The purpose of this study is to highlight how economic governance can influence the implementation process of the new staffing guidelines in Örebro Municipality. Through semi-structured interviews conducted in December 2024, combined with a qualitative analysis, this study was able to examine the factors that affect the implementation process, including understanding, motivation, and available resources among the different actors involved. The results of this study indicate that while the guidelines are clear in their language and structure, they are not sufficiently developed to be fully implemented. The study reveals that civil servants and employees sometimes lack the necessary knowledge and resources, leading to frustration that affects their willingness to follow the new guidelines. This study highlights how economic incentives and limited resources can often drive policy changes in a negative direction, with adverse effects on staff health and working conditions, ultimately impacting the quality of care. The study provides insights into how economic factors influence and motivate policy changes, and how these changes affect welfare in the long run. It also underscores the need for further research on how economic cutbacks affect welfare and its quality.
