Abstract [en]

As the population in the Stockholm region continues to increase problems arise regarding

how these new inhabitants are to travel across the region in a sustainable way, this at the

same time as making sure that municipalities are planning for sustainable land use. Solving

the problem with mobility has historically been done through guaranteeing a set number of

parking spaces in direct connection to new development through the use of parking norms.

These norms has slowly become more and more criticized and are seen to contribute to

unsustainable land use through excess parking spaces, something that in the end lead to

increased car use. This study is based on the hypothesis that the municipal way of planning

for parking is outdated and not sustainable in the long term when it comes to environmental

sustainability. The study investigates the long term effects of parking norms in the Swedish

municipality of Vaxholms stad located in the outskirts of Stockholm County and also

analyses how more complex spatial analyses can contribute to more sustainable parking

planning. The results of the study are that current method of planning for parking in the

municipality is outdated not environmentally sustainable long term. One of the reasons is the

lack of geographical precision in combination with the fact that mobility measures are not be

able to affect the outcome of the number of parking spaces planned for. The parking norm is

in need of an update as well as more detailed spatial analyses, otherwise the municipality is

at risk of planning for the wrong amount of parking in the wrong places. The combination of

binding parking norms, parking spaces in direct proximity to new development and bad

proximity analysis regarding public transport the municipality will make the car stay as the

main mode of transport even in the future.

I och med Stockholmsregionen allt mer v.xande befolkning i tillkommer stora problem

g.llande hur inv.narna ska f.rflytta sig i det geografiska rummet samt hur kommunernas

mark ska kunna anv.ndas p. ett h.llbart s.tt. Historiskt sett har mobilitetsproblematiken l.st

genom att kommuner f.rsett inv.narna med bilparkering kopplad till bostaden genom

anv.ndandet av bindande parkeringsnormer. D.remot b.rjar dessa normer bli allt mer

kritiserade och anses bidra till ett .verskott av m.ngden parkeringsplatser och i sin tur

bidragit till fortsatt h.g bilanv.ndning och ineffektiv markanv.ndning. Denna studie grundar

sig d.rf.r i hypotesen att kommunernas l.ngsiktiga planeringsarbete f.r parkering .r

inaktuell och inte l.ngsiktigt h.llbar ur ett ekologiskt perspektiv. Studien unders.ker de

l.ngsiktiga effekterna av parkeringsnormer i det specifika fallet Vaxholms stad samt

analyserar .ven hur mer komplexa rumsliga analyser kan ligga till grund f.r en mer

l.ngsiktigt h.llbar parkeringsplanering. Resultatet av studien .r att den nuvarande metoden

f.r parkeringsplanering i kommunen .r utdaterad och inte l.ngsiktigt h.llbar ur ett ekologiskt

perspektiv. En av anledningarna .r avsaknaden av geografisk precision samt att

mobilitets.tg.rder som kommunen kan anv.nda sig av inte har m.jlighet att p.verka

m.ngden parkeringsplatser. Normen .r i behov av att uppdateras och vid skapandet av en

ny norm beh.ver ytterligare rumsliga analyser utf.ras f.r att undvika felaktiga slutsatser om

parkeringsbehovet idag och i framtiden. Genom att anv.nda sig av bindande

parkeringsnormer tillsammans med parkeringsplatser i direkt koppling till bostaden och med

d.lig koppling till de nuvarande kollektivtrafiknoderna kommer bilen att forts.tta vara de

prioriterade reses.ttet f.r kommunens inv.nare .ven i framtiden.
