Abstract [en]

On 1 October 2023, the new working time regulations according to the EU's working time directive began to apply in municipal LSS operations. Concerns have been expressed from various organizations and personal assistants due to the fact that the staff's working hours have changed, which they believe affects the service user's safety. In this qualitative study, the institutional conflict that affects unit managers within LSS is investigated and concerns how unit managers within LSS ensure good living conditions under the influence of the EU's Working Time Directive. The data collection method takes place through qualitative interviews with eight managers within LSS operations. The collected material is then analyzed based on a thematic analysis. The result shows that the possibilities that have arisen are strengthened user focus and better quality. The challenges that have arisen is to maintain user focus and better quality. The ways in which the unit managers manage the institutional conflict are through organizational strategy, organization of personnel and the unit manager's own management. In summary, the results show that both challenges and opportunities were identified in maintaining a user-centered focus and quality. The challenges were more prominent than the opportunities. The management of challenges related to maintaining a user-centered focus and quality can be understood from three institutional levels.
