Abstract [en]

This report describes the work with creating a web application for displaying Swedish

local plans. Local plans are maps that show how the ground within the plan may be

used and built upon. It is a legal obligation to follow the regulations in a local plan

when construction is undertaken. Municipalities work out local plans to direct and

regulate land use and housing. Today, year 2016, the information contained in a local

plan is handled digitally in lesser extent than could be done. A more digital handling of

the information in local plans could optimize the work with creating, using and

reading local plans and this examination thesis has been conducted in the spirit of

these aims. The main focus of this project was to resolve a practical need in the

municipality of Kiruna regarding easier access to local plans. Another aim for this

project was to explore the subject digital local planning in a practical way by an

example where a local plan digitalized according to the Swedish standard SS

637040:2016 is read and interpreted by automatic means.

The web application built in this project is developed with cheap and easy accessible

techniques and is currently in use at Kiruna municipality. The application uses Google

Maps as map and Keyhole Markup Language, KML, for adding graphics to the map.

The conclusion regarding these tools is that they work quite well in the context of

this project but that it would have been preferable to use an alternative technique to

KML, for example GeoJSON. The reason for why KML was not quite appropriate for

this project is that the KML-files are large in comparison with other formats and that

the interactivity that the application needs is more prolix to realize in KML than in

GeoJSON. In the end the mentioned factors were more significant than the strengths

of KML.
