Abstract [en]

This thesis explores the dynamics of public-private partnerships in cybersecu- rity within the Swedish banking sector, focusing on the perspectives of private actors on information sharing. Despite global advancements in private-public partnerships for cybersecurity, specific challenges persist in the Swedish context, which this research aims to uncover and address. The study employs a qual- itative mixed methodology, utilizing semi-structured interviews to gather data from key private sector stakeholders within the banking industry and document analysis. Through thematic analysis, the research identifies both facilitators and challenges to effective information sharing. Among the facilitators are or- ganizational and interpersonal trust, regulatory adaptations, and the alignment of common goals between public and private entities. Conversely, challenges include over-regulation, ambiguous mandates, and the inadequacy of current information sharing forums, which often result in irrelevant, untimely, or low- quality exchanges. Significantly, the study reveals that contrary to international environments, market competition seems to not impede the optimal sharing of cybersecurity information. Recommendations are offered to enhance informa- tion sharing practices, suggesting more adaptable regulations, clearer mandates, and enhanced collaboration frameworks. This thesis contributes to the academic and professional understanding of private-public partnerships in cybersecurity, offering insights that could improve policy-making and strategic operations in the Swedish banking sector and potentially broader contexts.
