Voters’ turnout in European Parliament elections:: A comparison of European Parliament election turnout 2009 and 2014 in 13 member state

Despite attempts to make European Parliament (EP) more democratic and closer to the EuropeanUnion’s citizens, turnout at EP elections has remained low ever since the first EP election took place in 1979. Although turnout at EP election is generally low, countries who joined EU at an early stage, before 1995 tend to have a higher turnout rate compared to those who joined EU in 2004 and after. However, in spite of this turnout rate vary among them as well. EP election 2014 reveals that in Greece, Sweden, Germany, France, Finland, Netherlands and the UK turnout for EP election 2014 increased and in Italy, Denmark, Ireland, Austria, Spain and Portugal turnout for EP election 2014 decreased compared to EP election 2009. Although these countries have been members of the EU for a fairly long time and have been familiarised to participate in the EP elections, why is there such a disparity in their turnout rate? This paper tests potential explanation such as, protest voting, economic voting and trusts in the national government in order to explain this change in turnout rate among these 13 member states. These variables are examined using existing databases such as European Election Database, World Bank and Eurobarometer. The findings show that none of the variable could fully account for the increase and decrease in turnout, however, it was revealed that voters utilise EP election to caste a protest vote.
