Abstract [sv]

Med utgångspunkt i forskningen om utrikes policyförändringar (foreign policy change eller FPC) undersöker följande uppsats Sveriges nationella identitet parallellt med landets medlemskapsprocess i Nordatlantiska fördraget (Nato). Genom att tillämpa teorier från forskningsprogrammet Advocacy Coalition Framework (ACF) studeras vilka kärnövertygelser som speglas i svensk Natopolicy under en tioårsperiod fram tills riksdagsbeslutet 22 mars 2023 om Sveriges medlemskap i Nato. Med hjälp av begrepp från kulturell teori (CT) konstateras att Sverige länge har haft en hierarkiskt lagd identitet, som i samband med riksdagsbeslutet hade blivit något mer tvetydig. Uppsatsen bör ses som ett försynt bidrag till det inom ACF-forskningen efterfrågade brobygget som syftar till att integrera fler säregna forskningsfält in i forskningsprogrammet. I detta fall har ACF visat sig kvalificerat att erbjuda de teoretiska verktyg som behövs för att konsolidera en annars spridd skara FPC-forskning. Framtida forskning skulle gynnas av fortsatt integration för att förklara mekanismerna som inverkar på förhållandet mellan policyförändringar och kärnövertygelser.

Abstract [en]

The focal point of this thesis is the national identity of Sweden during the process leading up to the country becoming a member of the military defence alliance Nato. Departing from Hermann’s concept of International Orientation Changes the Swedish case is studied as an example of the most extreme form of policy change. Utilizing the theoretical toolbox of Advocacy Coalition Framework, Swedish Natopolicy is analysed through the concepts within Cultural Theory pertaining to deep core beliefs. The results of the study point to a Swedish identity characterized by hierarchical beliefs, although a certain ambiguity is found later on in the membership process. The thesis contributes to the bridge-building attempts of scholars aiming to integrate the field of Foreign Policy Change into the research programme of ACF. Future research is welcomed to continue along these lines, studying the mechanisms that explain the relation between policy changes and deep core beliefs.
