Abstract [en]
School segregation is a growing challenge in Sweden, a country once characterized by equal educational quality but now increasingly marked by growing student inequalities. This study examines how the municipality of Örebro implements measures to counteract school segregation. The study is based on a qualitative method, using semi-structured interviews with three key actors in the governance chain: a politician, municipal administration, and school leader. The theoretical framework is based on Nils Hertting's (2023) implementation mechanisms, enabling an analysis of the challenges that can arise in the implementation process. The results show that vagueness in political decisions, short-term economic funding and complex documents pose significant barriers to the effective implementation of measures. At the same time, Örebro municipality has taken steps such as targeted resource allocation and increased collaboration to promote a more equitable school environment. The findings suggest that successful implementation requires a more coherent governance chain, long-term strategies, and improved communication within the municipality to achieve an equal school system for all students.
