Abstract [sv]

Syftet med vår studie var att undersöka hur enhetschefer för kommunala äldreboendenhanterade en ökad andel äldre och minskad tillgång på arbetskraft till följd av den demografiska förändringen. Studien baserades på sju kvalitativa intervjuer med enhetschefer från olika kommuner och analysen av intervjuerna genomfördes med hjälp av innehållsanalys. Teorier omstrategiskt ledarskap och handlingsutrymme användes sedan för att analysera resultaten.Resultaten visade att rekryteringssvårigheter utgjorde en av de största utmaningarna förenhetschefer inom äldreomsorgen. Låga löner och en negativ samhällsbild av omsorgsyrketförstärkta av media, begränsade möjligheterna att attrahera och behålla kompetent personal.Enhetschefernas handlingsutrymme påverkades dessutom av organisatoriska ramar ochbudgetrestriktioner, vilket försvårade deras förmåga att erbjuda konkurrenskraftiga löner ellerförbättrade arbetsvillkor. För att hantera personalbristen tvingades enhetschefer sänkaanställningskraven, vilket ibland innebar att personalens kompetens inte motsvaradeverksamhetens behov. Samtidigt blev de äldres behov alltmer komplexa på grund av högre ålderoch svårare sjukdomstillstånd, vilket ökade kraven på personalens kompetens. Uppfattningen hos enhetscheferna i de olika städerna är densamma gällande att det förväntas bli ett högt tryck längre fram på äldreboenden runtom i Sverige.

Abstract [en]

The purpose of our study was to examine how unit managers of municipal nursing homesmanaged an increasing proportion of elderly individuals and a decreasing availability ofworkforce as a result of demographic changes. The study was based on seven qualitativeinterviews with unit managers from different nursing homes, and the analysis of the interviewswas conducted using content analysis. Theories of strategic leadership and discretionary spacewere then applied to analyze the results. The findings revealed that recruitment difficultiesrepresented one of the greatest challenges for unit managers in elderly care. Low wages and anegative societal image of the caregiving profession, often reinforced by the media, limited theability to attract and retain competent staff. Additionally, the unit managers' discretionary spacewas constrained by organizational frameworks and budget restrictions, which made it difficultfor them to offer competitive salaries or improved working conditions. To address staffshortages, unit managers were sometimes forced to lower hiring requirements, whichoccasionally resulted in staff competencies not aligning with the needs of the organization. Atthe same time, the needs of elderly residents became increasingly complex due to higher ageand more severe medical conditions, raising the demands on staff competence. The perception among unit managers in the various cities is the same regarding the expectation of high pressure on nursing homes across Sweden in the future.
