Cultural Barriers to Digital Innovation in a Public Organization in Rwanda

When trying to apply digital advancements, public institutions in Rwanda often run into difficulties. While gaining a competitive advantage, enhancing organizational effectiveness, and improving service delivery are the core objectives of digital projects, there is still a substantial knowledge gap that calls for more academic research. This gap relates to recognizing and understanding the cultural obstacles that exist both within the business and among its employees, given that these organizations use digital technologies to promote innovation in their day-to-day operations as well as digital transformation. "What are the cultural barriers to digital innovation in a public organization in Rwanda?" is the question that this study seeks to answer. A case study of a public organization in Rwanda was carried out to investigate this question. This specific organization was chosen in part because of its special innovation projects, continuous digital transformation efforts, and broad integration and utilization of diverse technology tools and systems. It is decided that this setting is appropriate for examining how corporate culture and initiatives for digital innovation are related. Seven semi-structured interviews with employees, middle management, and top management were conducted as part of the data gathering process. In addition, organizational papers were examined to gain an understanding of the organization's operations, mission, employee demographics, and services and products offered. The application of theme analysis to the data revealed eight cultural barriers. Of these, seventeen are newly identified barriers, while the other eight are consistent with those discovered in earlier studies. This study intends to not only identify cultural barriers to digital innovation within a Rwandan public institution, but also to provide public sector leaders and managers with a better knowledge of these cultural barriers. In doing so, it facilitates a successful route to digital innovation in public organizations by offering practical insights on how to manage and reduce these impediments.
