In this paper, I have chosen to examine how managers in a local government activities dealing with employment policy. I have also looked at what was defined as organizational misbehaviour and how it was handled in the balance in the relationship between control and trust. I have tried to capture management's and employees' experiences of labor policy, control and trust in the relationship. The interviews with the two managers and employees were on their workplace and partly for practical reasons and partly because the interviews were work-related. I used an interview template consisted of twelve open-ended questions. Almost all eight interviews took between 40-60 minutes, one interview took only 30 minutes. In addition, I conducted also two group discussions with two groups within the same administration that lasted from 30-40 minutes each. In my results I have found that there is a balance between trust and control. If management gives too much trust, it can be abused. Nor was there any greater sense of control and misbehaviour were sometimes not defined if it did not affect the final outcome of the work.
