Abstract [en]

This is one of five reports of a series of empirical studies aiming to map out the actors found around different products and explore if and in which ways these actor attempt to shape the product. The studies are part of the Score research program Organizing markets. This working paper is about the actors around the fish cod. Cod has gone from being an, in a dual sense, common and rather unrestricted natural resource, seen as being limitlessly renewable to being a scarce, strictly controlled and supervised political product.The natural supply of cod was, for long, considered to be indefinite. The development of an efficient and large-scale fishing industry with more boats and better engines, modernized fishing tools and new inventions to preserve the catch led to the current situation of a general scarcity of cod in the worlds waters. Regulation is seen as the solution to the difficult equation of both saving the cod from extinction and the profession of fishermen and fishing industry important to many nations. International and national regulation, surveillance and sanctions are all part of the vast regulation of cod. National catch zones and annual catch quotas that are politically negotiated are examples of how cod is regulated on an international and political level.The actors around cod are many and hold varying and often times conflicting interests that are difficult to harmonize. The general attempt to save both the fish and the profession has led to that the cod now is a strictly regulated and controlled politicized product submitted to political negotiation and trade.A few decades ago cod was a relatively inexpensive, common and ordinary household food product. Now cod is an expensive, rare, exclusive and politically charged product.
