THE UNITED NATIONS , THE COUNCIL OFEUROPE AND THE EU have, in conventions,action plans and various activities, drawn attentionto the existence of multiple discrimination.That is to say that people are made vulnerableto violence and abuse by many aspects, such asgender and disability. Violence is an extremeform of the exercise of power. The situation forgirls and women with various forms of disabilityis alarming (United Nations High Commissionerfor Human Rights, OHCHR, 2012).The report is aimed primarily at decision makersat Nordic level, but may also be of interest topeople who work at national, regional and locallevel on equal opportunity, disability and violencein close relationships.
