Abstract [en]

During and after the Asian tsunami in 2004, it was clear that the Swedish rescue efforts were deficient in both planning and ability. The Swedish national agency for education found in 2006 that there are schools where the employees are not aware of the existence of a crisis plan even though it was generally regarded as important. A workable emergency plan is important since it gives the staff the mental preparedness to deal with a crisis. There is a lack of studies on emergency planning in representative institutions. For this reason I have performed a case study during 2011 of how the muncipality of Boden Children and youth administration produces a crisis plan.The study showed that it is often the common sense that decides how decisions will be made in crisis management. is one of the main sources of new information within the crisis area. Schools use the information from BUF and Arbetsmiljöverket in their crisis planning. Schools will use the incident reporting system “Stil” and WIS is used during scenarios. is one of the main sources for new information on crisis management. Geographic Information System tools are largely used by the Securitycoordinator and external experts. It is the Securitycoordinator has the greatest responsibility for the crisis process. In the Children and youth administration the administrative developer has the greatest responsibility in the production process. The Securitycoordinator informs the Risc and Securitygroup which consists of representatives of administrations, representatives from the police, armed forces, local authorities and county council. These participants are involved in the shaping of a crisis plan. Other staff may primarily affect the production during scenarios where their proposals could lead to revisions.
