“There was nothing to hold on to, so we had to create our own manual” : A qualitative interview study about social workers’ experience of working with a new law, Law (2024:79) on placement of children in sheltered housing. (English)
Abstract [en]

On April 1, 2024, the Swedish government enacted a new law, Law (2024:79) concerning placement of children in sheltered housing. This new law aims to significantly strengthen children’s rights and regulate social services’ responsibility to meet children’s needs. This study’s aim was to examine social workers’ experience in implementing the new law. It also addresses particular focus on how social workers facilitate children’s right to partake in child welfare decisions and investigations concerning sheltered housing. The data was gathered through interviews with six professionals in child protective services. A thematic analysis was conducted with the help from Shiers (2001) pathway to participation and Svensson and colleagues (2021) definition on the concept of room for maneuver.   Our findings show that social workers do believe that the rights for children in sheltered housing have increased because of the new law. The study also recognizes differences in municipalities preparations and execution of the law’s implementation. Our findings confirm some of the previous research findings on social workers' perception of children's participation, at the same time it shows some nuanced reflections on participation in relation to the new law.
