Attractive living environments : The rural policy agenda in Lycksele municipality (English)
Abstract [en]

Lycksele municipality has begun work on the development of a rural policy strategy toachieve the overall goals in the municipality regarding good living conditions and anattractive society. This paper aims to investigate the emergence and development of a nationalrural policy sub-goal on the local policy agenda; namely, attractive living environment. Byapplying the Multiple streams Framework, this essay argues that the need for attractive livingenvironments arises from an increased need to attract people to live within the municipality.This should be done by developing central welfare services that promote the ability and thewill to live within the community, rather than focusing on attractive living environments asthe strive of an aesthetic community. On this basis, this essay examines how the area ofcompetence provision impact how attractive the living environment is perceived to be.
