Barriers to Digital Transformation in a Public Organization in Sri Lanka

Organizations have been investing heavily in Digital Transformation (DT) initiatives in recent years as a result of the broad acceptance of digital technology, yet these projects have high failure rates. Many organizations struggle with DT due to barriers that prevent a seamless transition. Previous studies have focused on barriers to DT in different countries, but there has been limited study into DT in Sri Lanka, particularly among public sector organizations. As a result, the purpose of this research is to identify barriers that a Sri Lankan public organization encounters when achieving DT. The research question presented in this research is, "What are the barriers to achieving digital transformation in a public organization in Sri Lanka?". A case study that was applied at the Employees’ Trust Fund Board (ETFB) under the Ministry of Finance (MoF) Sri Lanka is used as the research strategy of this research. Six semi-structured interviews, organizational publications, and other internal documents of ETFB are used as data collection methods. Interview participants were selected using a non-probability sampling method and a thematic analysis method was applied for data analysis. The thematic analysis revealed thirty-six barriers and organized them into six categories. Out of those thirty-six barriers, eighteen barriers are similar to those found in the literature review, and the other eighteen barriers are newly identified. Newly identified barriers are Senior employee resistance to change, Resistance due to individual life struggles, Lack of required knowledge of senior management, Resistance due to staff digital literacy, Wide scope of general public's digital literacy, Dependency in total supervision, Politically influenced inadequate staff appointments, Lengthy government procedures, Political influences hindering required changes, Corruption of the government procedures, Insufficient leadership to drive the DT, Frequent changes in senior management, Lack of skill assessment procedures, Lack of proper project management tools, Lack of process management methods, Inadequate initial planning and coordination, Lack of interoperability among systems, Too much workload due to maintaining legacy systems. The results may offer insight to Sri Lankan public organizations that are preparing for or already engaged in DT projects. The barriers that have been found can help these organizations by providing direction and advice as they embark on their DT path.
