The thesis analyses problem representations concerning segregation in Swedish housing policy. It studies how problem representations may construct the discourse of meaning, society's shaping, and what is socially acceptable. Social contract theory and policy discourse analysis are used to understand how power is defined as a way to define and construct knowledge. In particular, the paper uses a WPR discourse analysis approach to examine a governmental plan to combat housing segregation. The paper also includes a historical framework to introduce the Swedish housing market.
