan leda till olika slutsatser i analyser av statsfinansernas hållbarhet, vilket riskerar att medföra godtyckliga finanspolitiska beslut.

Abstract [en]

This paper contributes to the debate on sustainable fiscal policy by evaluating different measures of government debt. The paper is structured in two parts: a literature reviewand an empirical investigation. The literature review discusses different definitions of fiscal sustainability as well as issues related to measuring government debt. The empirical investigation, based on regression analyses, results in the conclusion that net government debt is a better indicator of sustainable public finances than is gross government debt. Hence, additional attention ought to be put on a country’s net debt and net wealth, variables which are often overseen in the debate. Different ways of measuring government debt may bring different conclusions in analyses of fiscal sustainability, which may give rise to arbitrary fiscal policies.
